Preamble
We the demons of Hell and lost souls of Underworld, in order to form a more perfect Kingdom, establish demonic order, insure domestic servitude, provide for the common defense, promotion of sin and debauchery, and secure the blessings of Satan, do ordain and establish this Manuscript of the Damned for the Kingdom of Hell. Recognizing that this Manuscript shall serve as the governing document of Underworld, and as an outline for Hell and it's Kingdom.

Article One: Damned Souls
Section 1. Citizenship of the Damned
I. All Hellions who have completed the trials and/or joined Hell by approved means are considered citizens of the Damned.
II. Citizenship within Underworld and various Hell outposts shall consist of all nations that reside within Underworld or an approved Hell outpost that have joined the official forum and taken the oath of citizenship, or are a member of the World Assembly. Exceptions to this criteria may be approved by the King of Hell.

Section 2. Rights of the Damned
I. All citizens of the Damned are equal before the law. Discrimination on grounds of nationality, ethnic or social origin, religion, race, or sexual orientation shall be prohibited.
II. Every citizen and resident has the right to free speech and peaceful assembly within reason as determined by the King of Hell and/or Hell Elders.
III. Every citizen shall have the right to join the forum, participate in the Department of the Seven Sins, and other Kingdom activities.
IV. Every citizen shall have the right to the protection of personal data concerning them.
V. Every citizen shall have the right to preform satanic rituals, ritualistic sacrifice, and demon summonings.
VI. Every citizen shall have the right to run their nation as they see fit, and vote in the World Assembly as they see fit.
VII. Every citizen shall have the right to have his or her affairs handled impartially, fairly and within a reasonable time by the institutions, bodies, offices and agencies of the Kingdom.

Article Two: Hell and the Kingdom
Section 1. The Department of the Seven Sins
I. The Department of the Seven Sins shall serve as the core of the Kingdom's activities.
II. The Department of the Seven Sins shall be overseen by the King of Hell and various department heads.
III. The Department of the Seven Sins shall include the departments of Lust, Gluttony, Greed, Sloth, Wrath, Envy, and Pride.
IV. The Department of Lust shall focus on propaganda.
V. The Department of Gluttony shall focus on foreign affairs.
VI. The Department of Greed shall focus on running Underworld and the Kingdom's outposts.
VII. The Department of Sloth shall focus on cultural activities of the Kingdom.
VIII. The Department of Wrath shall focus on the Kingdom's military.
IX. The Department of Envy shall focus on various NationStates events.
X. The Department of Pride shall focus on running Hell and the Kingdom.

Section 2. Hell Elders
I. The highest authority within Hell and the Kingdom shall be the Hell Elders.
II. Hell Elders shall be made up of the most senior and loyal residents of Hell.
III. To become a Hell Elder, a citizen of the Damned must be voted in by the existing Hell Elders, and typically must have been a resident of Hell while maintaining World Assembly membership most/all the time for three or more years.
IV. By majority vote the Hell Elders have the authority and power to do anything within Hell and the Kingdom.

Section 3. Ruler of Hell
I. The ruler of Hell shall severe as the executive leader of Hell and the Kingdom, deciding the direction and goals of the Kingdom with the support of the Hell Elders.
II. Only a Hell Elder who claims the WA Delegate seat of Hell with support of the Hell Elders shall be considered the rightful ruler of Hell and the Kingdom.
III. Every rightful ruler of Hell may claim a ruling title of their choosing, but may not claim a previously title without that former ruler's permission.
IV. Every former ruler has the right to maintain their ruling title so long as they remain a Hell Elder.

Section 4. The King of Hell
I. The Stalker forged the Kingdom of Hell, and as ruler of Hell, he serves as their King.
II. Only a Hell Elder who is apart of the Khar family may become King or Queen of Hell.
III. The King of Hell serves as the supreme ruler of Underworld.
IV. The King of Hell shall determine the rankings of individuals within the Kingdom based on merit, not including the Hell Elders.
V. The King of Hell may appoint individuals to oversee the various departments within the Department of the Seven Sins.
VI. The King of Hell may veto any law, policy, or action passed by the Senate of the Damned.

Section 5. Minister of Gluttony
I. Minister of Gluttony shall be elected by the Senate of the Damned every four months or as needed. Elections will contain one week of nominations and campaigning, followed by five days of voting, and will be overseen by the King of Hell and/or Overlord of the Underworld.
II. Minister of Gluttony shall negotiate treaties and alliances for the Kingdom.
III. Minister of Gluttony will serve as a regional officer of Underworld with access to embassies and poll powers.
IV. Minister of Gluttony may open embassies in Underworld with other regions as appropriate.
V. Minister of Gluttony may appoint ambassadors to other regions the Kingdom has relationships with.

