Chinese investments announced in Tirpit

Yang Ming Logistic has signed a 35-year construction, management and transfer agreement to develop the Colombo International Container Terminal (CICT), at the port of Colombo.

When committing fraud is more lucrative than working

It is a well-known form of fraud that is widely believed to be committed en masse by some parts of the population: benefit fraud. From several cases, the Westminster Times is able to conclude that it can – in some instances – also be more ‘beneficial’ than working honestly. In this article, we will set out two examples of how criminal behaviour can pay off initially.

The first case concerns Farah Alibhai, who has already been dubbed “London’s most dangerous woman” and is widely known as “a notorious conwoman”. The daughter of a multi-millionaire, she moved from another African country to the United Kingdom of Orange-Bourgogne in 1970 together with her two children. In the first two years of her stay here, her landlord had already obtained an evicion order against her for not paying her rent (to the amount of Fl. 20.000). Miss Alibhai then forged the signature of the judge assigned to the case and amended the order so that she could get her belogings back. During these trials, it was also proven that she has a personality disorder as well as addictions to alcohol and drugs.

One would think that after all this, miss Alibhai would cease her criminal activities, but nothing could be futhter from the truth. Weeks after she was released from prison, she began committing further frauds. Amongst other crimes, she pleaded guilty to dishonestly making false representations to her local council, which included benefits fraud of Fl. 23.000; she additionally pleaded guilty to two counts of dishonestly making false representations to landlords, which included defrauding one landlord of almost Fl. 8.000. One local civil servant said “The level of dishonesty at every conceivable juncture is so persistent it is the type of cases I have never come across before”. Until this day, the police have no idea about her whereabouts, though they have an arrest warrant for her as soon as she surfaces.

The second example is about the case of Ruth Brown, who is believed to be one of Orange-Bourgogne’s biggest ever benefit fraudsters. She cheated the taxpayer out of an estimated Fl. 4 million using more than fifty false identities. Her family included multiple benefit fraudsters, who over a period of 20 years cheated the taxpayer out of millions of Florines. Investigators from the Department of Public Welfare, in partnership with other Government agencies and a number of local authorities, discovered that since the mid 1990s Brown used four separate identities to claim a number of benefits. She also took part in human trafficking using the children’s identities to top up her benefit claims and pocketing the proceeds. Brown was found guilty last week, and will hear her sentence later this month.

So long as a fraudulent person is not caught, he can take advantage of the bureaucratic system. The system works rather slowly and it may take up to a decade to find out whether a person has a legitimate right to claim certain benefits. The Government responded by saying that they have initiated new technologies and campaigns to counter benefit fraud, and hope that these policies will pay off in the near future. Furthermore, they claim to be outraged by the fact that people take from their fellow citizens what is not theirs. Jan van Egmond MP (OBU) said when confronted with these stories: “It is absolutely disgusting what these thugs do. They belong in prison, and we expect the Government to do whatever they can to launch legal proceedings against those who misuse the system that protects the most vulnerable in our society”. He was backed by fellow Members of Parliament Carl Owen (RPA) and Chelsea Clinton (VOX).

Hubble Just Shut Down and Is Fighting for Its Survival

All good things must come to an end.

And, while it's not quite finished, the Hubble Space Telescope has experienced serious computer issues, forcing all astronomical activities to shut down, according to a NASA announcement shared in a blog post. The orbital observatory has remained in idle mode since Sunday, when a computer from the 1980s that controls all science instruments automatically shut down, potentially due to a faulty memory board.

This is the latest in an increasingly frequent series of minor and major failures on the aging telescope, which has vastly expanded our grasp of the universe since it was launched in 1990.

Flight controllers flew into action on Sunday at NASA's Goddard Space Flight Center in Maryland, in a collective attempt to restart the computer, but when they tried on Monday, Hubble shut down again. As of writing, the team is trying to switch the telescope's computer to a backup memory board. If these efforts prove successful, the orbital observatory will undergo tests for a full day before NASA attempts to restart its science instruments, and observations of the universe can continue.

However, as of writing, all cameras and instruments on Hubble are locked in safe mode. Since its 1990 launch, the telescope has earned global renown with gems of astronomy like the Hubble Deep Field, which showed that an area of the sky indiscernably dark to the human eye was actually filled with countless galaxies from the ancient universe. But this latest failure is another testament to Hubble's aging position in the canon of great astronomical observatories, despite numerous repairs and software updates from spacewalking astronauts sent up on space shuttles.

