The Board of War, in accordance to ISA protocol, has announced the deployment of:
Strike Group Dalian - 24 ships; to Pula, Donau-Bundesreich
Strike Group Sinan - 23 ships; to Luanda, Quyelle
The aforementioned strike groups will be re-designated as Strike Group Danubia, and Strike Group Quyelle.
Strike Group Sinan will make landfall upon the successful completion of a 450 square mile naval base in Quyelle.
In addition, the Qing's first Type 002 Carrier will be commissioned next week, and join the Imperial Navy. The second-generation aircraft carrier design will be the first Chinese carrier to feature an integrated electric propulsion system, and the first fixed-wing carrier to allow for the operation of electromagnetic launch catapults, making it a CATOBAR carrier. Its capabilities have also been suggested to be comparable to that of the Kitty Hawk-class aircraft carrier, with a capacity of 40 carrier aircraft.
"This suggests a significant step forward for us," the Board of War announced. "We can finally perform our obligations to the ISA (International Security Alliance) as a blue water navy, to safeguard our national interests and regional stability."
The 5 destroyer hulls that were laid down in Ulsan, Busan, Dalian, and Yeongam 189 days ago will be formally completed in less than 2 years time.
With this recent announcement of an upped ISA presence in both East Prussia's adversary of the Donau-Bundesreich, as well as the neighbor of East Prussia's ally Furstia in Quyelle, The Social Republic's military branches have once again sought approval to further prepare the aerial and land defenses of East Prussia's southern regions. As ISA footholds develop, Prussia once again sees itself silently at odds with a foreign nation.
Board of Rites
The Great Qing Dynasty wishes to explicitly inform the Prussian nation that the ISA, and by extension, the Qing, have no quarrel with East Prussia. We will not look lightly towards any threats or aggressive action made against our deployed assets or our allies, however, and urge that the East Prussian nation refrain from engaging in global diplomacy with such a polarized attitude.
It is possible for two factions and blocs to co-exist in peace.
Lower House adopts Green Strategy

The Lower House of Parliament approved a Motion called by the Government to adopt the Green Strategy policy. The policy has been highly controversial as it rations certain foods and mandates that the livestock be severely shrunken in the near future. It will also definitely have a large impact on building projects that local authorities may already have planned.
The Green Strategy received the support of coalition parties Social Republican Front and Vox Populi as well as opposition partiy The Greens, and some members of Revolution!. The remaining parties opposed the Motion.

President Madaki has returned from Puerto Deseado, Furstia. The meeting that he had with Furstian President Ilario was, by his own account, a "successful first meeting that can lead to stronger relations between the two nations". West Africa and Furstia haven't had very close relations in the past, unlike West Africa and Infiny, but President Madaki wishes to change that in coming years.
More international news regarding West Africa, President Madaki and key figures in the West African Congress are going to put forward a vote to the entire congress in the coming days. The vote will be on whether West Africa should leave the International Security Alliance. The details as to why the vote is being put forward hasn't been released, but many people are indifferent or supporting of the vote being put forward.
In news of Republic City, Phase 1, which we now know as the Akoko Region of Republic City, is slightly ahead of schedule. The total time expected for Akoko to be finished was three years, but now estimates say a possibility of two years if everything keeps the rate they have currently. People have started to move into Republic City, as well. The estimated number of West Africans that currently reside in Akoko, Republic City are about 4,500. This number is expected to grow much larger as construction is completed on the region of the city. the Karun Region of Republic City, the second phase, will start after the completion of Akoko.

