Huayna Cusi looked stood atop the wall of the Intikancha looking out at the mountains as the light of dawn stroked them where they stood over the city of Cusco. He had spent the night in contemplation after his crowning as Sapa Inca the previous day, down in the golden room among the mummies of his ancestors. The old temple of the sun remained in the old style of the original empire but over time had been further added to in size with certain sections rebuilt of the years making it now a quite impossible building with the massive dark stone blocks that made up its walls. The city likewise had grown over the years, for one thing while in leaner times it hadn't always been observed as such the old tradition of each new ruler building a new palace and leaving their predecessors for the dead had left the valley cramped with various buildings. He had heard his uncle come out onto the terrace a short while ago, as patient as ever the older general was waiting for his Sapa Inca to be finished. One of his half sisters was there to, she had coughed politely three times now and was now tapping her foot.

He turned.

"Pachacuti?" he said addressing his uncle

"Have your ancestors given you any insight concerning the question of stability I posed?" The man asked politely.

Huayna supressed the urge to sigh. The man wasn't sarcastic of course, he was deeply pious and believed that as the Sapa Inca Huayna would be able to converse with the spirits of the pervious emperors, it was what Huayna told him he'd do to delay having to answer the question. Huayna tried but he didn't seem to be very good at listening, perhaps that would change in time.

"You believe that some elements may attempt an uprising using the opportunity of a succession to try and gain some power?"

"And he wants your permission to release his death squads" Said Mama, his half sister had grown quite adept at using that bitter tone but something of the slight American tinge to her ascent she'd picked up studying abroad crept in while she did.

To his credit Pachacuti didn't attempt to deny it phrased so bluntly.

"Decisiveness is necessary"

"I'd prefer not to start my reign with bloody daggers and bodies in ditches, its hardly good for foreign relations for one thing. You can increase the military security to full alert, but if you find something in its infancy do it by the book and use the police if possible, arrest them and bring it to trial. I'll authorise the use of the army if things get serious."

"What about the hurricane in the north?" Asked Mama "Golden opportunity to start more positive interactions with the world. You don't have to rule a hermit kingdom you know"

"Oh? Remind me suyu quarter the hurricane hit?" Asked the general

Huayna cut in before his sister came up with some witty reply.

"Take a little surplus food from the government stores. Pachacuti I will offer assistance to some of the affected countries in the Caribbean, some of our men from logistics can be assigned to help with the relief effort and distribute, the basics are similar to earthquake relief, it'll be practice."

Earlier today, Senator Sibonakaliso Akpabio was relieved of his position in the Senate of West Africa after the sexual misconduct allegations against him were proven yesterday. Bbwaddene Okotie-Eboh will take his place as Senator of the North Mali Province. President Madaki has stated that sexual misconduct is not welcome in the government of West Africa, or West Africa altogether. Other senators have stated that they are deeply ashamed of Akpabio. Allegations were also pressed against Senator Chakide Kalu, of the Province of Senegal, but the charges were dropped a few days before the court date.

The citizens of Kumasi, Ghana Province, were greeted with the sound of gunfire early this morning. A gunman robbed a bank and ran into police. A shootout ensued shortly thereafter. The man then fled, but was stopped in Obuasi, half an hour later. He is facing up to life in prison for the charges of breaking and entering, theft, attempted murder on a police officer, and the vehicular manslaughter. There is no bond set, and a hearing to be moved to death row will be held in a few days.

Yesterday, it was announced that Republic City will become its own division of West Africa. After review and a clearing by Congress and President Madaki, it will become the Administrative District of Republic City. Since it would be located at the meeting point of provinces of South Mali, Guinea, and Ivory Coast, the government decided to give it its own administrative region. Also on Republic City, the construction process is still currently going according to schedule. There was a small setback a few weeks ago, but the construction of Phase 1 is back to the set schedule.

Danubian Chancellor announces resignation

József Mészáros, the Hungarian-born chancellor of Danubia, has formally announced his resignation from politics after a lengthy political career. His resignation was accepted this morning by the Kaiserin, Annika von Wallenstein, who has immediately called for a nationwide emergency election in the Reichsrat to replace the vacant chancellorship. József was the acting leader of the Democratic Party of Danubia (Demokratische Partei von Donaureich), a center party who have dominated Danubian politics since the Democratization of the Reichsrat in 1994. Tomáš Kuchár set to replace him as the party's leader for the next electoral term, however with the departure of such an influential figure many believe that more politically defined parties could have the opportunity to take control; such as the right leaning Danubian Freedom Party (Donau-Freiheitspartei) lead by former businessman Walther Ritschel and the Left-leaning Social Democratic Party (Sozialdemokratische Partei von Donaureich) lead by the young populist candidate Sara Silivasi.

In an interview with the Donauufer Diarium, one of the largest national news agencies in the country, he explained that this was due to recent health concerns as well as wishing to focus on his personal life after a lifetime of being one of the most influential figures in Danubian politics throughout the 21st century. He believes that he has contributed much to politics over his life, however now he must step back and allow the new generation to take control. Mészáros has been an incredibly popular politician in recent years and has garnered much support from both sides of the political spectrum, allowing him to dominate the Reichsrat as a symbol of unity and mutual respect in Daubian politics.

