The Earth Colony of Tarsus 4 is a massive, cultured nation, ruled by Governor Kodos with an iron fist, and notable for its public floggings, triple-decker prams, and frequent executions. The hard-nosed, cynical population of 2.361 billion Colonists are ruled without fear or favor by a psychotic dictator, who outlaws just about everything and refers to the populace as "my little playthings."

The medium-sized, corrupt, moralistic, well-organized government juggles the competing demands of Defense, Healthcare, and Education. It meets to discuss matters of state in the capital city of New Anchorage. The average income tax rate is 40.3%, but much higher for the wealthy.