At the last Cabinet meeting, it was agreed to postpone the upcoming General Election, in order to ensure that the Inclusive Society Act and the Green Strategy police come into full force and effect when we leave office.
Yesterday, I met King Henry and he refused to do this in person. However, I was able to convince him that we would write a proclamation in his name. A draft proclamation has been made indeed, however, the date for the general election has been changed so that the election will be held three months later than it previously would have been.
King Henry also agreed to make a tour to the continental parts of our nation. However, as soon as he goes aboard HMS Monmouth, he will sail to Jeju Island, where he will spend the remaining time of this parliamentary session.
I hope I need not remind you all that we - unlike King Henry - have a democratic mandate from the people of this country to deliver on our election manifesto. We got in power because of what we wanted to achieve, and we will not be interrupted from doing our duty to the people of this land by a man who's only achievement was being born and keeping himself alive.
If you do not approve of any of these actions, please let me know and you will be dismissed from your office. If I hear nothing within twenty-four hours, I presume that you have no objections and are willing to carry out my orders accordingly. The time of hereditary power is finally over for this nation. RTEN News: Breaking News!
In the West African Congress, after many hours of debate, both houses have came to a decision on whether West Africa should or should not leave the International Security Alliance. In the Senate, with a 78% majority, the decision was that West Africa SHOULD leave the International Security Alliance. In the House of Representatives, with a 62% majority, the decision was that West Africa SHOULD NOT leave the International Security Alliance.
Since the movement wasn't passed in both houses, the movement went up to President Madaki to decide. We haven't known his decision until just earlier in his speech. We have an excerpt here.
"Due to nothing occurring to warrant the help of the International Security Alliance, a sense of forceful condemnation without significant evidence, and virtually no stimuli to any area of West Africa, a movement was put forward to leave the said alliance. In the Senate, it passed with a seventy-eight percent majority, twenty percent minority, with two percent abstaining. In the House [of Representatives] however, the movement did not pass. The majority of sixty-two voted 'nay', twenty percent voted 'aye', while a total of eighteen percent abstained from the vote. The percentage of those who have abstained in the House [of Representatives] meant that the bill would be passed on to me. With the recent visit to Furstia, constant review of evidence here in West Africa, and what is known about the International Security Alliance, I have motioned the movement into passing. This meaning that West Africa will leave the International Security Alliance."
Critics of Madaki feel that this decision was made out of possible corruption. They now believe and are pushing the fact that the Furstian government helped Madaki win the election. Governmental officials and Madaki, himself, say that that claim is "one hundred percent false" and that "it wouldn't make sense for Madaki to ask for foreign interference in the election". On the other hand, supporters of Madaki have praised him for helping move West Africa forward.
Board of Revenue
The Board of Revenue has decreed that the hourly minimum wage of the various provinces within the Qing will receive some change.
Currently, as different parts of the Qing have very different standards of living, there is no universal minimum wage for the entire nation. The new hourly minimum wages will receive some level of modification, as standards of living have generally increased.

Department of Defense Internal Notice
Effective immediately, Andersen Air Base, Naval Base Guam and other such military installations currently closed in the State of Marianas are to be re-opened and re-furbished with up to date hardware. This includes returning ICBMs to the armored launch silos, returning of air force assets, return of Army assets and the return of navy asset such as SAM, rail-gun batteries, Missiles defense systems and so forth. This should take no longer than two years to complete as most of the infrastructure has been maintained such closure of assets and only need light work in regards to wiring and power systems. This will mark a long term and permanent return of Union military might in the Far East and forces are being dispatched from Midway to secure the nearby Kure Atoll for future use by the Union Navy. As the current buildings are up to date, this will not take long to make a change in the command structure of the atoll.

King sends a diplomatic cable to President Dawes
His Majesty King Sultan bin Ahmed Al Subaai, King of the United Emirates of Diadochi, has sent a diplomatic cable to President Rachel Dawes of the United States of America. In his cable, he expressed his pleasure at the ongoing relationship between their two states, and his wish to see diplomatic ties between the two countries increase even further. He expressed his wish to upgrade trade status from Normal to Encouraged, and his wish to expand diplomatic relations from Friendly to Very Friendly. He also invited the President to visit Jeddah herself at her convenience.
Relations between the United States and the Kingdom began in 1945 at a meeting on the Suez between President Franklin Delano Roosevelt and King Sultan's grandfather, Emir Rashid bin Khalifa Al Subaai. Since then they've expanded, and the USA was one of the few nations that had access to the Kingdom's seemingly unlimited untapped oil reserves for over twenty years, until the nationalization of oil in 1967. Since the beginning of the 21st Century, US-Emirati bilateral ties have refocused from an almost exclusive petroleum viewpoint, to economic trade, mutual defense cooperation, and counter-terrorism efforts, as the Kingdom has rapidly modernized and built up its military capabilities.
Royal decree appoints new ambassadors
In a decree issued yesterday afternoon, King Sultan appointed Fahad Mohammed Al-Tafaq as the new ambassador to the Democratic Republic of West Afrika, and Ali Al-Dhaheri as the ambassador to the North China. These changes come only days after diplomatic relations with East Prussia were re-established by Foreign Minister Thani bin Ahmed Al Subaai.
Oil ministers' December meeting in preparation
In a brief exchange with reporters in Dammam today, Deputy Energy Minister Ibrahim Al-Fahad announced that the rumoured "Oil minister meeting", first sparked by Energy Minister Suhail Al-Noami in an interview two months ago, was in active development. He did not offer any details other than the fact that it was confirmed to be taking place in December, and that Dr. Al-Noami would be the host. Al-Fahad went on to explain that planning for the meeting had fallen to him, and his commission was looking at suitable locations to host the event, with Jeddah, Abu Dhabi, and Dubai as the most likely locations. He did not specify the invitees, but hinted that major oil producing nations (producers of over 1,000,000 barrels a day) would be the primary invitees.

