That isn't so true, yeah. They weren't close to the people, weren't possibly emphatic too, and Marie's extravagant lifestyle, but the idea that they had parties while people starved is something that has been exaggerated by revolutionary propaganda.

No one is expected to always be fit to rule, he was a terrible ruler because he wasn't ready or didn't have the abilities to be one, but clearly a good person.
