Supreme Councilor Otto walks to his office window. He unfolds the blinds and sets his suitcase on the floor next to his white and black accented table. He sighs and grabs a cigar and lights it. “Well, vacations over now. Time to get back to the grind.”

Otto sits down while keeping his cigar in his mouth. He rummages through his drawers for a moment “where is it….?!” He grabs something from a tiny drawer “ah here it is.” He sets it on his desk and looks at it. “Been waiting for this moment for a long time.” At the same time he is in a call meeting with the other 6 council members. “Yes, Councilman Andrews, the quota will be increased.”
He muted himself and cusses the council out.

It appears to be a button and he presses it. “And here we go…” the phone call suddenly ends and a shake is felt a few moments afterwards that decently rocks the building and Otto gets up to look out the window calmly. A massive cloud of smoke is seen in the distance. “Finally” Otto says as he rests his feet on the desk. “I am free of them.”

A guard knocks on the door “Senator Otto are you alright?! There was a bombing in the city. That was the shockwave we felt…” Otto holds his hand up “I know.” The guard stares at Otto for a moment and nods and closes the door and walks away.

Otto turns on the news and watches the Fire department fight the massive flames.

Otto turns on the news and watches the Fire department fight the massive flames.

It is seemingly chaos as the FD fights the fires and people are coated off to safety. Otto locks his door with a button under his desk and calls his trusted General.

“General Kren. It has been done. I have contacted the news and have sent them the information of the other councilors who were being controlled by a spy. I have written to the courts to accept my request of granting me emergency powers for the time being…. Indefinitely. I will hear from them soon but until then, you have my approval to use the military as a police force. Good day”

In a DBIS Conference room, hazy bodycam footage is being projected to a bigger screen.

In a large helicopter over a remote island, two Deltan soldiers sit, rifles in hand, staring out the window. The rain sliding off the glass as lightning strikes in the distance. The soldier wearing the bodycam turns to his left, revealing a third soldier, four in total. He offers the soldier a cigarette but is declined, the soldiers across from him takes it gladly. A large thundercrack is heard as the copter shakes before stabilizing again.
"Check the cargo"
"Fine, you're doing it next time though."
"Whatever, just f*cking do it."
"I'm moving dammit!"
The soldier next to the one with the bodycam gets up and inspects something out of sight, returning shortly.
"Everything is fine, dunno what you're worried about."
"Well Kastov, considering we're supposed to be wearing gas masks, I'd like to know if we should be putting them on or not."
"Ah, so you care about your lungs enough to be afraid of some chemicals, but not smoke?"
"One is going to kill me now, the other is for pleasure, retard"
"Yeah, whatever."
"You're not even wearing your mask."
"And?"
"And, shut the f*ck up."
A bright flash and the helicopter lights flicker before going out.
"I swear to whatever go-"
the copter abruptly starts spinning, flinging the soldiers into the sliding door. The lens on the bodycam cracks, distorting the already low quality video. A hissing sound is heard as the pilots begin panicking. The soldiers struggle to put on their gas masks, and then suddenly the spinning comes to a halt as the copter crashes into the side of a cliff, erupting into flames, killing all aboard.

The presenter pauses it, turning to DBIS director Lev Pevtrenko
"This happened 10 hours ago. Dr Sokolov has requested immediate quarantine for the island."
"And what was the cargo?"
"He won't say. We know it's one of his projects, but he refuses to elaborate. He claims it would be beneficial to let him handle it, but with all due respect, he did lose it first."
"Send a recon team and figure out what it was, but keep it quiet, we're the only ones who will know about it."
"As you wish."
As the presenter walks out, Lev turns back to the screen. "What are you hiding from me Sokolov....you know I don't like secrets."

3 Hours Later
A Powerian film crew is finishing set-up on the island. The calm ocean, and the gentle morning breeze. The director turns to the closest member of her crew
"Isn't this island just wonderful? The birds, the flora, all of it. All of it calling out the me, telling me I can finally beat that limp-dick, good for nothing, show-off. With his large action pieces, explosions, all that nonsense! The people want story, they want drama! You know what I mean....uh.." She stares at a cameraman searching for a name-tape
"Gerald." the cameraman says belatedly
"Gerald." the director repeats. "Yeah, Gerald, you know what the people want, that's why we're here."
Gerald gives no response, he's here for the money and nothing more. He wasn't paid to care, and if he was, he'd have been fired long ago.

A couple of crew members shout and run from the lush foliage onto the beach. Emerging are three men in full chem gear, with the middle soldier wearing additional EOD gear. The director seems unfazed and marches up to them
"What on go-"
"Go home ma'am, there's been a situation, it's being handled." The soldier interrupts.
The director gets in the soldier's face.
"I have authority to be here from the Powerian Nature Preservation Foundation, you CANNOT just remove me!"
The soldier grabs and shoves her to the ground "We can and will, now pack your sh!t and leave before we do it for you."
As the crew scrambles to pack up, the director approaches Gerald. "Please, for the love of all things holy tell me you captured that on tape."
Gerald hands her the camera, the footage starts just before she's shoved to the ground.
"Bingo. I'd like to see them refute this evidence in court!"

Hoszt's office 6 hours after the incident, an aide walks in whille Hoszt is staring at a chess board

Aide: Sir, theres something you need to see.

The aide delivers a document detailing what the Makastan goverment knows about the crash and the responce to it

Hoszt: You may leave now, thank you for this, report.

The aide walks out of the office as hoszt starts to call varouis deparment heads. The first being Cheif of MSCB, Luna.