The computer experiencing issues was installed amid a fifth and final service call, back in 2009. While many of us might wish for additional service calls, there's another world-historical telescope on the horizon. The James Webb Space Telescope is slated to launch later this year. But, in addition to falling years and years behind schedule, the successor to Hubble will operate from 1 million miles (1.5 million km) — a location far too distant for astronauts to make regular tune-ups until the near future when humans can safely travel such long distances. While scientists would like Hubble's service to overlap with the first weeks to years of the forthcoming James Webb Space Telescope, the 1990s-era rock-star observatory might be too far past its prime to survive the journey. But rest assured, it and the entire NASA team of flight controllers will continue to work to bring this dream to reality.

AtomChina (AEC) announced last week that the green light had been given to build a small prototype modular reactor (SMR) on the southern island of Hainan.

The Ministry of Economy has formally approved work on the ACP100, or Linglong One reactor, at the Changjiang Nuclear Power Plant in the northwest of the island.

The Chinese reactor is of the pressurized water type. It will use low-enriched uranium as a fuel and generate approximately 125 MW of electricity or 385 MW of thermal energy.

The demonstration reactor will be built by AEC Hainan Nuclear Power Company, a wholly owned subsidiary of AtomChina SOE that oversees all of China's civilian and military nuclear activities.

Work on the reactor began in 2010. In 2016, it became the first SMR to pass an independent safety assessment by the International Atomic Energy Agency.

AEC did not say when construction of the ACP100 was expected to begin, although in 2019 it was reported that it would enter service in 2025.

The ACP100 is based on the existing 1.1GW ACP1000, a third generation ballast based on the well established M310 designed by Labyrnna.

A two-unit demonstration plant was originally planned in Putian County in the southern Fujian province. However, in early 2017, the site for the first ACP100 units was changed to Changjiang and a larger reactor was destined for Putian.

It will be located on the northwest side of the Changjiang site, where two CP One pressurized water reactors are also planned from the state-owned China Power Corporation, the other state-owned energy company.

China: Wudongde mega hydroelectric plant started up

KUNMING, JUN 17 - All 12 units of the Chinese hydroelectric station of Wudongde, the seventh largest in the world, went into operation, local authorities said.
With a total installed capacity of 10.2 million kilowatts, the Wudongde Hydroelectric Station is a key project in China's west-to-east power transmission program and is located along the Jinsha River, near the provincial border between Yunnan and Sichuan.

Construction work got underway at the end of 2015 while the plant started generating electricity at the end of June last year.
As of Tuesday, the station produced 24.5 billion kWh of electricity, equal to the energy generated by about 7.68 million tons of standard coal, Wang Jintao, head of the Wudongde power plant at the China Three Gorges Corporation.
Yang Zongli, director of the construction department with China Three Gorges Corporation explained that the project will contribute to China's goal of reaching peak carbon dioxide emissions by 2030 as well as carbon neutrality by 2060.
Yang also noted that the promotion of high-quality development of the Yangtze River Economic Belt as well as coordination to that effect at the regional level is planned.
At full capacity, the hydroelectric power plant is capable of generating approximately 38.9 billion kWh of energy per year.

Drug traffickers clash with federal police in Acre

In the early hours of the morning, federal police in the state of Acre conducted a sting operation at a series of seemingly abandoned buildings outside the town of Plácido de Castro. The operation resulted in four casualties, all of whom were identified as belonging to an organization that produces, distributes, and exports illicit drugs.

The sting led to the seizure of over 200 kilograms of drugs and 50 illegal firearms, as well as the arrest of 13 other individuals associated with said organization. Whereas a spokesperson for the federal police stated there is still much to learn of the organization, such as its motives and leadership, an interrogation after the sting produced information linking the activities in Acre to Salvador, Bahia. Details have yet to be released, but the federal police have insinuated this operation is far more expansive than originally believed.

As a result of the raid on the camp outside Plácido de Castro, communications between the outpost and Salvador have consistently referred to a pseudonym, a Víbora, which is theorized to be the leader of the operation. Little is known of a Víbora, but federal police are offering rewards for persons able to provide substantive information leading to a Víbora's arrest.

Representative Alosryn Samatar (FR-AR) has introduced a bill preventing the classification of pseudoscience under medicin, and prevent its application in the Infinian Free Healthcare system. The Bill was introduced after an extensive lobby from the Infinian Medical League decrying the lack of distinction between medicinal practice and pseudoscientific practices, most notably homeopathy. The bill is controversial, as many traditional communities rely on treatments that the bill describes as pseudoscientific, which would cause them to lose access to free healthcare unless they adopt medicin that has been recognized as scientific by the Infinian Health Authority. Despite its controversy, the bill is currently on its way to a majority, as the USP has already expressed its support for the bill, giving it a majority in both the Council of Representative and the High Council.

