The DIFC Conference Centre was filled with businessmen, government officials, and the press as the World Energy Conference officially begins. The DIFC is a special economic zone in Dubai established in 2004 and considered the financial hub for both the Kingdom of Saudi Arabia, and the greater Middle East, Africa and South Asia (MEASA) markets. The DIFC possesses its own independent, internationally overseen regulator and judicial system, common law framework, a global financial exchange, a tax-friendly regime, and a large business community. The district is governed by a common-law framework distinct from the Saudi Arabian legal system, with laws and regulations issued in English. It also houses hundreds of financial institutions, including wealth funds and private investors, but it also hosts multinationals, retail outlets, cafés, restaurants, residential space, public green spaces, hotels and art galleries. Where the city of Dubai is the financial capital of the Saudi Kingdom, the DIFC is in turn the beating heart of Dubai's vast financial reach. When the Ministry of Energy began searching for a proper venue to host the World Energy Summit, no specific location seemed to offer a more attractive bid.

Dr. Suhail Al-Noami, Saudi Arabia's Minister of Energy, had been preparing for an event like this since he assumed his position in 2016. His PHD in Petroleum Engineering from Texas A&M had specifically focused on the need for international cooperation to keep oil markets stable in the 21st Century's changing global economy. With European benchmark Brent down to $51.54 per barrel on Friday, compared to $75 one year ago, Saudi Arabia, the largest oil producer in the world resorted to massive production cuts to lift prices since the oil market crash in mid-2014. In June, the Ministry of Energy extended by nine months an earlier reduction of 1.2 million barrels per day, but the move has failed to arrest the price decline in light of a faltering global economy. With the energy leaders of the top producing nations in the world now gathered, Al-Noami would have a chance to put his thesis into motion in order to repair the global oil markets.

As the room began to fill up, Deputy Energy Minister Ibrahim Al-Fahad, who had been at Dubai International Airport personally welcoming the dignitaries from around the world, whispered to Al Noami that the conference was ready to begin. Dr. Al Noami, notes in hand, promptly stood at the podium to deliver opening remarks.

Dr. Suhail Al Noami: Good morning ladies and gentlemen. I'd like to start us off by welcoming the many esteemed dignitaries in this room. It's a rare occasion to find so many of us in one place, and I am glad that this Summit has brought us together. As we all know, we are living in a changing world. Day by day, month by month, year by year, everything is changing. From the way we travel, the way we commute to work, the way we live. The 21st Century has brought the world unmatched prosperity and has changed the world for the better; our industry included. The Kingdom has grown its renewable energy portfolio by more than 400% in the last 10 years, and is on track to double that again in the coming decade, and I know many other countries are now looking towards renewable energy sources and reducing our carbon emissions. Climate change and environmental challenges will define this century. There is no question about that.

As the world changes, so do we. Our industry has the means to help build on these gains. However, it will be impossible to utilize any petroleum wealth if the market is non-existent. The past few years have shown demand drop considerably, as supply around the world has increased at an unprecedented rate. Without proper controls over the industry, it will collapse on itself. We, as the oil producing nations of the world, must responsibly look at our production and develop a cohesive and beneficial strategy to combat this overflow into the markets, before it is too late.

Those gathered here today represent the interests of the majority of the world's producing and exporting nations, and possess the rare ability to act according to what is needed. What am I proposing ladies and gentlemen is an organization. An energy partnership across us oil producers that can coordinate and unify the petroleum policies of its members and ensure the stabilization of oil markets in order to secure an efficient, economic and regular supply of petroleum to consumers, a steady income to producers and a fair return on capital for those investing in the petroleum industry. Regardless of political, social, religious, or other differences, the petroleum industry is one thing that remains static amongst all different ideologies. Together, we can formulate policies that can serve to benefit us all through establishing the mutually beneficial and cohesive petroleum policies that this market deserves.

Ladies and gentlemen, welcome to the Dubai World Energy Conference. I look forward to the discussions to be had today, as well as the responses to the proposals set out here today.

however we feel that before we can agree to anything there should be more information about what the hierarchy in this cooperation will look like
and how much profit my country stands to gain or lose.
My country understands that with the current state of the world our countries oil industry is not how we would like it to be.
as we all know everyone wants to sell their oil and make sure theirs will be bought first,
which in return could lead to some countries selling more while others wont sell at all.
this is why my country asks you for a little bit more information regarding hierarchy and profit margins.
so that we could make a more informed decision.

