Introduction to the Security Council

The Security Council exists to serve The North Pacific, and to ensure that democracy will always reign in the region. The Security Council consists of trusted members of The North Pacific, with high endorsement counts and high regional influence levels. These nations protect the region against external threats, secure the WA Delegate position in periods of instability, and will enforce a recall of the delegate should such a vote be successful. The Security Council is chaired by the Vice Delegate, a position elected for 4-month terms.

Responsibilities of the Security Council

Members of the Security Council are responsible for maintaining high endorsement and influence counts. However, protecting regional security can seem like quite a nebulous mandate, so here are some more specific responsibilities of the Security Council.

~ Stabilizing the region in times of crisis.
This is the primary responsibility of the Security Council, along with preventing crisis situations before they occur. During a Delegate emergency, attack, or other regional security crisis, the Security Council is responsible for securing the region and ensuring the continuation of democracy.
~ Maintaining the ingame Delegate position.
The Security Council is charged with overseeing Delegate transitions, enforcing Delegate recalls, and assuming a leadership role in the event of a rogue Delegacy.
~ Monitoring regional endorsement levels.
To protect the Delegacy from rogue elements and accidental changes, the Security Council works with Vice Delegate Chipoli to monitor regional endorsement levels and ensure that no unauthorized nation strays too close to taking the ingame Delegate position. If a nation does stray too close, the Security Council will contact them regarding their endorsement count and steps to take to address the issue. As of writing, nations can exceed roughly 900 endorsements before being contacted by the Security Council.
~ Monitoring for potential security threats.
The Security Council works alongside the Vice Delegate to identify potential threats to the region's stability, and to ensure that such threats are appropriately handled. Potential security risks can be internal or foreign in nature, and are typically discussed with the Delegate as well.
~ Advising the Vice Delegate regarding citizenship applicants.
The Vice Delegate is responsible for evaluating citizenship applicants on security grounds. Citizenship applicants with potentially problematic backgrounds are discussed with the Security Council, and may end up being rejected on security grounds. The Security Council may also pass standing recommendations regarding specific individuals.
~ Managing the World Assembly Development Program.
The Security Council oversees the region's WADP, implements improvements, and hosts endorsement-related events. For more information on the WADP, consult this dispatch.

What is this?

The North Pacific WA Development Program (WADP) is a campaign to increase awareness among nations in The North Pacific of the benefits of World Assembly (WA) membership, maintaining high endorsement counts, and voting on WA resolutions. We hope that this campaign will result in a significant increase in the number of WA members, the number of endorsements exchanged, and the number of WA votes cast within The North Pacific. If these objectives are achieved, The North Pacific will become a much more influential and secure region.

Who is running this campaign?

This campaign is organized and coordinated jointly by the Delegate and the Security Council of The North Pacific. The regional security aspects are managed by the Security Council of the North Pacific and the voting aspects are managed by the World Assembly Delegate.

First of all, you should make sure to do what is mentioned in the TL;DR box above: first join the World Assembly if you are not already a member, continue to become a Keeper of the North, then continue exchanging endorsements, and finally make sure to vote on World Assembly resolutions.

Welcome to the Regional Message Board (RMB) of The North Pacific. We want to ensure everyone has a positive experience, so please familiarise yourself with the following guidelines. If you have any questions, don't hesitate to contact the Lead Gameside Advocate, GridLand Empire, or the Gameside Advocates, or ask on the RMB. And remember, the most important rule is to think before you post. You're interacting with other people, so let's keep it a respectful and pleasant environment.

The Regional Officers and Gameside Advocates have the authority to warn or suppress users who are found to be violating these guidelines. It is important to note, that even if a post does not explicitly infringe on the rules mentioned in this dispatch, it may still be considered a violation. You don't have to stress memorising every rule in this dispatch word for word. Common sense will get you pretty far!

The Regional Message Board Guidelines
1. NationStates Site Etiquette
The North Pacific community follows a set of guidelines put in place by the NationStates Moderators to maintain a respectful and safe online environment. Any user-generated content that violates these guidelines can, and will, be reported to the Site Moderation team. If you would like to learn more about the rules, you can refer to the One Stop Rule Shop.
2. Spam
Spam occurs and is abused in a wide variety of forms, so we reserve the right to suppress the following scenarios of a post. The most important rule to remember is "Don't spam!" Disregarding the examples listed, it is also a matter of interpretation by the ROs. With justification, other messages can be classified as spam and suppressed.

The general definition of spam is: "irrelevant or unsolicited messages", often with malicious intents and disruptive consequences to the RMB.

Double posts that add to the conversations (like replies to two different posts) are okay, two spam posts are not.
Triple posts will be suppressed

It is also allowed to post a second message 10 minutes after your last one.

Triple posts, quadruple posts or others are still prohibited.

