Well from my experience and what I've seen from places I've visited, I've seen good people in the Police force. But in other areas I can see why that would be.

Also outside, Sister Peony is weeding the embassy's vegetable garden. Oddly, she transplants the nettles to their own part of the garden instead of throwing them away, and collects various other weeds in a large ceramic bowl.
