The Great Experiment Regional Message Board

I propose the following amendment:

Amend the sentence
"Actions which in order to be executed by a bill, require a ratio of at least 2:1 between legal yes and no votes in a referendum for enacting that bill, may not be executed by members with authority."
of Appendix A to
"Actions which in order to be executed by a bill, require a ratio of at least 2:1 between legal yes and no votes in a referendum for enacting that bill, may not be executed by members with authority unless a bill requires such action."

Amend the sentence
"A member can also become a citizen if the ratio between legal yes and no votes, in a referendum to grant the member citizenship, is at least 2:1, and as long as the member does not leave The Great Experiment or the World Assembly before the referendum ends."
of Article II Paragraph 1 to
"A member can also become a citizen if the ratio between legal yes and no votes, in a referendum to grant the member citizenship, is at least 2:1, and as long as the member does not leave The Great Experiment or join the World Assembly before the referendum ends."

Remove Article II Paragraph 1 Sub-Paragraph b.

Add a Paragraph 5 to Article III:
"5. The Founder shall resolve any ambiguity within this constitution or bill if such is found."

Amend Article V Paragraph 3 Sub-Paragraph a. to
"a. A candidate's candidacy is revoked if the candidate declares their revocation from candidacy in a post on the Regional Message Board, or if they lose their citizenship status in The Great Experiment."

Amend Article VIII Paragraph 1 to
"1. Any member of The Great Experiment may propose a bill to be voted upon by posting on the Regional Message Board a post that includes a link to a dispatch containing the bill's text. A bill may propose any changes to be made or actions to be taken that do not conflict with this constitution. If the number of citizens which like the is at least 3 within 3 days of the time it was posted, a referendum shall be held as soon as any other referendums required to be held first are completed."

Remove Article IX Paragraph 4.

Remove Paragraph 5 of Appendix C and decrease the paragraph number by one for all Appendix C paragraphs with a paragraph number higher than 5.

Read factbook

It changes the following things:
Removes the requirement for a pinned dispatch to include the names of all non-WA citizens.
Make sure that the Founder has the power to resolve legal ambiguity.
Require 3 likes within 3 days in order for a bill to reach referendum, rather than 4 within 5 days.
Remove the paragraph not allowing us to hold referendums during elections.
Remove the rule saying a member can not become WA Delegate illegally, even though there is no illegal way.

It also does some minor improvements to certain parts, making the intention more clear.

During the election, a previously unheeded provision of the constitution was discovered, that in order to be considered a citizen WA nations must endorse the President. Uyanvzase and Fortuna were made citizens by referendum, so it was deemed to not affect them. Counting citizens by this strict criterion, the legal votes were 8 for Zergadnkastan, 8 for me, and 0 for Pekares. Including the votes of WA members who were not endorsing me, the votes were 10 for Zergadnkastan, 10 for me, and 0 for Pekares. It was a tie either way, so Holy Empire of Loaf our glorious founder broke the tie, as required by Article V section 5 of the constitution, and awarded the victory to me.

Good job Zergadnkastan and thank you Loaf.

In other news, Pekares' Small Fix Amendment #3 bill received enough likes, so there is now a poll open for it. If it passes it will remove the endorsement requirement for citizenship, plus make a couple other small fixes. Please vote!

Don't forget to vote on the amendment.

Most importantly it would remove the requirement for WA members to endorse the current President, in order to gain citizenship (which is unnecessary extra work), and allow non-WA citizens to declare candidacy for President elections.