Fosna is today a larger producer of Petroleum; with an estimated production of 2.2 million barrels per day.
We are glad that this summit has taken on the larger debate of enviormental stability, and the sustainability of the energy market even after the age of petroleum.
Fosna has used its production and export of petroleum to build up one of the largest soverign wealth funds in History; with a current value of 1500 billion dollars US.
Fosna has since the 1990s lead the world in development of renewable energy, and uses its wealth fund to fund renewable energy all over the world. In Fosna, our nation currently is entirely self-sufficient in terms of energy; with 92% of its energy beeing renewable; either by hydropower, or wind power. We also lead the world in development of wave power research, and microgeneration. We have also in recent years taken to expand our Nuclear power production, as we believe that the fight against global warming cannot be won with hydro and wind-power alone; but that also nuclear power must play a part. We also subsidize the sale of electric cars in our nation, and in the last 10 years, over 12% of our national fleet of vehicles have been changed to electric. in 2019, 50% of all new vehicles sold were electric.

we hope that other nations will also consider re-investing their petroleum earnings in renewable energy. When nations are self-sufficient in terms of renewable energy, and are well on their way of changing out their vehicles from petroleum engines to electric ones, we also hope that national agendas will phase out petroleum production in favor of green energy production.

Fosna also has the pleasure of announcing that last week, we announced the construction of a new nuclear power plant outside Nidaros, which will produce allmost 5% of Fosna's current energy need.
We also announce that we are prepared to work closely with other nations who wish to develop nuclear power capabilites by themselves.

I hope the attendees of the World Energy Conference will all concider following our lead when it comes to green energy, and changing their production of use of energy from petroleum to renewable or green soures.

Speaking amongst themselves briefly and quietly following the end of his opening speech, the Eulumian delegation quickly gave their attention to the Fosnian delegation as they spoke. Director Ratunur nodded along with the words of the Fosnian Minister of Energy Alfred Hamburger's words, thinking to herself especially of the transition from petroleum based societies to greener and far more Eco-friendly ones. Following the speech, Corporate Alliance Magistrate Passel stood in order to speak.

Magistrate Utari Passel: "I am unsure if many of you know who I am, but I am Utari Passel, Magistrate of the Corporate Alliance, a corporate entity created by the Eulumian government to oversee the extraction and procurement of raw resources. The Corporate Alliance produces just shy of 900,000 barrels of petroleum a day, a number that may come as a bit of a surprise to some of you as our nation isn't too well known for our oil production. However, I would like to raise the concern of competitive market prices; what will become of them and how will the private sectors be able to properly price their oils in a competitive marketplace setting? Will an international organization do away with competitive pricing and standardize our oil prices for us, Dr. Al-Noami?"

The Magistrate asked as he looked over to the host of the Conference before being joined by the Eulumian Director of Energy. Gesturing to the large group of representatives she began to speak.

Director Yuliana Ratunur: "If I may also add, Dr., Minister Hamburger and Magistrate Passel both bring up valid points; the world is changing its outlook on petroleum based vehicles and is making a conscious shift towards greener and cleaner alternatives in this twenty-first century. I recognize the need to create an international organization with potential for saving this declining industry, however wouldn't the standardization of prices and policies across various different nations do little to help bolster this industry?"

To that end, we invite those nations here today to tour the latest synthetic oil farms the Union has built alongside the bio-fuel farms we have also built. Dr. Suhail Al-Noami: I'd like to take a few moments to answer some questions raised by my respective colleagues from Tranxilva, Eulumia, and Siberia regarding how we currently envision this proposed organization to be set up, and how such an organization can serve to revive the global petroleum industry. Energy resources by virtue of their nature are the key product and strategic commodity in today’s world economy. Industry worldwide is dependent on the resources for survival and their cost will always affect the price of the finished product, thereby controlling energy supply is a powerful tool in today’s international market.

In this proposed organization, the economic growth of member countries is absolutely essential, and will be one of the aims of this cartel. For many developing countries rich in petroleum and other natural resources, these export revenues dominate their economy, and having a stable market will benefit them greatly. Although this revenue will continue to increase in the future, there is a point where oil will run out, and all the money that is generated by oil will disappear with it. That is why these investments need to be implemented immediately, and the immediate development of an organization is imperative. Investments made into oil and gas projects that stretch beyond maintenance and production expansion would significantly benefit these natural resource heavy economies. Of equal importance is investment in social capital; education, transportation, telecommunications, healthcare, etc and the investments toward economic diversification. If these investments are made while oil revenues are steadily increasing, member countries will benefit socially and economically in the future, while richer states will also be able to invest more into clean energy potential in their states.