Many expect the chancellorship to be a close race; some even believe that this upcoming election will result in the largest political divide since the democratization, with polls showing potential for the lack of any majority for the first time in Danubian history. Should this happen, the parties may have to form a coalition government, however some fear potentially instability which may come from such a government.

First Senate Session After Short Summer Recess, Bill for Safety in Rakhine State, Christianity, Taoism & Chinese Folk Religion Legalized - Irrawaddy National News

It's a busy week for the senate as it comes back from a short recess, with several major bills already being proposed in the first few days after reopening. One of the main bills passed was the "Enact Safety Regulations For Rakhine", which was passed with a majority of 90-11. The bill laid out the following steps to follow for the State's situation:

- The border between Rakhine and other states shall have checkpoints established by the military
- Internet service shall be restricted
- Foreign media and organizations will be blocked from entry into the state
- Establish a state-wide civilian curfew at 10pm with exceptions for medical & work related reasons

The bill passed overwhelmingly and will be enacted in the next two weeks with the final approval of the Prime Minister. Rakhine state has seen many attacks lately between the Rakhine & Rohingya peoples and Bamar peoples and an increase in violence across the state has lead to the proposing of this bill from Senator Dao Min of neighboring Chin State, in hopes to calm the tension in the region and secure the safety of all Burmese citizens.

Traditionally the senators from Singapore have never proposed legislation but in a first for the district since being annexed into the nation, Senator Mae Cheng proposed the "Legalize Christianity and Chinese Folk Religions" bill. All religions except for Buddhism have been banned in the nation, except Singapore District, since the 1960's and 70's. In comments about the bill Senator Cheng said she hopes that this bill "will provide the framework to transition this country to the right path, one of prosperity and togetherness." The bill would enact the following:

- Christianity & Chinese Folk Religion as well as Taoism, shall be officially legalized and recognized
- Churches & Temples will be reopened and returned to the communities they belong to
- Christian & Chinese religious schools and hospitals will be reopened and returned to the original owners
- Christian & Chinese FR & Taoist organizations shall be allowed to operate in the country

The bill passed in the senate with a majority of 97 to 4, the only opposition coming from the Chin and Rakhine native tribe's senators and both of Rakhine State's senators. The bill will be implemented in the coming days. As the first session of the senate, after the recess, came to a close Prime Minister Linlun Daw made a short speech about the two main laws passed and a short statement directed at the people of Rakhine State:

"Welcome back everyone, today has been a great day and we have already accomplished a lot for the future of Kyawantaw. I thank you all for voting and participating in our government. As for the situation in Rakhine and the bill passed today, the government shall be monitoring the situation and if need be will authorize a state of emergency in the state if the violence and tensions do not calm within the next few weeks. We hope to see all Burmese citizens safe and unharmed and will not tolerate attacks against one another, especially from a group of people that consistently seeks to break our religious laws. I hope a peaceful solution can be found and peace can come quickly to Rakhine State. As Senator Cheng and Singapore District as a whole have shown, prosperity between different communities can be achieved, not through violence and warfare but through peace, growth, understanding and cooperation. Compatibility with being a citizen of this nation requires change sometimes, the Rakhine and the Rohingya are capable of doing so, and we will help them to do so if they would also come to the table. I applaud you all on this day and hope to continue to further the nation into an age of growth, so that we may end up in an age of prosperity. Let us all work towards that goal for Kyawantaw."

The southern coast of Hispaniola is on lock down tonight as Hurricane Emilia prepares to make landfall, and is poised to directly hit Santo Domingo.

Hurricane Emilia is a CATEGORY 5 HURRICANE, with 1 minute sustained winds of 224 mph winds and a pressure recorded at 865 mBar.

If these measurements hold true, Hurricane Emilia is the strongest tropical cyclone to ever have been recorded.

Evacuation orders have been present for the past week , and it is estimated 500,000-800,000 in and around Santo Domingo have fled the city, with most heading towards Cuba.

However this still leaves around 1.5 million people in its path, and another several million on the island.

Storm surge had already begun well before landfall and it is now much more prevalent. Hurricane Emilia is also estimated to dump a large amount of rain. Rotation in the outer bands have also indicated rotation, and tornado warnings have been issued for the entire island of Hispaniola.

The Armed Forces and emergency services are prepared to provide assistance and relief efforts, however this will only be performed after Hurricane Emilia has passed.

It is heavily encouraged that all people on the island, especially in Santo Domingo and the surrounding area, remain where they are.

This is a storm with tremendous power. It was believed that an eye wall replacement cycle would weaken the storm, however it does now show signs that this will happen, and will make landfall within the next few hours at full strength.

A statement from President Marcos Pérez

Working in unison with the government of Haiti and The Dominican, The entirety of Hispaniola is now being declared to be in a State of Emergency as a result of Hurricane Emilia.