A spokesperson of the Infinian Medical League, Dr. Yonas Ghebreyesus, has expressed his happiness towards the bill's support.

"The line between real science and pseudoscience has been blurred for way too long. If we are to have a functioning health care system, in which every Infinian has the treatments they deserve, it is necessary that we give them actual care, rather than relying on tricks and make-belief to create a healthy population. Fake medicin doesn't cure. If individuals wish to treat themselves through homeopathy - that is their decision, we live in a free nation. FEUSSR, Duma to open credit lines for The mashriq khilafat's NEOM project

MEDINA — As part of its Belt and Road Initiative, the FEUSSR and Duma have pledged to open credit lines for NEOM, a planned cross-border city in the Tabuk Province in The mashriq khilafat.

NEOM will incorporate smart city technologies and also function as a tourist destination, with its first section supposedly to be completed by 2025. Plans show that the city should be totally powered by renewable energy sources, and consist of a 170 kilometre-long linear city named The Line, which promises "zero cars, zero streets and zero carbon emissions". With an estimated cost of $500 billion USD, the development of NEOM's economic zone will be performed by a closed joint-stock company named 'Neom'.

In total, both lenders will contribute around $5 billion USD annually to the project for 5 years, valuing its initial investment at $25 billion USD. Lenders from the FEUSSR include the Chexim Bank, the Far Eastern Development Bank, the Agricultural Bank, and the Industrial and Commercial Bank of the Far East. Lenders from Duma will be disclosed at another date. These lenders will form a special consortium to provide the $25 billion USD investment, although the FEUSSR has not ruled out the possibility of potentially investing more into the $500 billion dollar project to ensure its viability.

Indonesia Responds to Spratley Islands Claim

Earlier today the Supreme Chancellor of the Republic delivered a speech regarding social programmes and infrastructure projects planned around major cities of the nation which was summarily followed up with an onslaught of questions from countless media personnel. One particular question kept ringing throughout the crowd, "How will Indonesia respond to the controversial claims made by the Republic of China (Duma) regarding the Spratly Islands?" Taking a moment to sigh and rub her temples through her hijab, the Supreme Chancellor began to speak, slowly at first, her words becoming fiercer as her speech became more passionate, her movements vigorous and full of life.

"It is with a heavy heart that we here in the Indonesian capital have debated arduously about the claims made by our ally, the Republic of China. We will protect our claims in the Spratly Islands as we have protected our islands before when illegal Chinese vessels were apprehended in the North Natuna Sea, Indonesian waters. They were boarded, deported, and their vessels blown up and sunk to the bottom of the sea to create artificial reefs and ensure the security of the region by forcibly dispersing perpetrators. We will take appropriate action against all vessels illegally encroaching upon Indonesian waters, regardless of whom the vessels belong to. Indonesia will not stand down and allow foreign nations to trod upon its territorial integrity or to threaten its sovereignty! Bhinneka Tunggal Ika!"

The Chancellor shouted these last two sentences amidst the crowd cheering and shouting in approval as she stood tall with her arms outstretched towards the crowd, breathing heavily from the adrenaline rush. Camera flashes went off as the media took pictures and videos to document this moment; mere minutes later this address to the public was going viral throughout the nation and trending hashtags were #PersatuanIndonesia, #TendangCinaKeluar, #Pancasila, #KepulauanSpratly.

Protests rock Egypt's biggest cities as plans to cut food subsidies surfaces

June, Cairo - In scenes reminiscent of the 1977 bread riots, a large amount of Egyptians took to the street the past 3 days to protest a proposed plan to cut food subsidies. The plan itself wasn't officially announced, however an anonymous whistleblower who claims to work for the General Intelligence Directorate leaked the documents to social media. In the documents, it was revealed that food subsidies would only cover half the products it already covers, and that it would be cut for over 40 million Egyptians who "don't meet the requirements". Almost immediately, Egyptians took to the streets the next day in Cairo, Port Said, and Alexandria.

The protests are believed to be the result of several frustrations that have culminated over the years. Major reasons include frustration over military rule that started in 1952, increased authoritarianism and lack of freedom of speech, constant violation of basic human rights, and worsening economic situation for the lower class. Chants calling for end of military rule rocked the Egyptian capital with "!يسكت يسكت حكم العسكر"(End to military rule!) being clearly heard by observers.

