The Regional Line Cooperative Organization
This alliance, to be comprised of the Tsardom of Callista, the Isle of Wooloo Kingdom, the Commonwealth of Carina, and Just Relax, is to be founded upon the consent and signature of this treaty by all member regions. This alliance is to be known as the Regional Line Cooperative Organization. This treaty is to outline the law of this alliance.
Callista, Isle of Wooloo Kingdom, Carina, and Just Relax are the members of this alliance.
All members of this alliance are independent regions, and reserve the right to set their own domestic and foreign policy in areas which are not outlined in this treaty.
All members of this alliance reserve the right to leave it.
All members of this alliance stand against fascism and bigotry in all of its forms.
Member regions who violate alliance bylaws will be removed.
Section 2: Governance of the Alliance
This alliance will be headed by a Council, which shall be comprised of a body of ambassadors each representing the member regions of the alliance.
All member regions must appoint one ambassador to the Council, with the manner of selection of the ambassador being at the delegation of member regions.
All ambassadors will serve until their voluntary abdication of the position, or until their member region chooses to dismiss them, with the manner of dismissal being at the delegation of member regions.
The Council may, with a unanimous vote of the ambassadors, amend this treaty, remove sections of this treaty, or add members to this alliance.
The Council may, with a majority vote of the ambassadors, issue official statements on the behalf of the alliance on matters relating to the policy of the alliance or member regions, issue WA voting guidelines, or blacklist regions/nations.
Section 3: Foreign Policy of Members
All member regions of this alliance are to maintain embassies with each other.
All member regions of this alliance are to allow message board posting from embassy regions.
All member regions are officially neutral in Gameplay politics, and may not maintain a status as "raider," "defender," or "independent."
All member regions may not declare offensive war against each other.
All member regions are to pledge military support for other member regions in the case of a defensive military operation.
All member regions of this alliance may not open embassies or sign treaties with fascist, bigoted, or blacklisted regions, regions that the alliance agrees are problematic.
The regions of Fifth Empire and United Fascist Workers Association are blacklisted by this alliance.
Section 4: Domestic Policy of Members
Except in times of emergency, member regions may not set a secret password.
All member regions must mention the alliance in all official recruitment channels, by linking to the official alliance dispatch [here.]
All member regions may maintain any form of government that they wish.
Citizenship in each region will remain separate from other member regions' citizenships.
All member regions maintain the right to prosecute rule-breaking offenses in their own region in whatever manner they see fit.
All member regions are to ban blacklisted nations, nations who the alliance agrees are problematic.
There are currently no nations blacklisted by the alliance.
Section 5: WA Policy of the Alliance
The Council of the alliance shall issue voting recommendations on Security Council resolutions which directly affect member regions, or resolutions which involve blacklisted regions or nations, and the voting recommendation of the alliance is to be followed by member regions' delegates.
All member regions must recommend to their World Assembly nations to follow the voting recommendation of the alliance.
Section 6: Rights and Obligations of Nations in Member Regions
Nations in member regions have the right of free movement between member regions.
If a member region has citizenship, then if a nation with citizenship in one member region moves to another member region for any period of time, and then returns, they will maintain their citizenship in the first region, assuming they still meet all requirements outside of residency.
Nations in member regions who break the regional rules in an alliance region in which they do not reside shall be prosecuted and punished by that region's government.
Nations banned in one member region will be considered for blacklisting.
Rights not specifically enumerated in this treaty, which do not violate regional bylaws and site rules, are reserved for member nations.
Section 7: Roleplay in Member Regions
All roleplays in member regions will remain open to residents of other member regions who meet all other eligibility requirements.
All member regions with official roleplays shall pin a dispatch which links to the map dispatches for all official roleplays in all alliance regions.

Beyond simple military support and a unified political bloc of allies against external threats, this alliance offers several concrete benefits for all of the nations and regions involved:
You can move between member regions, and still not lose your citizenship in your original region
The RLCO maintains a blacklist of problematic regions and nations, allowing us to coordinate our foreign policy against problematic peoples
All member regions will mention the alliance (and ergo other member regions) in recruitment materials by linking to an official alliance dispatch which will soon be made
Another dispatch, linking to all interregional roleplay, will be pinned on every alliance member's WFE, displaying each member region's roleplay to all alliance nations
Thank you to everyone involved in negotiating this treaty. As a living document, it remains open for further change, allowing its provisions to meet the needs of future alliance members as well. Hopefully this is a start of a new era of collaboration for all member regions, in roleplay, politics, and beyond.
