Hyper Power: A Hyper Power is a state that dominates all other states in every sphere of activity, around the globe, and is considered to be a step higher than a superpower. There can only ever be one state with the title of Hyper Power, as any state that contest it's dominance will share Super Power status instead. In the history of Democritus, only one nation has ever held this title, however lost it a short time after attaining it due to the rise of new Super Powers.

Super Power: A state with a dominant position in international relations, and is characterized by an unparalleled ability to exert influence on a global scale. This is done through the means of both military and economic strength, as well as diplomatic and soft power influence.

Potential Super Powers: A state which through growing political, military, economic, and social renown is recognized as being a possible candidate for future Super Power status.

Great Power: A state that is recognized as having the ability to exert its influence on a global scale. Great Powers characteristically possess significant military and economic strength, along with some soft power, however not to the same extent as Super Powers.

Emerging Powers: A state which is seen as having power and influence above the expected, with growing international influence, military strength, and social renown.

Middle Power: A state which may have influence outside of it's local surroundings, however either does not have an overly significant presence in global military or economic affairs, or may perhaps lack the soft power to be considered for Great Power status.

Regional Power: A state that has power within a geopolitical region. A nation which wields great influence within their area of the world, but may not have the economic or military strength of Middle Powers.

Nominal Power: A state which wields little international influence, economic, and/or military might.

Hyper Power of Democritus:

Super Powers:

The North American Federation - With a massive armed forces, state-of-the-art technology, large amounts of American-sourced soft power, and major scientific advancement, the North American Federation is the world's largest economy and a true Super Power.

New Metropolitan France - The NMF wields considerable global power, with an efficient and actively deployed armed forces, strategic military installations across multiple continents, soft power over French and European Culture, a powerhouse economy, and advanced technological sectors, the Sixth French Republic is a modern Super Power which acts as 'the World's Policeman'.

Empire of the united kingdom - EotUK maintains a large armed forces, and has strategic territories across the globe. With a large percentage of their population in the military, a major defense budget, heavy influence in trade, and historical British cultural links around the world, the Empire wields considerable soft and hard power. The United Kingdom and it's Empire is a worthy Super Power.

Potential Super Powers:

Virrgo: The new USSR has a large armed forces, which were reformed following the mixed results of the Soviet and post-Cold War Russian models. The country also possess soft power through ethnic and language influence in Europe, Central Asia, the Far East, and the Americas. The USSR's economy is self-sufficient in many areas. Recent involvement in Eastern Ukraine has shown that Virrgo remains a dominant country in European affairs, and the DEU Oil Pipeline project has greatly increased the nation's influence. The country was a former Super Power during the Cold War, and again in 2015 as the Restored Russian Empire, however Republican reforms and a declining global presence resulted in the country falling to Potential Super Power status once more.

United Democratic Christian States - The Prussian Empire was initially quiet in international affairs between the end of the Cold War and short-lived incorporation into the Kalmar Union in 2016. Following the reformation of the Empire in the second half of the year, the country was first able to prove itself a Great Power, and then as a Potential Super Power, by dramatically increasing it's influence globally. Close military partnerships with the Super Powers during recent conflicts has made the Prussian army one of the best in the world for it's size, while it's soft power in Europe and Indochina continues to grow. Should the Prussian economy be able to prove itself as being a world leader in 2017, the nation will earn Super Power status.

Great Powers:

The Kalmar Union - The independence of Prussia greatly hurt the Kalmar Union, and their abstention from active participation in conflicts around the world has left their military untested, meaning that they were downgraded from being a Super Power to Great Power status part way through 2016. Despite this, they are not be underestimated. The Kalmar economy remains very strong, and the country has a heavy presence in international politics and European culture. To become a Potential Super Power, the KU would need to prove that they can impact the world on the same level as the other Super Powers.

Puertollano - A rising power, Puertollano maintains a medium-sized military, and an independent economy. The country has a growing level of influence in world affairs, shown by their successful removal of all nuclear weapons from South America. Should their military become more experienced, the country may be considered for Potential Super Power status, although they are unlikely to match the economic power of the Super Powers for some time into the future.

Zackaroth - Zackaroth's armed forces are domestically developing advanced technology, while the country's soft power can be found in the information technology industry and oil markets, which it dominates due to it's geopolitical location in the Middle East. Zackaroth has also been able to exert their influence outside of the Middle East in recent times. Recent interactions with foreign nations has increased the country's influence abroad, subsequently making them a Great Power.

Emerging Powers:

Akksum - Akksum had been divided by infighting for over a year before a stable Republic emerged in 2016. The country has successfully negotiated with global partners, and is historically a major trading power. With it's military only being tested against mediocre opposition in recent times and quiet voice in world politics however, the country has much work to do before becoming a Great Power.