Article Three: Rulers of Underworld
Section 1. President of Underworld
I. The President will serve as World Assembly Delegate of Underworld, and therefore must be a WA member.
II. The President shall act as executive office and sovereign overseer of Underworld.
III. President elections will occur every 6 months or as needed and be overseen by the King of Hell and/or Overlord of the Underworld.
IV. President elections will contain one week of nominations, one week of campaigning, and one week of voting. All citizens of the Damned have the right to vote to determine the next President.

Section 2. President Powers
I. The President will serve as a regional officer of Underworld and have access to regional powers allotted by the King of Hell.
II. The President may veto any law, policy, or action passed by the Senate of the Damned if it was passed with less than 75% approval.
III. The President may put up a regional password in the event the Founder ceases to exist.
IV. The President may open new embassies as they see fit.
V. The President may suppress spam posts, recruitment posts, and obscene/offensive posts.
VI. The President has the right to eject non-citizen nations for spam posts, recruitment posts, obscene/offensive posts, or those found guilty of a crime.
VII. The President has the right to appoint a Vice President.
VIII. The President has the right to appoint up two additional regional officers to fill any additional roles as needed, to serve as their cabinet.
IX. The President has the right to approve and vote on World Assembly resolutions as they see fit, but is encouraged to adhere to requests made by the King of Hell.

Section 3. Vice President
I. Vice President shall serve as the President's right hand.
II. Vice President is next in line to the Presidency should the need arise, and therefore must be able to become WA member if needed.
III. Vice President will serve as a regional officer of Underworld.

Section 4. Overlord of the Underworld
I. The Overlord shall be appointed by the King of Hell to co-rule Underworld along side the President.
II. The Overlord will serve as a regional officer of Underworld and have access to regional powers allotted by the King of Hell.
III. The Overlord may veto any law, policy, or action passed by the Senate of the Damned if it was passed with less than 75% approval.
IV. The Overlord may open new embassies as they see fit.
V. The Overlord may suppress spam posts, recruitment posts, and obscene/offensive posts.
VI. The Overlord has the right to eject non-citizen nations for spam posts, recruitment posts, obscene/offensive posts, or those found guilty of a crime.

Article Four: Senate of the Damned
Section 1. The Damned Senate
I. The legislative body of Underworld and the Kingdom shall be the Senate of the Damned.
II. Any citizen of the Damned who joins the forum and takes the oath of office may join the Senate.
III. The Senate of the Damned will vote on a Speaker of the Damned to oversee the senate every four months or as needed. Elections will contain one week of nominations and campaigning, followed by five days of voting, and will be overseen by the King of Hell and/or Overlord of the Underworld.

Section 2. Senate of the Damned shall have the power to by a majority vote;
I. Enact laws and policies for Underworld and the Kingdom, which shall retain the highest authority next to the Constitution covering any subject matter not outlined in the constitution. Any law or policy with support of at least two senators shall be put to vote in a timely manner.
II. Create and dissolve alliances and/or associations with other regions.
III. Create and dissolve additional government related organizations or agencies.
IV. Approve the construction and/or revocation of embassies of Underworld.
V. Appoint members of Senate to government positions to fill any additional roles as needed.

Section 3. Speaker of the Damned
I. Speaker of the Damned will be the figurehead of the Senate.
II. Speaker of the Damned will ensure senate votes are held in a timely manner.
III. Speaker of the Damned will serve as a regional officer of Underworld with access to communication and poll powers.

Article Five: Judgement of the Damned
Section 1. Judiciary Structure
I. The Judiciary System of the Kingdom shall be three tiered system largely based on against who and/or where the crime(s) were committed.
II. Tier One shall be for minor crimes and crimes against Underworld. Tier One Judgement shall be overseen by the Overlord of the Underworld, who will act as Judge, Jury, and Executioner.
III. Tier Two shall be for crimes against Hell and the Kingdom. Tier Two Judgement shall be overseen by the King of Hell, who will act as Judge, Jury, and Executioner.
IV. Tier Three shall be for crimes committed by a Hell Elder. Tier Three Judgement shall be overseen by the Hell Elders, who will act as Judge, Jury, and Executioner.

Section 2. Criminal acts within the Kingdom shall include, but not limited to;
I. Making use of multiple nations to gain multiple Citizenships.
II. Voting multiple times in any election or legislation vote.
III. Conspiring to or committing treason against the Kingdom.
IV. Attempting to or entering Hell under false pretenses.
V. Acts of aggression, sabotage, or espionage against the Kingdom.
VI. Falsifying evidence, impersonating someone, or blackmail not approved by a Hell Elder.
VII. Anything that is considered against the rules of NationStates itself.
VIII. Any act that violates the Manuscript of the Damned, Kingdom law, or regional policy.
IX. Anything the King of Hell deems to be a criminal act.

Article Six: Amendments
Section 1. Amendments to this Manuscript may be proposed by the Senate. Proposed amendments shall be reviewed and approved by the King of Hell, and then voted on by the Senate. Once passed by the Senate the Amendment shall take effect.

Section 2. Updates to the Manuscript may be done by the Ruler of Hell as needed.
