Resolution Overview
This resolution limits the production and use of PFAS due to their significant health risks. It prohibits the production of new PFAS except for research and renewable energy applications, limits industrial production to recycling, and mandates annual water testing near production facilities. Facilities must halt production if PFAS levels exceed certain levels, and construction of new PFAS production facilities are restricted.

Recommendation

This resolution establishes an international baseline with minimal intrusion onto states. The water testing obligation is minimal and will not unduly burden PFAS producers. Some phrases, such as “natural water sources” are vague, but this allows nations to interpret and tailor the act to their specific needs. If more strict or definite terms are needed in the future, this act will also serve as a building block that will not interfere with stricter resolutions. Most states and their businesses will not see any significant economic detriment, and the act allows for nations to impose stricter regulations if they see fit.

Therefore, we recommend voting FOR the resolution “Regulating Per- and Polyfluoroalkyl Substances.”
