Yes. And it is at random on what issue you get, so if you mistakenly choose a wrong answer you didn't like the outcomes of, then it is a waiting game. It might take days, weeks, or even months to get the right issue, then if you do get it, you can answer one of the options to reverse the error you did before that.

Necessity. A prince who is unable to gather, organise, and manage his followers would quickly find himself outmanoeuvred by his peers. Especially if they are the current Crown Prince.

Oh and any incompetent reigning Emperor might suffer from...a fatal case of stomachache.

For the Prime Minister, it usually comes from their experience in leading one of the various influential factions of Haikuo, as there is an unofficial tradition to elect Prime Ministers from the “upper classes”.

Through the dynasty, Emperor Moskovo VI comes from the Moskovo family which is the first and current ruling dynasty in Moskovalkia. This is determined by the Royal Council, where the Royal Families of the Empire converge to review the heir to the throne. Then their judgement is sent to the High Court where anyone can contest   or highlight issues with the new heir. It does help for the heir to be sociable and engaging to lower and upper echelons of the Royal Council and the Citizenry Forum.
