Conscription shouldn't exist at alll unless your country is actually under threat without it.
You have to find something scarier than bullets and threaten the backlash with that. Usually it's women.
Not wrong, conscription deprives the economy of jobs which given the state of most non capitalist economies is a serious issue unless properly dealt with. Doesn't change that this could possibly limit birth rates as all need to serve before than training at say a university to get a job they need.
