Yes. That's what a winner-takes all system is, but the popular vote system is still faulty.

The Popular Vote system fails to accurately represent the will of the people by giving every vote equal weight, regardless of the size or significance of the state in which it was cast.
This leads to a disproportionate influence of smaller states and ruins the balance of the power of heavily/sparsely populated areas, making millions of voters from rural areas feel like their votes don't matter.

The Winner Takes All system ensures that the candidate with majority support in a particular state receives all of its electoral votes, effectively reflecting the desires of individual states as a whole.