RBC News:King Medvedev tests XF/A-98A-Husky
With the completion of the first Husky Prototype, King Medvedev, (who served in the Russoslav Air Force as Pilot) insisted testing it. "The Mad Barron" climb into the Pilot seat and took off from St.Andrewsburg Air Force Base and flew for a couple of hours before returning. He commented that "It was a smooth easy to flying airplane, perfect to replace the aging flight of aircraft in storage." Upon landing. The estimated cost of these aircraft is 50 Million USD a unit, the Air Force will continue trails for the next 6 months or so.
Board of Works - Major Resettlement Programmes in Beihaidao, Ryukyu and Nanqian
As per an audit by the Board of Personnel, it is estimated that there are almost 5,000,000 veterans who have served in the Qing military, who are still alive. Hence, the Board of Works, in conjunction with the Board of War and Board of Personnel, has officially announced the implementation of a new "Soldier Settlement" plan to complement the pre-existing resettlement plans for the Nanqian Islands (Kurile Islands). This soldier settlement plan will also encompass the Ryukyu Islands, and Beihaidao (Hokkaido).
The "Soldier Settlement" plan is the settlement of land throughout parts of the aforementioned territories, by leasing large packets of land to veteran and discharged soldiers under conditions. In order to buy or lease land, said veterans were required to remain in residence on that land for a minimum of 5 years, which would guarantee a population expansion and increased infrastructure in the area. Additionally, veterans and their families have the opportunity to start a new life by engaging in a number of rural activities, such as wool processing, animal husbandry, and farming.
Under the "Soldier Settlement", veterans can also uproot their families, and would receive an annual subsidy package for any property maintenance costs. Additionally, there are no fixed rules or limitations on the land usage policy within their packages of land, giving them free reign over their land usage.
In addition to the "Soldier Settlement" plan, there have also been plans to repopulate Beihaidao, following Qing occupation since 1945. The "Beihaidao Decade" plan aims to bring 767,000 new residents to the island over a period of ten years, with the Board of Works having compiled a database (currently containing some 28,900 names) of current Qing citizens interested in relocating to the island. The plan envisions the creation of 25 new suburban communities across various population centres in Beihaidao, such as:

