Youssath Representative Order

Following the unanimous approval of a proposed resolution titled Reducing Food Waste by the General Assembly, the Youssath ambassador to the General Assembly has made the following statements towards GAR #469.

Category: Social Justice | Strength: Mild | Proposed by: Kenmoria

The World Assembly,

Noting that many organisations that grow, prepare, sell or distribute food unnecessarily waste their product because a greater amount of stock is ordered than is sold, causing the excess food to go to waste,

Further acknowledging that retailers and wholesalers may refuse to purchase fruit and vegetables if they are considered aesthetically unpleasing, regardless of their actual quality or nutritional value,

Worried for the many negative effects of the aforementioned food wastage on WA member states and their populations, including:

  1. harming the environment, due to the production of the greenhouse gas methane, the wastage of the fresh water that was used to create discarded products and the attraction of pestilence and vermin to rotting food,

  2. forcing a rise in the prices of food, because of a lack of supply caused by wastage between initial production and final sale, resulting in serious negative consequences for the price of living,

  3. robbing poorer citizens of member nations of the possibility to eat the perfectly edible food, safe for sapient consumption, that is thrown away unnecessarily,

  4. squandering the energy used to store and distribute the discarded food, thus increasing power demand unnecessarily, and

  5. wasting the labour that was used to create said food products, which could otherwise have been allocated towards goods and services that would have ultimately been used for the betterment of member nations,

Concerned over the quantities of food that unintentionally expire due to improper or incorrect stock rotation, and

Regretting that action has not been taken by this august assembly to reduce unnecessary food wastage, and thus lend assistance to both the environments and citizens of member nations who are hurt by the discarding of edible food,

Hereby,

  1. Strongly encourages member nations to create local initiatives that seek to prevent the overproduction and disposal of viable and edible food, including but not limited to food banks and charities;

  2. Commands member nations to inform their citizens about how to properly save and store leftovers for future consumption;

  3. Obliges food producers and transporters with minimising the amount of food that, having been produced or brought, is thrown away without a compelling health or safety purpose, as far as is reasonably possible;

  4. Mandates member nations to repurpose a reasonable amount of food surpluses into appropriate environmentally, socially or economically viable programs, such as: diverting food scraps to animal feed, composting inedible food to create nutrient-rich soil, or using waste oils from food for fuel conversion in order to recover lost energy in industry;

  5. Orders member states to divert a reasonable proportion of their wasted food, if assuredly edible and safe for sapient consumption, to feeding those who are unable to procure food for themselves or their family, either internally or in the form of foreign aid. This may be accomplished directly or via reputable charities;

  6. Extends the authority of the International Food Welfare Organisation to include:

    1. researching into: the causes of food wastage, the reduction of this waste, the ways in which uneaten food can be reused, and the points at which foodstuffs become unsafe for sapient consumption,

    2. publishing this data for the benefit of member nations’ governments, food producers and businesses, food charities such as foodbanks, and the general citizens of member states’ populations,

    3. lending aid, in the form of donations from the World Assembly General Fund as well as research, to food charities that have proven virtuous conduct and use techniques of strong efficacy to minimise wastage and maximise reuse, and

    4. likewise giving monetary aid to member nations - this shall be used only accomplish the reduction of unnecessary foodwastage, either directly or indirectly;

  7. Requires all businesses in member nations to take every reasonable step to reduce the amount of safely-consumable food and drink that is discarded, and implement stock rotation techniques that minimise product expiry, if not already in use; and

  8. Compels member nations to implement techniques that minimise food wastage, based on the research published by the International Food Wastage Organisation, where doing so would not be harmful to sapient health, objectively inferior to current methods, extremely expensive, or excessively difficult to accomplish in a reasonable time frame;

    1. where a member state is unable to implement techniques within a reasonable time frame from the IFWO solely due to resource or technology constraints, it must implement them as soon as it is able to do so.

