Basically I'm thinking you can take up 3 provinces a month that way no one can take to much territory at any one time so it keeps the pace at a reasonable level.

After reviewing the situation in regards to 
Kirin Taq, Parann & New imperial america we would recommend calm. However, should peacekeepers be needed we are moving additional military units and supplies to our outposts of Corsica and Sardegna. We hope that they well not be needed in the near future.
Listen, when treaties are violated i do not feel very safe or secure. You were asked in the treaty to keep troops out of the Norwegian states. But I also do not like war. Maybe we could come to an agreement, if you promise not to put any kirinese troops inside the new Norwegian colonies but fund pro-Kirin troops there, i will restore peace and I will open you up as a trading partner in the empire. what do you say.
Also Parakka, i was wondering if i could invest in some land on the Australian and Sardinian parts of your empire. Specifically, I want to buy some land to build factories and military bases in Australia and one prison base on Sardinia for rebels inside the American Empire (my empire). In exchange for 750,000 for the prison base, 5.7 million for the factories, and 1.2 million for the military bases. I hope you except my offer and i hope to make more agreements in the future over both of our imperial gains (See 1st and 2nd Colony Declarations in my fact book).
The troops we placed in the former Independent States of Norway would hardly be classed as an invasion force, and we most certainly didn't conquer those states. However, they did request to join us and we agreed. As such we will place whatever forces we wish in those territories. That being said we will place no more than is necessary to ensure they are secure from foreign intervention.
i will also provide military aid to you if any other nation attacks you on your colonies and your homeland, which is why i am asking for military bases. (off topic) I have sent troops to Guantanamo bay and Havana in Cuba. i am ready to begin the "Caribbean Campaign". (Read about it in my fact book)
Whist your offer is most generous I will have to decline. As I'm sure you can understand having a foreign military base on our own land would pose a great security risk. In terms of your prison base I'm afraid you will have to house your own rebel prisons on your own soil. We will not be dragged into your internal affairs.
ok, i understand you are worried about security, especially since i was temporarily blinded by the fact that we are at tensions with the kirins, and i do not think it is fair to drag you into that. The only thing i have to ask you is for a small amount of lands for factories since those don't really threaten security of your nation.

All positions well be open to election by the members for those nations who are WA members, election takes place every quarter. That being said i havent run any yet due to membership being quite small. We dont have an off site forum yet again due to membership numbers. Though i am planning to set one up in due course.
Ill give you the UK (including Northern Ireland) to start of with, you can role play for 3 provinces a month. The idea is to keep expansion at a reasonable pace.

I'm happy to allow some investment in factories to take place in 
Parakka though i would have to know what those factories are to be used for. If we allow you to invest in some factories it well be a part ownership arrangement with a relevant business to your requirements for the time being. Once the "situation" in Northern Europe calms down then things can be re-evaluate.
In other news, we have begun discussions with the Indecent States of Australia to bring them into the Parakkan Fold. We hope to complete these discussions within the month.
