If you want an ambitious Russia, you need a charming and equally ambitious leader. Maybe someone replaces Putin (presuming that this is contemporary), or Putin is assassinated. The strong leadership of this person could bring extremism to the unstable country. Which would bring equally extremist people, probably resulting in a totalitarian regime. Maybe they want to bring the "Glory Days" of the USSR, and would be belligerent.