The National Front Council, after deliberate consideration towards Reducing Food Waste intends to vote against in the General Assembly,

1. The Republic of Youssath opposes the preamble and preliminary findings made by The Democratic Kingdom of Kenmoria in the resolution.
1.1. Stating that organizations "unnecessarily waste their product" on the basis that "more stock is ordered than sold" is flawed and contradicts basic economic theory, and that markets can handle basic
supply and demand fluctuations without government intervention.
1.2. Further conceding that while retailers do refrain from purchasing "aesthetically unpleasing" fruits and vegetables, this statement is not representative of the entire food industry.
1.2.1. Fruit juice and beverage industries often purchase these types of fruits, since the taste quality remains consistent if there's no particular health hazard.
1.2.2. Other minor industries such as fruit jams, wine fermentation and pastry baking are not significantly affected by "aesthetically unpleasing" fruits, as the final product resembles none of it.
1.2.3. And that from the basis of 1.2.1 and 1.2.2, the introduction of such a resolution will decrease food supply, causing these industries to compete with others for the reduced amount of food which
will increase food prices worldwide. This is in contradiction to what this resolution hopes to achieve.
1.3. Stating that "food prices will rise" as a result from a "lack of supply caused by wastage" is logically incorrect, as there are numerous factors into play that this resolution fails to account for.
1.3.1. That the term "wastage" means that there is an oversupply of food in the market, and that by basic economic theory, suppliers will reduce their prices over time due to low demand.
1.3.2. From (c), "robbing poorer citizens of member nations" to consume food is incorrect, as reducing food wastage does not necessarily solve the inherent problems these citizens face: corruption,
black market, refusal of international aid, poor infrastructure and logistics. Starving citizens is simply a symptom to a greater problem at hand.
1.3.3. And that (d) and (e) is inherently incorrect as proper safety and logistics measures dictate on how we store such goods, and should not be counted on as "wasted power".
1.4. With all due consideration given by the above points, The Republic of Youssath refuses to acknowledge that "food wastage" is a serious problem and that there are greater international matters at
hand such as WA non-compliant nations and regional security.

2. The Republic of Youssath suggests that alternative and less restrictive measures can be taken to help solve food wastage issues other than those suggested by the resolution.
2.1. Stating that geography determines food production everywhere, and that it is bureaucratic work to open up food offices with countries that have food shortages and are experiencing unhospitable
climates such as arid and dry environments.
2.1.1. For example, countries with high food surpluses and storage may have arable land that can provide for such production - not because its government wants to, but rather the land can afford to
provide an economic advantage against its neighbours.
2.1.2. And that the best way for countries to deal with food surpluses and shortages is to promote free trade, since it provides a win-win situation overall for both parties.
2.1.3. And from 2.1.2, any food surpluses experienced by the free market will be adjusted accordingly by free market laws in order to maximize profits (to prevent lowered prices).
2.2. Further stating that food initatives and international organizations does not solve the inherent problem that food deprived countries actually face: corruption, black market and dictatorships.
2.3. Arguing that the notion of international aid to these food deprived countries does not solve the problem in argument against Point 5, as they can become overreliant on aid and might not be able to
sustain themselves in the event of an international disaster at home or abroad. Aid does not solve the main issue at hand.
2.4. And that from these points, there are certainly better ways and measures to combat food wastage rather than opening up bureaucratic offices vulnerable to exploitation such as:
2.4.1. Introduction of non-perishable food in our industries. While it may have preservatives and does not solve any food surpluses, its shelf life far outweighs the implications and can be useful in
national disasters or prolonged crises.
2.4.2. Promoting green production and garden cities, so as to maintain our food output whilst reducing our carbon footprint in order to ensure sustainable food prices in correlation to global demand.
2.4.3. Enforcing incentives or penalties to businesses. While it can be seen as interventionalist in the market, if used correctly, it can help to cultivate a proactive business culture.

3. While The Republic of Youssath is impressed by this resolution and its noble causes it swore to achieve, there are better and efficient ways to combat food surpluses.

4. And that The Republic of Youssath would like to remind the international community that food surpluses may not necessarily be an inherent problem, since it is far better against food shortages - which can
link to social unrest and collapse within society if the local populace cannot feed itself.

5. The Republic of Youssath calls for minor revisions towards Reducing Food Waste before passing into international law, in response to section 1 and 2 of this order.

6. The Republic of Youssath reassures that while it shall vote against this proposal, it is fully supportive of the nature of this bill and will be enforced by the National Front Council.

7. The Republic of Youssath encourages all WA member states to vote against this proposal for the betterment and just treatment towards this problem.

Hereby announces its stance on GAR #469, and that it is final of The Republic of Youssath.