The turkish state - The Turkish State is a major power in Democritus, being in a strategic location bordering both the Middle East and Europe, as well as maintaining a large and well trained armed forces. The nation has long been a strong voice in regional affairs, however their involvement in Nicaragua has been all but forgotten by most of the global populace and politicians. Their recent invasion of Greece may well result in a change in their ranking however, and should the expected peace treaty be strongly in the country's benefit then the country may very well become a Great Power.

Orostan - Despite frequent clashes with various countries in 2016, Orostan had quickly redeveloped it's economy to be a major trading bloc (although one vulnerable to foreign actions), and has built a diversified armed forces. Orostan is well known globally, and this has gained them much notoriety, however only stability and continued growth will enable them to become a Great Power.

The following document is the Constitution of Democritus, and acts both as the region's founding document and a collection of the various rights and principles all residing nations can expect. This Constitution also guarantees that Democritus remains a sovereign and democratic region under the oversight of the legitimate Founder Account's executive authority.

Section 1: Residents of Democritus

1. Defines a 'Democritus Native' as a nation which considers Democritus to be their home region, is represented by their main nation rather than a puppet state, and is recognized as a native by the legitimate Founder of Democritus.

I) Extends the right of political participation in Democritus internal regional affairs to all Democritus Natives, including the right to hold elected government positions (see Sections 2 & 4 for further details).

II) Declares that all Democritus Natives shall be treated equally without prejudice during the daily administration of Democritus unless said Native breaches the Basic Rules of Democritus.

2. The legitimate Founder Account may grant non-Democritus Natives 'Honorary Citizenship'.

I) An ‘Honorary Citizen of Democritus’ is defined as a nation which is not a Democritus Native but is entitled to the same full protections and rights under the law as Democritus Natives.

II) Allows the overturning or voiding of Honorary Citizenship if the Founder Account desires to suspend or revoke this status.

3. All nations which are not classified as Democritus Natives or Honorary Citizens are defined as ‘Non-Native Residents’.

I) Non-Native Residents may not hold government positions, may not vote in regional elections, and may not take part in regional roleplays without the permission of the Founder.

4. All nations, including Natives, Honorary Citizens, and Non-Native Residents are subject to reasonable restrictions imposed by the law which do not violate the fundamental principles or text of this Constitution (see Basic Rules of Democritus).

I) Any state that knowingly breaches the Basic Rules of Democritus - and evidence of this is discovered - is required to rectify their breach, appeal this judgment, or face ejection and possible banishment from the region.

5. All nations shall have the right to freedom of speech and expression so long as they do not breach the principles or text of this Constitution, or the Basic Rules of Democritus.

Section 2: Democritus Regional Government

1. The Democritus Regional Government is headed by the legitimate Founder Account (Democritus Founder) as regional sovereign and executive.

2. An elected council comprised of up to three Democritus Natives or Honorary Citizens acts as an advisory body to the Founder on topics such as realism, regional development, and activity.

Section 3: Executive Authority

Regarding the Founder Account

1. The sole legitimate Founder Account of Democritus is recognized as Democritus Founder, who shall be responsible for administrating the region on a day-to-day basis and is the region's sovereign and executive.

2. Defines the Founder's 'Executive Authority' as the full access to all regional controls eternally granted to the legitimate Founder Account.

3. The Founder Account is responsible for maintaining the security of Democritus, and may take actions utilizing their Executive Authority without the prior consent of the regional populace should a direct threat to regional security be imminent or if it is deemed to be beneficial for the region's administration.

I) The Founder Account may utilize Executive Powers excluding 'border controls' without any justification.

II) The Founder Account may eject invaders/raiders, rule breakers, and those who breach the principles or text of this constitution.

II) Any nation may appeal an ejection once, by telegraming the Founder Account.

III) No such ejection shall be grounds for immediately voiding a nation's status as Democritus Native or Honorary Citizen, which will only expire should they permanently reside in another region or if their appeal fails. This can be restored if a review by the Founder finds that they are fit to return to the region.

IV) In the event of an ejection of a Non-Native Resident, a single appeal is also entitled to them.

V) The Founder may utilize their Executive Authority without restrictions during a ‘State of Emergency’.

VI) A State of Emergency can be declared by the legitimate Founder Account should a threat to Democritus be discovered or should deadlock require Founder intervention. This can include a 24 hour suspension of any regional rules, and the Founder Account may utilize the full extent of their Executive Authority during this time.

VII) A State of Emergency may be extended as required by the Founder to ensure security is maintained.

4. The Founder can appoint leaders of the Democritus Sovereign Army, 'Internal Affairs Officers', and non-executive positions without requiring a regional election.

5. The Founder can only appoint members of the Regional Government advisory council if they have been elected to the position.

Regarding 'Internal Affairs Officers' of Democritus

1. Internal Affairs Officers are regional officers who are appointed by the Founder with the aim of monitoring the RMB and daily regional affairs.

