Philephebia is ruled by male Queens, who are adopted by their predecessors at the age of 10 to 15.

Upon accession to the throne, the Queen is expected to marry a husband from each of the three main constituent parts of the country. Heterosexuals are excluded from royal adoption.

In recent years, feminist groups are calling for the law to be changed, so lesbians become eligeable for royal adoption.