Major groups involved in the protests have had two main demands so far, which are:

1) The immediate stepping down of the military in all political roles
2) The calling of a snap election to be held within the next month

Official statements have called the leaked documents "Nonsense" and a "Total fabrication", however this doesn't seem to have affected the protests in the slightest. It remains to be seen if the military will head the protesters demands and step down, however most experts are doubtful of the Egyptian military relinquishing their hold after almost 7 decades.

China and Far Eastern Union of Soviet Republics have announced a joint project for a state-of-the-art UAV, the Feilong 2.
The project was officially presented by the Singuard Corporation, and in addition to the Chongqing company, NCIST, AIDC participate for the ROC, while institute 601 and Chosun Aerospace Industries participate on behalf of the FEUSSR.
The project will be a Stealth drone with large load capacity and autonomy, as indicated in the presentation, and will take approximately 1.5 years to be designed, while the first prototype should be ready within 2.5 years.
The detailed specifications of the project have not yet been revealed.

Military steps down following a week of constant protesting

June, Cairo - Following a week of constant protest in Egypt's biggest cities over issues of food subsidy cuts, poverty, lack of freedom, and human right violations, the current President Ahmed Shawqi announced in a televised speech that all military figures that occupy a political position of power will step down within two weeks, in which presidential elections will then be held and Parliamentary elections to be held on a later day.

"In accordance to the values set upon us in the revolution of 1952, the will of the Egyptian people are our main priority first and foremost and as such we have decided to listen to the Egyptian people and immediately step down from the political life of the Egyptian state. For nearly 7 decades the Egyptian military has ensured the security, prosperity, and development of Egypt. However it seems that this is time for us to move on for the betterment of our country. Make no mistake the Egyptian military will still remain the protector of Egypt and will guard it against every foreign threat that seeks to undermine our great nation. As we bring this chapter to an end, we would like to state that unlike in 2011 this time we will fully withdraw from any political activity. We also want to reassure our international partners that we will honor any and all commitments we have and that this event will not affect our commitments." President Shawqi said in the televised announcement.

Most Egyptians have met this news with surprise and suspicion, as most haven't expected for the military to relinquish their hold so easily. Despite this celebrations filled the streets of Cairo as citizens celebrated the end of 68 years of military rule.

Founding Bill Formalized and Establishing Elections Complete

The Founding Bill has been formalized which allowed for inaugural, establishing elections to take place across Indochina. The Founding Bill has set out the legislature to feature two houses. The upper house will be deemed the Senate of Indochina and will feature two senators that will be chosen by the provincial governments. The lower house will be deemed the Indochinese Parliament. Ministers, also referred to as representatives, will represent fifty thousand citizens each which will make the total number of ministers in the Indochinese Parliament 3,795. The entire legislature will consist of 4,157 legislators.

With the Founding Bill in place, the legislature will convene in a week to begin work on the Constitution of the Democratic-Republic of Indochina. The current party in power after the establishing elections is the New Democratic Party. These parties reside in the House of Representatives of Indochina. Senators in Indochina cannot join political parties and have to remain independent while in office. The New Democratic Party was founded under Anna Chao, who becomes the first Prime Minister of the Democratic-Republic of Indochina. More information will be released once the Legislature of Indochina convenes in one week.

The PDF has formally inaugurated the Asian union-'s Rapid Reaction Force (RRF) system today, in a ceremony that will officialise the alliance's first attempt at ensuring collective security through rapid deployment and reaction to an evolving world.

The Rapid Reaction Force (RRF) system includes various military units, which all report to the Asian Command (AC), the AU joint military command of responsible for AU military operations worldwide. The RRFs are a set of high readiness forces comprising land, air, sea and special forces units, all of which are capable of being deployed quickly wherever needed. The RRFs can be deployed for a wide range of missions, including disaster management, humanitarian assistance, counter-terrorism, and military operations. RRFs are required to be capable of deploying its first elements within two days and the entire force within two months to respond to any ongoing situations.

The current unit roster includes four divisions, named Division A1, Division A2, Division P, and Division M. Each one is responsible for defending East and South Asia, Africa, the Pacific, and the Middle East respectively. Each Division will be capable of commanding up to 60,000 soldiers, putting the joint number of forces under AC command at 240,000 troops. These Divisions are respectively commanded by the Supreme Allied Commander of Asia (SACA) Chae Kum-sok, Supreme Allied Commander of the Pacific (SACP) Indah Aditya, and the Supreme Allied Commander of the Middle East (SACME) Jafar Khalili. Division A2 is led by local commanders as part of a joint agreement with the AU's African partners.
