The Ministry of State of the Holy Empire of Excalbia presents its compliments, and, by direction of His Imperial Majesty David IV, has the honour to invite you to attend an international conference at the Joshua II International Conference Centre in the New Excalbia, an Imperial exclave in the Union of Ajuba, to develop a plan for lasting peace in Zamimbia and the southern Epheron region.

The conference will begin (date - OOC: this week) at 9:00 am. We ask all delegation to arrive the evening before. Accommodations will be provided at the Crown Imperial Hotel adjacent to the Conference Centre. While representatives of any level will be welcomed, we request that all parties provide representation at the ministerial level or above to facilitate on-site decision making.

The following draft treaty between the C.S.S. and Saxmere has been circulated to the Courtland signatories for their comment, and to the members of the Atlantic Council for their information.

Article 1 - Independence of the Grand Duchy of Saxmere

a. The Confederation of Sovereign States recognizes the Grand Duchy of Saxmere as a free and independent state effective the November 1, 2018.
b. The Grand Duchy of Saxmere shall be considered a successor state and party to all treaties currently in force between the Confederation of Sovereign States and any other foreign state.

Article 2 - Division of Liabilities and Assets

a. The Confederation of Sovereign States will withdraw all its military forces prior to November 1, 2018, excepting for such Coast Guard vessels deemed necessary for safe navigation and the protection of human life along the coast of the Grand Duchy of Saxmere as detailed in Annex A. The Confederation will leave all military bases operational, excepting for such equipment deemed to be of proprietary and/or national security interest to the Confederation. The Grand Duchy will compensate the Confederation for the depreciated prorated value of such bases pursuant to the repayment schedule in Annex B.
b. The Confederation of Sovereign States will transfer all civilian facilities in the Grand Duchy of Saxmere to the Grand Duchy prior to November 1, 2018. The Grand Duchy will compensate the Confederation for the depreciated prorated value of such facilities pursuant to the repayment schedule in Annex B.
c. Military personnel of the Confederation of Sovereign States with a claim to citizenship in the Grand Duchy of Saxmere will be entitled to transfer their appointment to the armed forces of the Grand Duchy. For each transferee the Confederation will transfer to the Grand Duchy the individual’s accumulated retirement accounts and from that point forward the Grand Duchy will be responsible for all retirement liabilities.
d. Civilian personnel of the Confederation of Sovereign States with a claim to citizenship in the Grand Duchy of Saxmere will be entitled to transfer their appointment to the Government of the Grand Duchy. For each transferee the Confederation will transfer to the Grand Duchy the individual’s accumulated retirement accounts and from that point forward the Grand Duchy will be responsible for all retirement liabilities.
e. The Grand Duchy of Saxmere will take upon itself a prorated portion of all financial liabilities jointly held by the Confederation of Sovereign States on behalf of its constituent States in accordance with Annex C.
f. The Confederation of Sovereign States will transfer to the Grand Duchy of Saxmere all accumulated financial assets jointly held by the Confederation on behalf of its constituent States in accordance with Annex C.

Article 3 - Citizenship, Borders and Immigration

a. All citizens of the Confederation of Sovereign States permanently residing in the Grand Duchy of Saxmere on November 1, 2018 or having been born in the Grand Duchy or having a parent was born in the Grand Duchy shall have the right to citizenship in the Grand Duchy upon application to the appropriate designated authorities of the Grand Duchy.
b. The Confederation of Sovereign States and the Grand Duchy of Saxmere hereby explicitly recognize dual nationality and affirm that no citizen of the Confederation will be required to surrender that citizenship to obtain the citizenship of the Grand Duchy.
c. The border between the Confederation of Sovereign States and the Grand Duchy of Saxmere shall be the existing border of the Autonomous Grand Duchy of Saxmere.
d. The Confederation of Sovereign States and the Grand Duchy of Saxmere shall maintain visa-free travel for tourist and temporary business travel of each other’s citizens.

Article 4 - Political Relationship

a. The Confederation of Sovereign States and the Grand Duchy of Saxmere affirm their mutual desire to maintain their common peace and security, and to bring about by peaceful means whenever possible the settlement of any and all disputes.
b. The parties resolve to develop friendly relations based on respect for the principle of equal rights and self-determination of peoples.
c. The parties agree to achieve cooperation in solving problems of an economic, social, cultural, or humanitarian character, and in promoting and encouraging respect for human rights and for fundamental freedoms for all their citizens.
d. The parties affirm each other’s full international legal personality and territorial integrity. The signatories of this treaty agree to mutually recognize the territorial claims and claims for exclusive economic rights detailed in Appendix A.
e. The existing and established governmental institutions of the parties are recognized as the sole legitimate claimants to sovereign authority over their sovereign territory.
f. The parties affirm the ancient legal and moral principle that nations are obliged to abide by all treaties into which they legitimately enter so long as the other parties to such treaties do so as well.
g. The parties agree to conduct international diplomacy in accordance with mutually agreed-upon established norms, including the inviolability of diplomatic premises, records and communications, the inviolability and immunity of diplomatic personnel and the provision of reasonable security and protection for diplomats within the other’s territory and jurisdiction.
e. The parties agree not to host on their soil the armed forces of any nation in a state of belligerence against the other. The parties further agree to consult together prior to either accepting foreign troops into their territory.
f. The parties agree to provide diplomatic and consular representation on behalf of the other in countries where one party lacks representation. The Confederation of Sovereign States accepts that the Grand Duchy of Saxmere may seek similar arrangements with other nations in those countries where neither party has representation.

Article 4 - Economic Relations

a. The Grand Duchy of Saxmere shall use the Atlantic Ducat as its national currency.
b. Neither State shall impose tariffs, duties or regulatory restrictions on the other, except for such goods that may be illegal on the domestic market.
c. The parties resolve to avoid the use of trade sanctions, boycotts, embargoes and blockades as an instrument of foreign policy in their relations with each other.
d. Both States commit to the elimination of dual taxation of expatriate and dual national individuals and entities.
e. No individual entitled to retirement or social security benefits by one State shall be denied those benefits on the basis of residence in the other State.
f. Nothing in this accord shall prejudice the right of one party to impose such laws and regulations and to set such standards and prohibitions as it deems reasonably necessary to promote public morals or consumer health and safety.
g. Nothing in this accord shall have the effect of invalidating any existing trade agreements with non-signatory nations. Where not expressly prohibited by existing treaties, the parties shall endeavor to extend to other signatories the benefits of those existing agreements on a reciprocal basis.

Article 5 - Ratification

This Treaty shall enter into effect upon its ratification by the House of States of the Confederation of Sovereign States and the Parliament of the Grand Duchy of Saxmere.

Consistent with the consultative provisions of the Treaty of Courtland, we are writing to inform you as signatories of said agreement that as of November 1 of this year, the Autonomous Grand Duchy of Saxmere shall officially secede from the Confederation of Sovereign States, dissolving the union between the Grand Duchy of Saxmere and the remaining Sovereign States. On November 1, the Grand Duchy of Saxmere will become a fully independent, sovereign nation. As a successor state of the Confederation of Sovereign States, the new independent Grand Duchy will be bound by all the international treaties and conventions to which the Confederation is currently a party. Until such time as the Grand Duchy can establish its own embassies and consulates, the diplomatic and consular posts of the Confederation will serve as the protecting power for the Grand Duchy and its citizens.
