FINAL REPORT of the inquiry into the mass deportations of the Serranian ethnic group from the nation of Dimension indian ecumenopolis earth, conducted by the OSEAN Directorate of Internal Security

Summary [Based on the testimony of officials of the government of Ecumenopolis]:

The Serranian minority and the majority ethnic group of Ecumenopolis have had a history extreme tensions and hatred towards one another. Terrorists attacks carried out by Serranian seditionists caused mass jubilation in Serranian majority areas, further inciting hatred towards their ethnic group from the majority population. For this reason, the government of Ecumenopolis eventually resolved to begin the mass-deportations of said ethnic group in an attempt to permanently reassure the sensibilities of the majority population from terrorist attacks and the resulting offense at the celebration of minority-dominated areas.

FINDINGS of the inquiry

Principal points:

1. The policy of deportation had mass public support in the nation, most observed in areas with a non-Serranian majority

2. The policy of deportation was principally conceived by Henry Fiddleson, a prominent liberal parliament member of the Ecumenpolian government. Said parliament member is found to have personal reasons for the policy; investigations into his background discovered that he harbored personal sentiments against the Serranians after a terrorist attack resulted in the deaths of a majority of his relations

3. The policy of deportation was carried out in a humane manner, with the Serranian population both before and after the formulation of the policy enjoying the rights of freedom of speech, thought, and expression. It has been claimed by the Ecumenopolian government that they continued to enjoy freedom of movement as well.

4. Members of the Serranian ethnic group had the option to avoid deportation by assimilating into the majority ethnic group. However, the option was not exercised by a majority of the Serranian population. Members of the Serranian ethnic group also were given a choice to choose which nation they would preferably be deported to.

CONCLUSION

The policy of the mass deportation of the Serranian ethnic group is a great offense against said ethnic group, and the decision to enact such a policy was influenced by the personal matters of politicians in at least one case. However, it has been determined that the execution of the policy was as humane and generous as such a policy could be, with the Serranians continuing to enjoy significant freedoms and rights throughout the entire process. We therefore find the actions of their government as a whole moderately condemnable.

APPENDIX

1. A separate document shall be published detailing the findings of the committee into the sudden mobilization and increase in international tensions in the area around Ecumenopolis

2. The commission for the inquiry shall recommend a fine against the government of Ecumenopolis of not more than 300,000,000 OSU, with the funds being divided up among the deported Serranians.