How should producers, those that have the capability to increase production capacity, react to the new dynamics, in an industry where the upfront investment is large and the lead-times are long? Should they hold their breath a little longer to see how the situation transpires, should they take, so to speak, lightweight actions to tackle a short-term development, or should they adopt rather different measures to handle a more fundamental, longer-term phenomenon? In pondering thus, we must remember that us producers face a huge burden of risk in investing heavily in capacity that may not be needed. Therefore, my team and I have developed a set of proposals that would help to regulate this organization, as following.

Al-Noami motions to his aides who pass around packets to the dignitaries present, titled "Proposals for an Oil Cartel's Rules & Regulations - the OPEC Statute". Once everyone in the room has one of these folders. Al-Noami begins to read from the packet his proposals.

CHAPTER I Organization and Objectives

Article 1

The Organization of the Petroleum Exporting Countries (OPEC), hereinafter referred to as “the Organization”, shall carry out its functions in accordance with the provisions set forth hereunder.

Article 2

A. The principal aim of the Organization shall be the coordination and unification of the petroleum policies of Member Countries and the determination of the best means for safeguarding their interests, individually and collectively.
B. The Organization shall devise ways and means of ensuring the stabilization of prices in international oil markets with a view to eliminating harmful and unnecessary fluctuations.
C. Due regard shall be given at all times to the interests of the producing nations and to the necessity of securing a steady income to the producing countries; an efficient, economic and regular supply of petroleum to consuming nations; and a fair return on their capital to those investing in the petroleum industry.

Article 3

The Organization shall be guided by the principle of the sovereign equality of its Member Countries. Member Countries shall fulfil, in good faith, the obligations assumed by them in accordance with this Statute.

Article 4

If, as a result of the application of any decision of the Organization, sanctions are employed, directly or indirectly, by any interested company or companies against one or more Member Countries, no other Member shall accept any offer of a beneficial treatment, whether in the form of an increase in oil exports or in an improvement in prices, which may be made to it by such interested company or companies with the intention of discouraging the application of the decision of the Organization.

Article 5

The Organization shall have its Headquarters at the place the Conference decides upon.

Article 6

English shall be the official language of the Organization.

CHAPTER II Membership

Article 7

A. Founder Members of the Organization are those countries which were represented at the First Conference, held in Dubai, and which signed the original agreement of the establishment of the Organization.
B. Full Members shall be the Founder Members, as well as those countries whose application for membership has been accepted by the Conference.
C. Any other country with a substantial net export of crude petroleum, which has fundamentally similar interests to those of Member Countries, may become a Full Member of the Organization, if accepted by a majority of three-fourths of Full Members, including the concurrent vote of all Founder Members.
D. A net petroleum-exporting country, which does not qualify for membership under paragraph c above, may nevertheless be admitted as an Associate Member by the Conference under such special conditions as may be prescribed by the Conference, if accepted by a majority of three-fourths, including the concurrent vote of all Founder Members. No country may be admitted to Associate Membership which does not fundamentally have interests and aims similar to those of Member Countries.
E. Associate Members may be invited by the Conference to attend any Meeting of a Conference, the Conference or Consultative Meetings and to participate in their deliberations without the right to vote. They are, however, fully entitled to benefit from all general facilities of the Secretariat, including its publications and library, as any Full Member.
F. Whenever the words “Members” or “Member Countries” occur in this Statute, they mean a Full Member of the Organization, unless the context demonstrates to the contrary.

Article 8

A. No Member of the Organization may withdraw from membership without giving notice of its intention to do so to the Conference. Such notice shall take effect at the beginning of the next calendar year after the date of its receipt by the Conference, subject to the Member having at that time fulfilled all financial obligations arising out of its membership.
B. In the event of any country having ceased to be a Member of the Organization, its readmission to membership shall be made in accordance with Article 7, paragraph c.

CHAPTER III Organs

Article 9

The Organization shall have two organs:
I. The Conference;
II. The Secretariat.

I. The Conference

Article 10

The Conference shall be the supreme authority of the Organization.

