Transitioning this region from my oracle embassy list to my matrix embassy list.
Once that is completed in a few hours, this region will freely accept any embassy offers given.

Prior to today, there was only puppets in this region, so that makes it a puppet holding region, and since it was on my embassy oracle list it was an oracle puppet holding region. Now that it has been featured, I am changing it to a matrix puppet holding region. Embassy offers are accepted in my matrix regions. Unfortunately it takes time to convert from one list to the other due to the number of regions that I have on my matrix list.
My old oracle embassies are now in transition to being closed (they are beginning to bypass this region on my oracle list and will close before any of today's embassy offers are activated). This region will join my Matrix list in three days.
As a rule, I do not allow the delegate, or at least the office of delegate, to hold any real powers.