2. Internal Affairs Officers have power over Communications and Polls to aid in running regional activities and maintaining regional stability.

Section 4: Elections

1. Elections for government positions and regional officers (excluding the non-elected Founder Account and Founder-appointed positions) will last for two days, and be held approximately every month.

2. All Democritus Natives and Honorary Citizens may vote in these elections.

3. Non-Native Residents are unable to vote in these elections.

4. Any vote rigging or other election fraud is classified as a 'coup attempt'. Coup attempts are hereby declared illegal by this constitution.

Section 5: Amendments

1. Amendments may be made to this Constitution should two-thirds of the active regional populace support the proposed amendment in a three day referendum.

2. The Founder may make amendments to this Constitution should regional order be threatened as a result of referendum ineffectiveness, suspicion of vote rigging, or the need for swift action be required.

Section 6: Legal Supremacy

1. This Constitution of Democritus shall have legal supremacy over all other laws, be they IC or OOC.

2. No other law, bill, proposal, resolution, legislation, or policy may contradict this Constitution.

This constitution was created by the legitimate Founder Account of Democritus, Democritus Founder, on August 2 2015 and ratified on August 24 2015. It was amended on September 29 2015 (1st Amendment), October 26 2015 (2nd Amendment), October 30 2015 (3rd Amendment), April 17 2016 (4th Amendment), and December 8 2016 (5th amendment, using Founder Executive Authority following an opinion poll for legitimacy.

Democritus is a democratic region, however the following rules must always be upheld. For more detailed rules, please read the Democritus Constitution or ask the Founder for clarification.

General Regional Rules

1. All nations have a right to free speech within reason. However flaming, threatening, baiting, hate speech, non-PG 13, and other material deemed as insulting or breaching the spirit of the Constitution will not permitted. This rule will be enforced by the Founder, DSA Commander, and appointed RMB Officers.

2. Spam, whether it be recruitment, campaign, nonsensical, or repetitive, is not tolerated in this region. This will be similarly enforced.

3. The principle and text of the Constitution of Democritus may not be broken.

4. All sensitive personal information is to be kept out of regional affairs, with no exceptions.

5. It is asked that RMB discussion regarding politics and religion is done only in a civil and polite manner. Otherwise, limit it to somewhere else. That also means opposing views should be tolerated, even if not accepted.

6. If you plan on being inactive (not posting) for more than 14 days, inform the founder. Failure to do so means that your map territories may be forfeited.

Conventions on Regional RP

The Conventions on Regional RP are a set of key principles and guidelines for Democritus roleplays. These should be followed at all times. Additions, removals, and modifications to this 'convention' can be considered by the Regional Government for possible implementation by the Founder.

1. Prior to participation in Democritus RPs, a nation must first receive approval from the Founder.

2. All RPs must abide by generally realistic principles. This can be loosely applied to allow for some activity and to account for varied alternate histories, however must remain generally consistent.

3. Before a war RP can be fought, regardless of whether it involves NPCs or other players, this process must be followed.

4. Only Founder-appointed NPC Controllers may RP the actions of NPC forces in any RP.

5. In all RPs an opponent has the 'right of response', meaning that further attacks should not be made by the same player against them until they are able to make an IC response within a reasonable amount of time. The founder will decide in consultation with the regional government and involved players how long a time limit is reasonable.

6. If the impacts of an RP event are deemed to be 'beyond prediction', defined as being unable to realistically evaluate and respond to IC, then this would be included under the category of 'godmodding' and be banned. One example could be nuclear weapons.

7. Other examples of godmodding include being unwilling to accept sufficient setbacks or defeats in a RP or dictating the casualties or actions of a force that is not under your own control, or making your own actions unstoppable/unkillable.

8. Former DRS/[Insert name of new organization here] legislation is IC only, and can be broken without OOC consequences so long as the other above OOC regulations are adhered to.

Conventions on Regional RP

The Conventions on Regional RP are a set of key principles and guidelines for Democritus roleplays. These should be followed at all times. Additions, removals, and modifications to this 'convention' can be considered by the Regional Government for possible implementation by the Founder.

1. Prior to participation in Democritus RPs, a nation must first receive approval from the Founder.

2. All RPs must abide by generally realistic principles. This can be loosely applied to allow for some activity and to account for varied alternate histories, however must remain generally consistent.

8. Former DRS/[Insert name of new organization here] legislation is IC only, and can be broken without OOC consequences so long as the other above OOC regulations are adhered to.

New Metropolitan France - The NMF wields considerable global power, with an efficient and actively deployed armed forces, strategic military installations across multiple continents, soft power over French and European Culture, a powerhouse economy, and advanced technological sectors, the Sixth French Republic is a modern Super Power which acts as 'the World's Policeman'.

