A perfectly good reason. Indeed, this region is committed to an Afghanistan, or at least a separate Khorasan, free from Taliban oppression.

Yes, Panjshir is a province in the northeast of Afghanistan. And do promote full-on separatism, as part of a larger "Khorasan" comprising Afghanistan's north.
The current resistance groups in Afghanistan (National Resistance Front & Afghanistan Freedom Front) promote a decentralized order, inspired by Switzerland. There are a good number of folks in the Tajik diaspora, however, who promote the cause of Khorasani secession. It's really just an idea at this stage, but very arguably more practical than actually just seeking autonomy.

I see, so is the focus only on Afghan side of the border? No intentions to spread towards Tajikistan for example? (like Kurdistan, a land between 4 states)
Also, is Panjshir majority sunni or shia? Because ive heard Iran recruit people from Afghanistan for war in Syria(10 year old news), so i assume they recruit shia followers? I think their army was called Liwa Fatimeeyun.

Correct, Khorasan would only apply to the Afghan side. There really isn't any demand for a unification of Tajik Afghanistan & Tajikistan any time in the coming future. The differences in economy, culture and even writing (Persian vs. Cyrillic alphabets) are essentially too large. Even a breakaway Khorasan would be a confederacy between its Tajik, Hazara & Uzbek sectors.
Panjshir is a Sunni province. The three Shi'a majority provinces are all in the center of the country, where the Hazara ethnicity are a majority; Bamiyan, Ghor & Daykundi. Because of their Shi'ism, Hazara refugees have tended towards Iran rather than Pakistan over the decades. From among them, Iran did indeed recruit and/or conscript the personnel of Liwa Fatimeeyun, which indeed has served its time in Syria.