The city of Santo Domingo and the immediate area is with out power. The only communication we have with the city is through radio.

Hurricane Emilia is the strongest hurricane on record. With historic wind speeds and fury, this storm is a storm of the century.

Once the storm has passed, it will move on, and hopefully be blown off to the east, avoiding Cuba, the Bahamas and Florida.

This nation has faced down storms before. We have cleaned and we have rebuilt before. And we will do it again, and as every time before, we will come back stronger. The Republic is poised to take on the world and work with our allies to make the future a better one.

Stay safe, Hispaniola.

Prince Dmitri: "It is all really quite simple. There are two types of people in the world, catastrophists and cornucopians. Catastrophists are the people who lay awake at night staring at the ceiling worrying about all the nasty things that may happen to them. Generally their natural habitat is on the political left and they believe they, or people of like-mind really should be in charge of absolutely everything and they can make rules and regulations to eliminate risk in life so the world will be a happy and wonderful place. If they are not in charge, and they don't have option of making the rules and regulations to keep the rest of us in line, then they believe the sky will fall, metaphorically speaking of course. The other type of person, a cornucopian are a laissez-faire, life is good, understand that the world is a dangerous place sometimes but you can manage risk through individual responsibility. Unfortunately in your case here in Orange-bourgogne, the current government seems to be made up of the former rather than the latter.

Now as for your question. In a world where states are more akin to service companies, there would be duties left to the state that cannot be solved better and cheaper by private enterprise or by the local communities. In my opinion, only foreign policy, law and order, education and state finances should remain with the state. All the other duties can be fulfilled better and cheaper on the level of local communities or by private enterprise. As for the idea that the people are not smart enough to make their own choices, I think what I said about catastrophists covers that.

Oil production remains committed to balancing market, Kingdom's energy minister

UED Minister of Energy Dr. Suhail Al-Noami stated the Kingdom will do "whatever necessary" to rebalance a crude market depressed by an uncertain global outlook. Al-Noami warned however that additional output cuts may not be the best way to boost sagging prices.

Deeper production cuts are "not a decision that we take easily," the minister said ahead of the four-day World Energy Conference starting Monday in Abu Dhabi. Noami told a press conference that oil producers were affected by "other concerns" apart from supply and demand. "Anything that the Kingdom sees that will balance the market, we are committed to discuss it and hopefully go and do whatever necessary," he said.

European benchmark Brent was selling at $61.54 per barrel on Friday, down from more than $75 this time last year. The Kingdom, the largest oil producer in the world, has resorted to massive production cuts to lift prices since the oil market crash in mid-2014. In June, the Ministry of Energy extended by nine months an earlier reduction of 1.2 million barrels per day, but the move has failed to arrest the price decline in light of a faltering global economy. Noami noted that the usual levers to control prices seemed to be having little effect. The oil market is being affected by factors beyond "supply and demand, which is the primary thing that we can control," he said.

The Kingdom today accounts for the largest oil reserves on earth, estimated at 491 billion barrels and 35% of the world's petroleum, and as a result has a massive sway in the global oil market. Dr. Al-Noami ensured that the Kingdom's primary goal was to keep oil markets stable, regardless of political instability across the region or world, and the government's official stance to work with other major oil producers across the globe to reach this goal. He expressed interest in a more formal sit-down of Energy ministers and oil barons from around the world to be held in December, and stated that the Ministry was looking into the prospect.

Prince Dmitri: "Automation will displace many jobs over the next ten to 15 years, but many others will be created and even more will change. Jobs of the future will use different skills and may have higher educational requirements. It is not a particularly new problem in fact. For centuries certain jobs and entire industries have come and gone, and people adapt. Sometimes it is true that there can be short term problems, which is why it is important that the education system prepares the young people for the future world. What is assured though is that any idea that robots are going to take over the market is absurd. Opportunities for people will simply open up in other sectors such as healthcare, construction, decreasing the amount of unpaid labour in areas such as childcare. Of course the need to develop infrastructure for new technology requires people to implement them."

"Bigger nations need to give local communities the authority to manage the local economies. It is my belief that only indirect taxes should be administered by the state, with the local communities deciding on direct taxation. Compared to direct taxation, it is much easier to raise indirect taxes, much can be automated and the state needs only a small few civil servants for this task."

Breaking News

Federal prosecutors in New London have announced the opening of a new investigation into President Henry Baker, detailing his potential involvement in the death of his vice-president, Mr. Clifton Butler.

David Sharma, Chief Prosecutor, alleges that Baker orchestrated the murder of Butler in order to create a panic so as to push through several bills expanding his own power. The Legislature has issued a summons to the president in order to compel him to testify in front of a panel.

In addition, President Baker happened to nominate his own brother, James Baker, to succeed Mr. Butler. The Baker family now occupies no fewer than 12 key positions in the federal government.

In an official statement from the President, a spokesperson said that “His Excellency is not prepared to waste his time with such trifles, and has the utmost certainty that this matter will resolve itself.”
