*Preparations and nomination of candidatures for Bihar State Legislative Assembly have begun. The ruling National Democratic Alliance, consisting of national ruling party BJP and state ruling party JD(U) (Janata Dal (United)), lead by the Chief Minister Nitish Kumar of JD(U) is set to fight against the opposing United Progressive Alliance, consisting of national largest opposition party INC (Indian National Congress) and state largest opposition party RJD (Rashtriya Janata Dal), led by the prominent youth leader Tejasvi Prasad Yadav. The Left Front and the Islamist party AIMIM (All India Majlis i Ittehad Muslimeen) have also expressed intentions to contest in many seats and are expected to make significant dents into the vote shares of the two largest alliances. This state election is considered extremely crucial and important for the national politics of India, since Bihar is one of the most populous states of India and accordingly has in the Union Lok Sabha (lower house of Parliament) a very high number of seats. The Bihar election results are also expected to have an important effect on the upcoming West Bengal Legislative Assembly elections, which are to be equally crucial for national politics, or probably even more.*

I think he's not trying to make them negotiate with each other, I think he's trying to see if he can like have a conversation with each party since I think he's trying to see who he can make his proxy.
So, has he meant to say that private secret messages have been sent to each party separately to meet?
Are they meeting the Supreme Leader of Iran (Ayatollah Ali Khomeini) or the President (Hassan Rouhani)?