This also includes posts with even a few lowercase letters. The percentage is key, and everything more than 50% will be suppressed.

Long Posts
Long posts are spammy and too big for the RMB. It's especially annoying for Mobile Users. When writing long paragraphs, please use spoilers.

Short Posts
Also, remember to not only post one letter or word but also write these words out. Not everyone understands every abbreviation, and it's not helpful in a conversation.

Please translate any language to English.
The language of the RMB is UK/US English - it's not the readers task to translate.

Your posts must attempt to carry a conversation.

3. ROs and GAs
Regional Officers and Gameside Advocates always have the last word. If they say to cut it out, then you will follow it. Regional Officers also reserve the right to suppress rule-breaking posts and even keep a ban possible.
4. Behave appropriately!
Use your common sense, you are interacting with other human beings! Keep it PG-13. Don't flame or harass.
5. [UPDATED] Recruitment/Advertisement Rules
Any posts recruiting for other regions is strictly prohibited! Advertisement is defined as the attempt to sway any resident of The North Pacific to move any of their in-game nations to a region that is decidedly not the said region. Advertisement includes: Using the "[region][/region]" BBCode link or the "nationstates.net/region=" link to showcase any region. Posting about the benefits of leaving the region and joining the other region. Asking for any nation of the region to send a puppet to their region. Personal advertisement should be limited as much as possible, as it should not serve in a disruptive matter to the RMB. This includes the advertisement for upvotes, endorsements, events, polls, etc. If you want to advertise certain content on the RMB, talk to the current Lead Gameside Advocate for their approval.
6. RolePlay
One-liner or other low-effort RP is strictly prohibited. Instead, join one of our official RolePlay settings or provide a similar level of quality in your RP.
7. Additional
- Do not speak on behalf of the community unless it is your duty to do so.
- Do not quote rule-breaking posts. Instead, edit -snip- into the quote if necessary. The best way is to not interact and let the ROs and GAs deal with the matter.
- Please remove pings, when quoting another user's message. Also, limit your usage of pings. Excessive pinging and liking of other nations and their posts need approval.

Failure to adhere to these guidelines may result in the suppression of posts without warning. Just because some cases are not specified in the examples does not legitimize them. The RO always has the last word!

Claims must be:

If you want more accurate claims and you have Paint.net, beginner claims have a limit of 40k pixels. Your secondary nation will have to be at 20k pixels or less. However a secondary cannot be claimed immediately upon joining the map.
2. Picky is good. Feel free to request changes to borders if you aren't happy with them.
3. This map's planet is the same size as Earth, so we won't be making the map any bigger. If Earth can fit 200 nations, so can this.
4. We are not changing or adding new territory to the map. Use the existing land more efficiently and we won't need any more.
5. Not on any body of water.

Overview

Welcome to the Pegasia, a new world as you may say that houses many ideologies and is home to two resident superpowers; the Imperial Federation(ping AGU and Tonga) and the Republic of Yingguo(Ping Krustevland). With the technology year being 1975, it is currently the cold war period presently being butted between the nations of what Yingguo considers as the "Free World" and the Imperial "Monarchist League" with many inbetweens such as Gayogohono/Overhadamine and Verisaw.

In this world, you decide how your nation acts, reacts and conducts itself on the world stage, so long as it follows our rules on the discord. The cold war rages on by the day, and the nuclear clock continues to roll as the few sit ontop of the many with their masses of power and strength. Come join us today, we need you to fight on the good fight - or your own fight, if you may.

STANDARDS OF REALISM
- No technology beyond 1976, anything beyond that has to be researched with every in real life day representing 3 months of roleplay research to the "First Flight" year.
- No utilizing weapons of mass destruction such as nuclear weapons. Chemical and biological warfare is allowed in defensive conditions(Offensive only if the other player agrees).
- No edgy roleplay posts, maintain the basic rules of the RMB. This would mean no genocides, no things such as re-enacting the holocaust and graphic purges.
- No loopholing, loopholing will be determined by the executives(Ping ESL, Me (AGU), Krustevland and Tonga) and if caught doing so will face OOC and potentially IC reparations
- No joke nations and godmoddy nations. This means you can't have your terrain entirely depend on hard to traverse land and you can only use 3-5% of your population in military.
- No instant defeat military posts. You have to roleplay the movement of your forces and them engaging the enemy before actually attacking or "defeating" them. Always ping opponents.

*Unions count as one nation, so if a defence/military alliance has a union that breaks up and there are more than 8 members(nations) in the alliance, its ok, as long as they dont bring in more people after the break up. note, if this is being exploited, removal of alliance and ban on joining alliances may occur.

Ways to Get Involved

Now that you have cleared the basics, you must be looking for things to do. Below are some of the opportunities TNP offers.

