Preamble

Upon the recommendation of the Foreign Minister and the Ambassador to the Coalition of Federalist States, the National Assembly passed and President Hayes signed into law a bill authorizing the formal denouncement of the Kingdom of Cedros's governing regime.

This Department was tasked with promulgating that denouncement.

Executive Summary

The Federal Republic of Midlona strongly condemns the governing regime of Cedros as responsible for

a. the horrific treatment and generational harm inflicted on the Cedrosano people; and

b. antagonistic international behavior.

Midlona does not recognize the current Cedrosano regime as legitimate. An embargo on Cedrosano goods, trade, and travel is in effect. Mr. Monreal ("king" Lorenzo Marcos Agustín Monreal IV) and his leading executive branch partners are censured. As the Presiding Nation of the Coalition of Federalist States, Midlona will introduce for a vote an article of denouncement before the Council of the Coalition. Additionally, Midlona encourages all nations to echo these concerns and cease business with and recognition of this failed regime.

As a freedom-loving country, Midlona is compelled to act on its findings of abuse and failed leadership exhibited by the extant regime. Disbanding it will improve local, regional, and global safety and welfare.

Treatment of the Cedrosano People

Through the haphazard and corrupt policies of the current regime, the Cedrosano people suffer intolerable outcomes in nearly every facet of life. The World Census Bureau (WCB) is an impartial World Assembly organization dedicated to collecting data on various national metrics ranging from personal wellbeing, social and cultural health, to economic considerations. These data demonstrate the regime's abject failure to provide a stable and fruitful environment for its more than two (2) billion citizens.

This regime has led Cedros to be classified by the WCB as that of "iron fist consumerists". This denotes moderate economic freedoms coupled with extremely low or zero political and civil rights and freedoms. World Census, 2011). From its inception, this regime has deprived its citizens of nearly all political freedoms. Cedros' World Census Trends (Accessed May 19, 2024). Currently, Cedros is one of the world's most politically oppressive nations, ranking in the bottom 1% (0.71) in the political freedom index. Id. While the population's civil liberties experienced a modest increase upon the regime's accession to power, it has long since trampled on those, too, and remains in the bottom 3% (9.08). Id. These facts alone are worthy objections, and heavily contribute to Midlona's justifications.

This wholesale rejection of individual worth, dignity, and value bleeds through to most areas of the population's lives. This is best seen in healthcare metrics. Mr. Monreal's subjects suffer globally horrendous health outcomes (bottom 4%), despite their nominal wealth (the nation's average income ranks in the top 14%) and expansive public healthcare system (top 15%). Id. The food quality is similarly dangerous to human health (bottom 4%). The regime's sticky fingers' are just as dangerous to the people's wallets. Monreal levies an immense tax burden (top 14% in the world) onto his people, who suffer from extreme levels of unemployment (top 9%). To make matters worse, and to stem the obvious chaos of such tyrannical and plainly corrupt policies, Monreal and his goons hold Cedros' people hostage within the nation's borders. With emigration illegal, there is no escape for those unlucky enough to live under the rule of the regime's psychotic thumb.

This Department could go on and on–listing all the various ways that the corrupt administration (top 8%) fails to provide effective basic services for its citizens. Rather than do the duty of a government, this regime decided to create a nice facade, with nominal displays of state services and opportunity for life to flourish, only to crush development for most while extracting wealth and prosperity from those that create them–the Cedrosano people.

These data demonstrate the failure of this regime, and its path to being a failed state. For this reason, Midlona must denounce Monreal and his gang as responsible for Cedros' regrettable state of affairs. This damage will follow these people for generations. It requires a dedicated international effort and show of support to bring about a better outcome.

Antagonistic International Behavior

The regime further destabilizes Cedros and rejects proper leadership through erratic and inflammatory diplomatic practices.

First, Monreal aimlessly guides his people from one region to the next. Over the span of 3 days, Monreal joined over 20 different regions. Cedros' Activity Monitor (Accessed May 19, 2024). This is despite his gang's profession of wanting "a home". Atlantic Union regional message board post (dated May 13, 2024).

Second, Monreal baselessly accuses Midlona of displacing his nation and others from a defunct region. Despite the Foreign Minister's inquiries, neither the Monreal regime or its allied states have supplied a justification for this claim. Peddling fake news on an international platform is an affront to Midlonan good will and our national character. More importantly, such action needlessly agitates hostilities, leading to further isolation of his already broken and imprisoned people.

Enforcement and Administration

1. No Midlonan citizen, public or otherwise, shall engage with the Monreal regime, directly or indirectly, without approval from the Foreign Minister.

2. No Midlonan institution, public or otherwise, shall engage in business or communication with the Monreal regime, its institutions, or any Cedrosano organization, institution, or business.

3. The Foreign Minister may levy financial or punitive sanctions for non-compliance in national district courts.

4. This denouncement is durable until repealed by future legislation or amended by order of the President, upon consent by the National Assembly.
