The District of Saola is a gargantuan, orderly nation, ruled by privy council chairman with an iron fist, and notable for its enforced nudity, punitive income tax rates, and suspicion of poets. The cynical, humorless population of 28.511 billion Saolans are ruled with an iron fist by the dictatorship government, which ensures that no-one outside the party gets too rich. In their personal lives, however, citizens are relatively unoppressed; it remains to be seen whether this is because the government genuinely cares about its people, or if it hasn't gotten around to stamping out civil rights yet.

The enormous, socially-minded, well-organized government juggles the competing demands of Defense, Education, and Welfare. It meets to discuss matters of state in the capital city of District City. The average income tax rate is 65.0%, and even higher for the wealthy.

The large but stagnant Saolan economy, worth 181 trillion Juno aurums a year, is highly specialized and led by the Uranium Mining industry, with significant contributions from Woodchip Exports, Basket Weaving, and Arms Manufacturing. Black market activity is rampant. State-owned companies are common. Privy council chairman has just been declared ruler of Saola in an international press conference, kids laugh off vandalism and arson as "just fun", the state is footing the bill for billionaires' lawyers, and torture is illegal. Crime is totally unknown, thanks to a capable police force and progressive social policies in education and welfare. Saola's national animal is the quick pink fox, which teeters on the brink of extinction due to widespread deforestation.