Empire of the united kingdom - EotUK maintains a large armed forces, and has strategic territories across the globe. With a large percentage of their population in the military, a major defense budget, heavy influence in trade, and historical British cultural links around the world, the Empire wields considerable soft and hard power. The United Kingdom and it's Empire is a worthy Super Power.

Potential Super Powers:

Virrgo: The new USSR has a large armed forces, which were reformed following the mixed results of the Soviet and post-Cold War Russian models. The country also possess soft power through ethnic and language influence in Europe, Central Asia, the Far East, and the Americas. The USSR's economy is self-sufficient in many areas. Recent involvement in Eastern Ukraine has shown that Virrgo remains a dominant country in European affairs, and the DEU Oil Pipeline project has greatly increased the nation's influence. The country was a former Super Power during the Cold War, and again in 2015 as the Restored Russian Empire, however Republican reforms and a declining global presence resulted in the country falling to Potential Super Power status once more.

United Democratic Christian States - The Prussian Empire was initially quiet in international affairs between the end of the Cold War and short-lived incorporation into the Kalmar Union in 2016. Following the reformation of the Empire in the second half of the year, the country was first able to prove itself a Great Power, and then as a Potential Super Power, by dramatically increasing it's influence globally. Close military partnerships with the Super Powers during recent conflicts has made the Prussian army one of the best in the world for it's size, while it's soft power in Europe and Indochina continues to grow. Should the Prussian economy be able to prove itself as being a world leader in 2017, the nation will earn Super Power status.

Great Powers:

The Kalmar Union - The independence of Prussia greatly hurt the Kalmar Union, and their abstention from active participation in conflicts around the world has left their military untested, meaning that they were downgraded from being a Super Power to Great Power status part way through 2016. Despite this, they are not be underestimated. The Kalmar economy remains very strong, and the country has a heavy presence in international politics and European culture. To become a Potential Super Power, the KU would need to prove that they can impact the world on the same level as the other Super Powers.

Puertollano - A rising power, Puertollano maintains a medium-sized military, and an independent economy. The country has a growing level of influence in world affairs, shown by their successful removal of all nuclear weapons from South America. Should their military become more experienced, the country may be considered for Potential Super Power status, although they are unlikely to match the economic power of the Super Powers for some time into the future.

Zackaroth - Zackaroth's armed forces are domestically developing advanced technology, while the country's soft power can be found in the information technology industry and oil markets, which it dominates due to it's geopolitical location in the Middle East. Zackaroth has also been able to exert their influence outside of the Middle East in recent times. Recent interactions with foreign nations has increased the country's influence abroad, subsequently making them a Great Power.

Emerging Powers:

Akksum - Akksum had been divided by infighting for over a year before a stable Republic emerged in 2016. The country has successfully negotiated with global partners, and is historically a major trading power. With it's military only being tested against mediocre opposition in recent times and quiet voice in world politics however, the country has much work to do before becoming a Great Power.

The turkish state - The Turkish State is a major power in Democritus, being in a strategic location bordering both the Middle East and Europe, as well as maintaining a large and well trained armed forces. The nation has long been a strong voice in regional affairs, however their involvement in Nicaragua has been all but forgotten by most of the global populace and politicians. Their recent invasion of Greece may well result in a change in their ranking however, and should the expected peace treaty be strongly in the country's benefit then the country may very well become a Great Power.

Orostan - Despite frequent clashes with various countries in 2016, Orostan had quickly redeveloped it's economy to be a major trading bloc (although one vulnerable to foreign actions), and has built a diversified armed forces. Orostan is well known globally, and this has gained them much notoriety, however only stability and continued growth will enable them to become a Great Power.

The following document is the Constitution of Democritus, and acts both as the region's founding document and a collection of the various rights and principles all residing nations can expect. This Constitution also guarantees that Democritus remains a sovereign and democratic region under the oversight of the legitimate Founder Account's executive authority.

Section 1: Residents of Democritus

1. Defines a 'Democritus Native' as a nation which considers Democritus to be their home region, is represented by their main nation rather than a puppet state, and is recognized as a native by the legitimate Founder of Democritus.

I) Extends the right of political participation in Democritus internal regional affairs to all Democritus Natives, including the right to hold elected government positions (see Sections 2 & 4 for further details).

II) Declares that all Democritus Natives shall be treated equally without prejudice during the daily administration of Democritus unless said Native breaches the Basic Rules of Democritus.

4. All nations, including Natives, Honorary Citizens, and Non-Native Residents are subject to reasonable restrictions imposed by the law which do not violate the fundamental principles or text of this Constitution (see Basic Rules of Democritus).

I) Any state that knowingly breaches the Basic Rules of Democritus - and evidence of this is discovered - is required to rectify their breach, appeal this judgment, or face ejection and possible banishment from the region.
