Those are dire news indeed. The high council of Genomita will render any help neccesary to deal with this situation, you have my word.

It is vital that our governments work co-operatively in this matter. Our protection committee have announced a nation-wide state of emergency as the death toll continues to drastically climb. A notice of evacuation has been issued to the the entire population of the country as radioactive clouds proceed to travel southward. We would like to ask that our citizens be granted open access into the surrounding Arctic countries for their benefit and to quarantine those that may be suffering from conditions relating to the high levels of radiation.

We cannot gaurantee the radiation will stay within our borders, we only ask for help in this most tragic of times.

Arctacion - Our nation will of course place great importance upon the welcoming of your citizens into our nation at this dire time. Hospital boats have been set up offshore for the testing and quarantining of any contaminated citizens, and regular ferries will be used to take your citizens both to them, and from them towards our safer shores. Our national guard will provide security.

we remain confident that radiation shall not pass into our territories or waters, nor contaminate our land. However, our dealings with radioactive material are few, and our hospitals may not be able to cope. Whilst our compassion and infrastructure is of no doubt, our expertise does not lie in this field. For maximum effectiveness, we are therefore calling for healthcare professionals form other nations in the region with knowledge in this field to volunteer for our hospital boats.

After a tense international media black-out lasting 6 Days, the Nation of Balasite has awoken as a changed nation. 4 Days of continued precision aerial strikes have rendered "Councilist" Forces scattered. Coupled with the humanitarian crisis in Arctacion most rebellion has stopped. For now the masses of Balasite has united under the crown.

The Arctacion Goverment is grateful for the support from the Federation of Polar Islandstates in this tragic time in our nations history. It is has been reported that the death toll has risen to 897,000 and gradually counting as our Nuclear, Biological and Chemical army regiments arrive at towns scattered across the Northern territories. This is the single most catastrophic human caused disaster in Arctacion's 900 year history. It'll take several years for the effects of this event to subdue, but of course the emotional effects will forever remain.

This has nonetheless harmonized our people and brought families closer together. Long live our people and long live Arctacion, the unchartered plateau.

The Federal Privy Council of Balasite in regards to the situation in Arctacion has released this statement:

In an effort to create lasting relationships in the Arctic Region, the Government of Balasite has instituted an Open Border Policy for all nationals of Arctacion. The Balasitian Government has 2 Options for Arctacion Nationals:

Option 1: Arctacion Nationals General-Emergency Letter "ANGEL Visa" renewable once, 6 month terms.
Option 2: Occupational Research Committee-Arctacion "ORCA Visa" unlimited renewal, 10 month terms.

Recipients of the "ANGEL Visa" if able to find employment will not be subject to local, dominion or national income and sales taxes. Recipients of the "ORCA Visa" if able to find employment will face a 15% Flat Income Tax with 25% of all received funds contributing to the Arctacion National Government to help fund relief efforts. I have posted a telegram I recieved for everyones opinion, I don't know if we could get a descision from board posts or if you want to hold a vote on the lines of our election vote, if we were to vote yes someone would have to coordinate it.

Our citizens have gladly taken advantage of Balasite's new open border policy for stricken Arctacion nationals. I am sure that in reference to your VISA choices, the majority will remain short term, just until the high radiation levels subdue to a 'Healthy' degree. A minority of my citizens may wish to apply for citizenship in your country. Whether that be full or dual I cannot say at this moment, but over 150,000 Arctacion nationals have departed for distant countries far from the Arctc circle.

In regards to the telegram publishede by The Ice Bears, I would prefer to stay out of this matter. I have no desire to get the Arctic involved in a war that is not our own and make us a target for hostile takeovers. However, if the result of our election on this subject would show that the majority of you wish to assist Red Kagran in it's military operation, it will be my duty as your delegate to respect your wishes and see to it that your demands are met.

The Federation of Polar Islandstates would like to ask Arctacion for an update on their hospital spaces, for the following reason.

Our hospital boat system has worked well, and the testing ships are still operating at a high capacity. Over 500,000 Arctacion citizens have now been passed healthy and reached our shores in the temporary settlements we have set up on some of our uninhabited islands. This marks an increase in our population of 12%, and as such unfortunately their amenities there are basic but comfortable, and we are providing regular transport between these settlements and our own conurbations.

However, away from the healthy citizens, the problem is getting difficult. Our quarantine ships are almost full at 125,000 and the government remains reluctant to set up entire settlements for patients requiring such levels of care, as out funds cannot stretch to that. As such we would like to know if there is any possibility we could transfer some of the patients back to Arctacion, provided there are healthcare facilities able to take them in. This way, we would be able to continue treating and taking in fresh refugees.

If no such space is available, either in Arctacion or any other Arctic Nation, then our government regrets to announce that shortly we will be forced to close our borders to all citizens from Arctacion, including the healthy, due to having no space to treat and test their health. This is a measure we are highly reluctant to undertake, but our hand may be forced.

To the Government of the Federation of Polar Isandstates

It is with deep regret that we cannot accept the return of Arctacion citizens at this moment in time. There is an overwhelming amount of emigrants leaving our borders for immediate healthcare in close-by nations. We have increased the number of specially arranged charter flights tenfold to leave on 3 hourly basis, with up to 15,000 citizens leaving per day. The current status of the radiological exposure is still critically high at this time and we urge your Government to find an effective resolution to the overbearing amount of Arctacion national's your country has been burdoned with.

