You're right, it's going to be quite a challenge. We need to bribe some of the Councillors, spread some secret facts about his life (like he never sleeps without his favourite rubber duck), and maybe forge some fake evidence about a conspiracy or something. People love a good conspiracy these days *rubs paws*

The ambassador i'm gonna be sending is a morally questionable person all around,although not nearly as morally questionable as the worst that my mind can come up.(Although i would love to scar you guys.)(JK.)Also,he is a hopeless romantic.(OK,OK,nobody else wanted to be an ambassador,we were desperate,alright.)

What would happen

He would enjoy the tea of course,although he would make some inappropriate comment related to the tea and the Empress. he would tell the Empress about his favorite hobbies,which include playing with the remains of RingPops by spinning them and battling with his equally weird friends.Also,he would tell her that the only reason why he likes chocolate is because of the heartburn which it gives to him,and he loves the heartburn.All in all,it would be a very uncomfortable experience for the Empress and relations between the C.S.O and Syca will dwindle.We will also fire the man and look for a new ambassador to Syca.
