i voted Nay on this because studying legislative and administrative law this suggests that other violations of conduct can be overlooked and ignored. I think in general we should mandate instead fostering a positive experience for other players and participants in this region.
If someone is behaving obnoxiously or mean-spiritedly we should be allowed to prosecute that directly and the amendment as written will give cover for bad conduct.

What flag? I thought the rp region flag was just an blue version of Ajakor own.
