The Walbard Union

BE IT ENACTED BY THE AUTHORITY AND RIGHT OF HIS IMPERIAL AND ROYAL MAJESTY CARLISLE OF WALBARD EMPEROR;

Title: Constitution of The Walbard Union Act 2025.

Preamble: This Act seeks to establish the following provisions for a Constitutional Monarchy in The Walbard Union.

PROVISION A ~ THE WALBARD UNION CONSTITUTION ACT 2025.

Section A ~ The Monarchy (House of Tudor);

1. All authority, justice, honour, valor, and glory in the Empire is vested by the Imperial Prerogative from the embodiment of the Crown, the State, and the People, through a Hereditary Monarchy with absolute rule of the lands, the laws, and the Peoples.

2. The Hereditary Monarchy shall consist of the Founder, the direct family of the Founder, and the Founder's direct decedents by right of birth, adoption, or Imperial Decree.

3. It is by divine right of this Hereditary Monarchy to rule over the lands as The Imperial & Royal House of Tudor.

4. The Monarch(s) shall have the exclusive right to rule by Decree.

Section B ~ The Legislature (Union Congress);

1. All legislative functions are vested in a bicameral Congress, with a Legislative Assembly as the lower House, and a Senate as the upper House.

2. The responsibilities of the Congress are split between the two Houses thereof.

3. The exclusive responsibilities of the Legislative Assembly are;
i) electing the Lord Speaker of the Legislative Assembly,
ii) electing the Senate,
iii) electing the Head of Government,
iv) confirming/denying any such appointment to the Executive,
v) impeaching/trying any such Senator.

4. The exclusive responsibilities of the Senate are;
i) electing the Lord Speaker of the Senate,
ii) establishing any such Royal Commission,
iii) establishing any such Joint Congressional Committee,
iv) establishing any such Judicial Hearing,
v) powers of any such Joint Sitting of Congress.

5. The Lords Speaker of both Houses shall have the joint responsibility of calling a Joint Sitting of Congress.

6. If there is an impasse in legislation, and the Legislative Assembly votes again with a 2/3 majority, it does not require Senate approval.

7. Both Houses remain equal in all other respects.

Section C ~ The Executive (Lord Chancellor and Cabinet);

1. The Executive shall consist of the Head of Government and the Cabinet.

2. The Head of Government is the Lord Chancellor, and shall have the following powers;
i) issuing any such Executive Order,
ii) appointing any such Cabinet Minister and/or Minister Assisting,
iii) declare and cease a State of Emergency.

3. The Cabinet shall consist of;
i) the Lord Chancellor (as Chair),
ii) a Minister for Home Affairs,
iii) a Minister for the Exchequer,
iv) a Minister for Defence,
v) a Minister for the World Assembly.

PROVISION B ~ THE GOVERNANCE OVERSIGHT ACT 2025.

Section A ~ Accountability;

1. Any such candidate for Lord Chancellor must be a sitting Senator, and the Lord Chancellor must remain a Senator or their role must become vacant.

2. Any such candidate for the Senate must be a sitting Member of the Legislative Assembly.

3. Any such Member of the Legislative Assembly must be a Member of the official Discord server.

4. Any such Cabinet Minister must be a sitting Member of the Legislative Assembly or the Senate.

PROVISION C ~ SCHEDULE

Section A ~ Enforcement;

1. This document shall be enforced from January 1st, 2025 and onwards.

Section B ~ Amendment;

1. Provision A, Section A of this document may only be amended by the Monarch(s).

2. Provision A, Section B-C of this document may only be amended by a 50% (+1 vote) majority of the Joint Sitting of Congress.

3. Provision B, Section A of this document may only be amended by a two-thirds majority of the Joint Sitting of Congress.
