You may be in for a wait. I've been begging the NS gods to give me an issue in my primary nation that will let me restore national healthcare provision but my prayers have been unanswered for ages. Well it made unemployment slightly worse and I have been thinking about how I want to structure my nation. I think I want to be modern and industrialised like the Empire of Japan just before WW2. If I kept feudalism and serfs, it would make the country seem backward and it's more difficult to have a distinctly stratified class system with a capitalist, industrialised economy because agriculture is no longer the major industry.
I'd encourage You to keep it since it has minimal negative impact on stats after the first time that it is implemented, and basically only acts as a cool policy showing off Your NationState's values and some additional flavor text
We consider ourselves to be a capitalist, industrialized economy, and yet we still have Feudalism and Slavery. This is because the Aristocrats are actually just the robber-barons of the Agricultural, Logging, and Mining sectors using serfs as their workforce. Similarly, the Plutocrats are just the robber-barons of the Manufacturing sector, using slaves as their workforce.
I could see one or both of these policies still aligning with a modernizing, yet still somewhat traditionalist, model of the Japanese empire. Especially because you could additionally work-in the Stratocratic angle of throwing the Daimyo and Samurai into the mix
I had initially planned for my Japan to be modern and industrialised but deeply in touch with its ancient roots and customs, hence the feudalism would help entrench the class system of the daimyo, shogun etc. I had the idea that people born as serfs would work the land owned by daimyo to produce the food of the empire and people who are not serfs would work in non-agricultural industrial sectors and the public sectors to help produce wealth for the empire. That way, we're modern and keeping up with the world but maintaining our old culture and social system with lords, serfs and samurai.