Hoszt: I want any embded angets or teams in DS to work on getting us info on this crash, I want to know what was on it and why its so important that they are sending teams there. Second I want a team of our own on the ground, nothing to special but if something is, special, we need to be able to recover it for outselves!

Luna gives a weak nod before Hoszt ends the calls

Republic of Makasta provsnial goverment building 7 hours after the crash. Voliet is working on her plans for a jail break when minister of defince Odin walks in.

Odin: Madme, we have a situtuion. Our "freinds" over in deltasoruce have lost, something. We are unsure of the details but they are willing to go to great lengths to keep whatever it was a secret. Both me and Quetz have looked over the footage we where provided, and I think it would be wise if we sent our own team to investigate-

Voilet: We don't have TIME, we need Osiris back now, we need to beat Hoszt, I dont care for soem inncdent in that god forsaken nation, let us focus on what matters and thats freeing Osris and Victoria.

Odin seems in shock of this before accpting it. giving a nod and walking out. On his way back to hsi office however he makes a quick call to a famillier number

Odin: Caroline, I've got a large sum of money for you and Aura if you can complete this one mission for us, heres the details. . . .

In a DBIS conference room, all department heads are seated, with Sokolov at the foot of the table. 2 armed guards stand on either side of him.
Director Petrenko speaks first
"Care to explain the mess you've created Sokolov?"
"Well Lev, it wouldn't be a mess if you had let me handle it."
Ivan speaks up: "And let random Powerians stumble upon your project? Knowing full well it would trace back to us? Our materials, our helicopter, in the middle of an international nature preserve? This is already a disaster for public and foreign affairs. Deltan soldiers with gas masks and EOD gear on a nature preserve? Why? The sh!t I have to pull out of my ass to keep foreign press happy is already a lot, and now you have the gall to say you would have handled it better?"
Sokolov looks at Ivan "I thought you enjoyed things in your ass Ivan."
"You know damn well I-"
"And criticizing me after what I've done for you? Where would Yuri's bloodline be now without me?"
Director Petrenko speaks "Enough. Sokolov, explain yourself now."
Rolling his eyes, Sokolov stands up "What was lost in that crash was a virus. It was made to enhance the human body, more durability, strength, stamina, etc. Unfortunately it had unintended effects, namely eating away at the brain and causing its host body to slowly decay. I called it BlackCell. I assigned a small group to bring back the last remaining container of it from one of my island research facilities over to the mainland, but unfortunately it was lost."

the capital city reels from the clearing and demolishing of the supposed terrorist attack that killed every councilor besides Otto Schmidt. News reports have confirmed a broadcast of a speech being done in public at the old town hall. Several political commentators have had debates on whether who to blame for the attack but no consensus has been reached. Otto’s speech will happen now.

A crowd gathers on the old town hall. A place where emperors of the past, presidents, and many other important figures have given speeches. A line of heavily armed guards form a line on the steps for security and Otto comes out onto the balcony in a black leather greatcoat with his greyed hair slicked back and a cigar in mouth.

Applause begins and Otto raises his hand and the crowd stops.
“Over 20,000 of you have gathered here today to hear me speak on the future of our nation. I do not know who led this terrible attack on our leadership but let me tell you this, I….. no…. We will find who did this and bring them to justice. With our leadership dead and no time to host elections, I am using my supreme councilor power and am enacting Clause F, Section 205 per our constitution. I am to have powers regarding everything until the state of emergency is declared over.” Some boos are heard but quickly silenced by something or….. someone. I am setting up ministries to help me coordinate the prosperity of this nation. Everything has already been set up and ready and this speech is to make it official. Let it be known, this is not a setback. It is a victory for all of us. The Legion is a prime example to all nations on Galria, and we will continue to be. FOR THE LEGION!” He salutes and mostly everyone salutes in the crowd and they begin chanting Otto! Otto! Otto! Otto bows and leaves.

As Otto comes back from the speech the minister of intelligence comes to Otto and shakes his hand. “Sir, I have received reports of an incident in DeltaSource. From what I understand we have some sort of something in their government has them scrambling. We know barely anything at the moment but it seems to have cause trouble. It seems to have spiked the shockwave chart we have and satellite imagery is currently down since the solar storm a couple days ago meaning if we get data, it’s going to be scrambled.”

Otto nods “this could be something. I have friends within the Deltan government and I’ll wait it out for a moment and try and come to them personally inquiring about it. I could try and contact the (emperor?). Anyways thanks Hefner.” The minister walks away and Otto goes to the car in the back and is driven back to his home.

As Emperor Demetrio Xavi watches the speech he thinks aloud
"How long has Otto been waiting to say those words? The death of a well loved leadership and suddenly the keys to the kingdom are in your hand."
He remembers back to when the Communist regime had fallen due to infighting and the royal family was put back in place. Abram was the last of the Poltrovs, a proud family to be sure, but one the communists all but extinguished. But when a General wanted to speak with him, he was too complacent, he didn't suspect poison. And when his health kept declining, who would support him but a fearless General? Who else would be worthy of taking the reigns but his most ardent supporter? But that was Xavi's mistake, assuming the Czar had full control of the government. The pesky DBIS, weaseling their way through regime changes with only minor changes in leadership.
"Daddy?"
Emperor Xavi turns around, his daughter Yelena stands in the doorway, holding one of her stuffed animals. Demetrio smiles and pats the couch seat next to him. As Yelena sits, she leans into her father. Demetrio wraps an arm around her and smiles.

In a DBIS conference room
Ivan pauses the speech
"I want more information than what we already have. There must have been a reason for Otto to be absent during the attack, one far beyond this official story. He either planned this, or is being used as a tool by a force far larger than he is to control the people. I want to know."
The agents sitting around the table nod, their orders clear.