We highly recommend you negotiate with nearby nations to work on a deal in the receiving and transference of our nationals until the crisis has subdued. At the current rate, our scientists have recently announced that approxamately 85% of the Arctacion will be safe for complete re-entry by April 5th 2011. In regards to our hospital situation, four of the nine super-hospitals that were located within relative proximity of the devastation were immediately evacuated, leaving an undetermined amount of uncared patients with minimal or no healthcare.

As you can tell, our country is on the verge of collapse and with the threads of rational thinking that still exist, Arctacion would much appreciate the effort if your government could create the funds needed to take of our citizens on a temporary basis or to negotiate with nearby nations.

Arctacion, we have recieved you rmessage for continued support and we are acting accordingly. In the coming months, it had been our hope to announce to our region the successful expansion of our nation with the addition of seven more states into the Federation, and therefore the Arctic region itself. For reference states are Grenlund, Nunivak, Sakhalin, Farosea, Ellismare, St Lawrence and Kuril Archipelago. This will almost double the amount of states in the Federation, and add another 3 million to our population. Although the acceptance into the Federation for these states is still a number of months away, we have been liaising with the interim Governments of Grenlund and Ellismare, two pre-states with vast amounts of space and healthcare facilities of a high enough standard and they are preparing as we speak to start accepting your citizens. With Farosea and Sakhalin readying themselves should they be needed as well, we are confident that we will have the resources to meet demand.

From next week, all Arctacion citizens will, instead of being welcomed to our hospital boats, be transported to Ellismare and Grenlund immigration facilities. This will undoubtably be a bit of an inconvenience at first, but we are confident that it will provide the best care possible for your citizens.

(OOC: these new states are probably recognisable to many as real areas with their names slightly changed, in my RP, I intend them still to be smallish islands, so it shouldn't harm any map claims any other nation has. Furthermore, having been interested in NSsports since arriving here, I am also considering a move to a more sports orientated region. I will of course wait til current RP story arcs are completed before doing so, and will keep you abreast of any decisions I make.)

The news of your planned future expansions by the creation of new states is thrilling news. We anticipate that many Arctacion citizens may wish to remain in one of these designated states for future residence. This statement at this stage is presumptious, but our government believes many migrants will choose not to return for obvious reasons. I would like to discuss further regarding the possible establishment for communities of Arctacion decent. We are not aware of your foreign residence policies or citizenship law's but we hope you can take this into a fair consideration.

Our national's are fast adapters, so as long as a fundamental living standard is provided in one of these pre-designated states, I am sure they will be comfortable and will socially intergrate with your people also.

We would no doubt be delighted to welcome your citizens as permanent members of our nation, whether as citizens of our nation, or citizens with dual nationality. The number we can accept is far greater in our forthcoming pre-states than it is in our existing states, and naturally we would probably have to do a survey to see how many of your citizens would choose to stay, were the number 100% for example, we would have to rethink our planned arrangement of relocation.

As for communities of exclusively Arctacion descent, our Government is currently reserving its judgement. Intergration between citizens of various is increasing in greater numbers, and whilst we concede that the formation of Arctacion-based settlements may be the optimum outcome for many of your people, it may lead to alienation and resentment amongst some of the more xenophobic of our own citizens. In the vast majority however, our nation's people are compassionate and hardy, and volunteers are continuing to flood into our docklands for transportation to the quarantine ships or Grenlund and Ellismare. We would like to reiterate our request for more healthcare professionals with an expertise in radiation afflictions however, as many of our doctors are on a steep learning curve here.

As a final note, I have received telegrams from the interim Governor of Sakhalin, whose territory includes a number of vast uninhabited islands. It would require a huge effort on the part of our governments, but the formation of Arctacion settlements on these islands, and the cessation of them into a new state as part of our Federation, or as a country in their own right, is something your relocated citizens may wish to consider. The islands are of little worth to Sakhalin or our nation in terms of natural resources or naval territorial claims, but their locatioin is optimum for development and the land forgiving.

The Privy Council of Balasite:

The Government of Balasite in a response to the woes the Arctacion Nation has repositioned the re-instituted 3rd Fleet off the coast of Arctacion. In addition the Government has chartered the ships of the "Arctica Voyages" Cruise Lines with a carrying capacity of 15,000
(5 Ships at 3,000 capacity each) additional measures may be taken at the request of Arctacion.

As for refugees, the Government of Balasite echos the concern brought forth from Polar Islandstates regarding the position and treatment of such a large contingent of foreign nationals and integration in to Balasitian Society. Although we have stated concerns the additional work-force, especially in the wake of our "Civil Incident" will be welcomed in our Southern Dominions.

It has come to our attention that while some regions spread embassies around as if they mean nothing, both our regions are far more picky about doing so. In this light I send you this message to first inquire about your foreign affairs policies.

To the Federtion of PolarIslandstate

In response to your contact with the Governor of Sakhalin, Our Government would like to further discuss the possibilities of establishing a permanent colony in one the aforementioned islands. A shipping lane would need be planned in advance to supplement for the lack of natural resources that the said Islands provide.

The Arctacion government can announce that in response to your request for professional aid in chemical related fields, we would like to dispatch our 53rd Chemical Alert Squadron that will assist in the assessment of our incoming citizens with advanced radiological detection technologies, and aid in the relief of any fallout that may have entered via a number of our citizens. We would also like to offer naval support to help with the maritime efforts of quarantined Arctacions.

Our defence officials contacted our Naval HQ after our last discussion and they would be more than happy to covert and re-fit three discommissioned SSA Air Craft Carriers to aid this effort. They are expected to be ready and delivered on March 20, 2011. A group of our most prestigious doctors from the Warrington Nuclear Facility in Meadow Falls are willing to meet with your officials to oversee the health and safety aspects of your operations.