OOC: The Kurile Islands are more populated in this timeline. In IRL, the reason that many of these islands were uninhabited was because the USSR booted them to Hokkaido in 1945. However, now that it was under Qing occupation, no such forced resettlement occurred - hence, the local indigenous population (the Ainu) still live there relatively 'happy' to their standards.
Ainu Peoples Bill passed
The Board of Rites and Board of Personnel has formally passed the "Ainu Peoples Bill", which targets the 200,000 persons with Ainu identification or ancestry residing within the Qing.
This will allow for the teaching of Ainu oral literature and the Ainu language as an elective course for Qing educational institutions, as well as compulsory for Ainu schoolchildren, in an attempt to revitalize their culture. It is thought that 3 Ainu-speaking schools will be opened in the Kurile and Sakhalin Islands, to cater to the bill's new regulations.
Additionally, it was stated that "the indigenous cultural practices and religion of the Ainu peoples will be respected by the government" under the bill. It was recently cited as a massive win by Ainu activists, which call this "a monumental step towards parity in social recognition...following our forced assimilation under the previous Japanese regime".
Ainu communities will also be free to engage in exchange and cultural cooperation programmes with other groups, while bypassing official government approval. Additionally, the Board of Rites has announced that it will inject a sum of $12 million USD towards the construction of infrastructural services on the Kurile Islands, which include high-speed telecoms, improved roads, bridges and harbour facilities, in an attempt to raise the standards of living for Ainu households.
Penal Colony Plan in Donau-Bundesreich
The Board of Rites and Board of Punishments will also announce the beginning of a Penal Colony Plan within the borders of Donau-Bundesreich.
5,000 prisoners of Japanese descent, originating from Qing-occupied Beihaidao, Ryukyu and Nanqian, will be resettled to Danubia. A formal prisoner transfer will occur in the Carpathians, where the prisoners will be pressed into penal labour for the Qing's ISA ally.
The 5,000 prisoners will serve their sentences in the Danubian Carpathians, and upon their completion, they can be given the decision to move back to the Qing, or stay in Danubia. Their families will also be consulted and allowed to immigrate alongside the convict if they so wish.
Beihaidao, Nanqian Islands and Liuqiu Islands Formally Announced as Provinces
The Beihaidao (Hokkaido), Nanqian Islands (Kurile) and Liuqiu Islands (Ryukyu) have been formally declared as Provinces of the Qing Empire following Imperial decree.
Provinces have been a mainstay in Chinese governmental administration since the Qin Dynasty, dividing up the vast imperial kingdoms. Under the Qing, provinces were only used to divide up land in China proper, with the rest of the empire administered as "Feudatory Regions", ruled by military generals assigned by the Lifan Yuan. Currently, the three island groups have been administered as Feudatory Regions, collectively led by the Supreme Commander for the Allied Powers (SCAP) since 1945. However, after 1952 when control was handed over to the civilian government of Japan, the SCAP relocated to Sapporo, where control continued to be exerted on the Chinese concessions, which were to be occupied in perpetuity.
Upon receiving province status, persons residing in the three island groups will be entitled to Qing citizenship, which would make them all eligible to vote in elections, attend government educational institutes, tax rebates, the right to attend imperial examinations, and their rights enshrined under the Qing Constitution. Elections in the Qing are based on a hierarchical electoral system, whereby local governments are directly elected, and higher levels of government elected directly by the voter base of the level below.
Governors, mayors, and heads of counties, districts, townships and towns are directly elected by the people, but other servants are elected via meritocratic processes within the Imperial Examinations. Elected leaders remain subordinate to their corresponding Board ministers, but are otherwise given large amounts of authority to exercise local-level power.
The new citizens can also freely stand in elections as candidates, and participate in political parties.
The acceptance of the Three Eastern Feudatories as Provinces marks a milestone in Sinicization, whereby Chinese culture, language, societal norms, and ethnic identity begin to influence areas such as diet, writing, industry, education, language, law, lifestyle, politics, philosophy, religion, science and technology, culture, and value systems.
As of 1952, over 13,000 roads and streets across the Feudatories were renamed with geographical names from the mainland, Kanji was reinstated as the official written script in the region, Manchu and Mandarin were made compulsory in schools, and students were taught to revere the ideals of Taoism, Confucianism and Legalism. In 1955, Shinto was snubbed in favour of Chinese folk religion, in an attempt to combat the Japanese influences, and to help unite the recent immigrants from mainland China.
An independent study found that almost 73.2% of residents of the former Eastern Feudatories, aged 18 to 50, identified as Qing Chinese, while the number was substantially lower (at 59.6%) for residents older than that.
"The sinicization of the Japanese peoples residing within Qing China is an excellent milestone towards achieving ethnic homogeneity", a newspaper once wrote. "Even though we may be of different ethnicities, we are all Chinese, and we should be proud of that."
Activists within assimilationist groups have since been advocating for the integration of the Japanese into Chinese society.
Since 2005, the GDP of Beihaidao and the Liuqiu Islands has increased from $207.8 billion USD to $300 billion USD, following intensive drives to invest in the country since 2012. It was said that the HDI of Beihaidao had also risen from 0.885 in 2010 to 0.912 in 2019, 0.003 points higher than in Mainland Japan.
The construction of over 50,000 km of railways, roads, and bridges, as well as progressive trade union laws, the redistribution of over 24,000 kilometers squared of land to farmers and rural communities, and the construction of over 9,000 government structures for recreation, healthcare and green space has prompted many to reconsider their previous allegiances.
"The Qing has done so much for us - much better than dragging us to war," a former IJN serviceman once stated in a press interview.
"It is the beginning of a new destiny for us," a member of a Liuqian village council once said. "How could we refuse?"
Board of War
The Board of War, in an attempt to bolster national defence initiative and to improve civilian readiness for war, has begun a nationwide pamphlet circulation programme, dubbed the "War Readiness Protocols". Such pamphlets are sent to all households, and also circulated online or in government/public facilities.
The publications all contain information about how to act in a situation of national crisis and most notably, nuclear war, condensed into pamphlets and guidebooks with a cumulative total of 100 pages.

The Board of War, following a vote within the ISA, has announced that the 5.8x42mm DBP series of rounds will be reclassified as the 5.8x42mm ISA, as it could potentially be improved and utilized as a standardized cartridge for the alliance.
The schematics will be made available to all ISA nations to use at their own perusal. Currently, the 5.8x42mm's advantages over the 5.56x45mm NATO (flatter trajectory, higher penetration, high extraction reliability, superior performance beyond 400m, 100% penetration rate of 10mm steel plate at 300m) make it a worthy contender as a standardized cartridge.
The DBP95 and DBP10 variants of the cartridge utilise non-corrosive primers, a copper-coated steel case with a copper alloy bullet jacket, and a hardened steel core for better penetration of armour, alongside a clean-burning propellant to reduce residue. This is able to solve previous problems with the older DBP87 cartridges, which utilized a cheap but corrosive primer.
The 5.8x42mm's inability to fragment and cause serious wounds was an issue; however, with adoption and refinement into the ISA, it is believed that an entire consortium of ISA scientists and engineers will be able to refine the 5.8mm into a more destructive cartridge.
The legislation, which passed with 4 approvals, noted that Norinco will be partnering up with Glock and Steyr of Donau-Bundesreich to redevelop the 5.8mm ISA cartridge. Some improvements will include cannelures, non-corrosive primers, and a new open-tip design to inflict damage on soft tissue.