  • Join the Executive Staff: The equivalent of TNP's Civil Service, the Executive Staff is a group of residents and citizens that are employed to assist one or more of the Ministries of the Executive Government. It is ideal both for new residents who want to gain experience in how the government operates, and for experienced citizens who are looking to contribute to the region through the Executive.

  • Enlist in the North Pacific Army: The North Pacific Army (NPA) is our regional military force. The NPA defends the region, our allies, and serves abroad helping our friends and fighting our enemies.

  • Enlist in the Militia: The North Pacific Army Militia is for people who wish to contribute to the North Pacific Army but for whatever reason, likely because they cannot/do not want to have a forum or Discord account, cannot be members of the regular Army in the Auxiliary or Special Forces branches.

  • Get involved in the World Assembly: Joining the World Assembly (WA) is one of the best ways to empower your nation, especially in TNP. Thanks to our WA Development Program, as a WA member you can determine international laws, have one of the highest endorsement counts in the entire game, and even win awards!

  • Get involved in RolePlay: We have not one, but two vibrant RolePlay (RP) universes, Eras and Strangereal. Each comes with its own map, chronology, and physics laws. If you commit to being active in RP, you can claim a spot in either universe's map, and join others in weaving stories about your nation and its role in the world.

  • Get involved in trading cards: Our regional cards guild provides many resources you can take advantage of to increase the value of your deck, including several offerings of free cards. As a member of the guild, you can also participate in many other cards-related activities, including themed collections, pull events, and regular publications.

  • Government index: Get to know your government by using this list of all government officials in TNP. If you have questions or suggestions about any aspect of the regional governance, feel free to send a telegram to the corresponding government official.

  • Law index: This is a compilation of all legal documents currently in force in TNP. This includes our Constitution and Bill of Rights, which form the basis of our government.

  • RMB Guidelines: Posting on the regional message board (RMB) is a great way to socialize and get to know other TNP nations. Just make sure to follow these guidelines.

  • Embassy policy: If you are here as a diplomat from another region, please take a look at our policy for in-game and forum embassies.

What is the NPA?

The North Pacific Army (NPA) is The North Pacific's very own military force. The NPA defends the region, our allies, and serves abroad helping our friends and fighting our enemies.

NationStates warfare is conducted by World Assembly nations seizing the position of WA delegate in other regions. This is done by having soldiers endorse one WA nation and move to a target region in a coordinated fashion, allowing that nation to seize the delegacy.

Operations generally take place at the time the game calculates the delegates of regions: the server update, also referred to as just the update. This occurs at two times during the day:

  • 12:00 AM - ~1:30 AM Eastern Time

  • 12:00 PM - ~1:00 PM Eastern Time

However, not all operations take place at those times and you do not need to be available during them to join the NPA. If you can participate at those times, you should join the Special Forces. If you cannot, you should join the Auxiliary. Contrary to popular belief, the NPA will not take up all of your time, and indeed we welcome people who can commit very little time at all. Everyone can, and should, join!

What branches are there?

There are two branches of service in the NPA, the Special Forces and the Auxiliary. You may also serve in the Militia.

The Special Forces participate in regular operations at game update time. Special Forces members receive the full experience of NS warfare and are promoted much more quickly. The requirements for its members are:
  • Have a nation in the WA;

  • Be able to dedicate approximately 90 to 120 minutes per week to NPA update operations as a base standard of activity, except during leaves of absence;

  • Be able to respond to deployment orders in a 24-hour period;

  • Use discord for NPA communication purposes;

The Auxiliary is for those who are not able to attend regular update operations but still wish to assist the NPA. Auxiliary soldiers are only expected to respond to deployment orders which do not require update activity, but the Auxiliary may also be called upon for critically important update operations (however, those who cannot be online for the update period would not be expected to attend). The requirements for Auxiliary members are:
  • Have a nation in the WA;

  • Be able to respond to deployment orders;

Let's begin with what the Militia does not have - barriers to entry. Registering on a forum, joining a Discord server, learning complex skills, these have appeal for some (and those people should consider one of the prior branches of service) but they are not required for the Militia. Militia members will have deployment orders sent directly to them via telegram with specific instructions on what to do. Militia missions are not especially complicated. The Militia also has a separate system of ranks to reward participation in missions.

To join the militia, please review the official dispatch of the Militia and contact the General of the Militia, Dotopolis.

Regardless of your choice, no experience is required. Training will be provided for all new recruits by experienced NPA soldiers.

How do I join?

To enlist in the NPA, fill out the below application in full and post it in Linkthis thread. You will need a TNP forum account; if you have any difficulty registering, get in touch with a Linkforum administrator. The Minister of Defence or another member of the NPA High Command will reach out to you with more information shortly. If you cannot, for whatever reason, have a forum account, you should consider service in the NPA's Militia instead.
