Well, if you run it like most tournaments, there are probably a few randomly-selected pools of teams, with the better-performing teams from each pool advancing to a single-elimination tournament.
As an example, in 
this tourney they used 6 groups of 4 each; the top two from each pool advanced to the round of 16, as did the best four of the six pools' respective third-place teams. Yours truly missed out on being one of those four third-placers by a single goal.

I spent a lot on the new Civilization VI Season Pass, because I can't play the game if I don't feel it completed, and it's not even my favorite Civilization game franchise, I prefer Civilization V ans Civilization Beyond Earth (despite Alpha Centauri, an old game being the best game on the series for me).