Article 11

A. The Conference shall consist of delegations representing the Member Countries. A delegation may consist of one or more delegates, as well as advisers and observers. When a delegation consists of more than one person, the appointing country shall nominate one person as the Head of the Delegation.
B. Each Member Country should be represented at all Conferences; however, a quorum of three-quarters of Member Countries shall be necessary for holding a Conference.
C. Each Full Member Country shall have one vote. All decisions of the Conference, other than on procedural matters, shall require the unanimous agreement of all Full Members. The Conference Resolutions shall become effective after 30 days from the conclusion of the Meeting, or after such period as the Conference may decide unless, within the said period, the Secretariat receives notification from Member Countries to the contrary. In the case of a Full Member being absent from the Meeting of the Conference, the Resolutions of the Conference shall become effective unless the Secretariat receives a notification to the contrary from the said Member, at least ten days before the date fixed for publication of the Resolutions.
D. A non-Member country may be invited to attend a Conference as Observer, if the Conference so decides.

Article 12

The Conference shall hold two Ordinary Meetings a year. However, an Extraordinary Meeting of the Conference may be convened at the request of a Member Country by the Secretary General, after consultation with the President and approval by a simple majority of the Member Countries. In the absence of unanimity among Member Countries approving the convening of such a Meeting, as to the date and venue of the Meeting, they shall be fixed by the Secretary General in consultation with the President.

Article 13

The Conference shall normally be held at the Headquarters of the Organization, but it may meet in any of the Member Countries, or elsewhere as may be advisable.

Article 14

A. The Conference shall elect a President and an Alternate President at its first Preliminary Meeting. The Alternate President shall exercise the responsibilities of the President during his absence, or when he is unable to carry out his responsibilities.
B. The President shall hold office for the duration of the Meeting of the Conference, and shall retain the title until the next Meeting.
C. The Secretary General shall be the Secretary of the Conference.

Article 15

The Conference shall:
1. formulate the general policy of the Organization and determine the appropriate ways and means of its implementation;
2. decide upon any application for membership of the Organization;
3. confirm the appointment of Members of the Secretariat;
4. direct the Secretariat to submit reports or make recommendations on any matters of interest to the Organization;
5. consider, or decide upon, the reports and recommendations submitted by the Secretariat on the affairs of the Organization;
6. consider and decide upon the Budget of the Organization, as submitted by the Secretariat;
7. consider and decide upon the Statement of Accounts and the Auditor’s Report;
8. call a Consultative Meeting for such Member Countries, for such purposes, and in such places, as the Conference deems fit;
9. approve any amendments to this Statute;
10. appoint the Secretary General; and
11. appoint the Auditor of the Organization for a duration of one year.

Article 16

All matters that are not expressly assigned to other organs of the Organization shall fall within the competence of the Conference.

II. The Secretariat

Article 17

The Secretariat shall carry out the executive functions of the Organization in accordance with the provisions of this Statute under the direction of the Conference.

Article 18

The Secretariat of the Organization shall consist of the Secretary General and such Staff as may be required. It shall function at the Headquarters of the Organization.

Article 19

A. The Secretary General shall be the legally-authorised representative of the Organization.
B. The Secretary General shall be the chief officer of the Secretariat, and, in that capacity, shall have the authority to direct the affairs of the Organization in accordance with directions of the Conference.

Article 20

A. The Conference shall appoint the Secretary General for a period of three years, which term of office may be renewed once for the same period of time. This appointment shall take place upon nomination by Member Countries and after a comparative study of the nominees’ qualifications. 15 years experience, of which at least 10 years should have been spent in positions directly related to the oil industry, and five years in highly responsible executive or managerial positions. Experience in Government-Company relations and in the international aspects of the oil industry is desirable. Should, in any case, a unanimous decision not be obtained, the Secretary General, in that case, shall be appointed on a rotational basis for a term of two years without prejudice to the required qualifications.
B. The Secretary General shall be a national of one of the Member Countries of the Organization.
C. The Secretary General shall reside at the Headquarters of the Organization.
D. The Secretary General shall be responsible to the Conference for all activities of the Secretariat. The functions of the different departments shall be carried out on his behalf and under his authority and direction.
E. The Secretary General shall attend all Meetings of the Conference. Should the Secretary General be unable to attend any Meeting of the Conference, the Officer in Charge of the Secretariat shall attend such Meeting, representing the Secretary General.

Article 21

The Secretary General shall:
1. organize and administer the work of the Organization;
2. ensure that the functions and duties assigned to the different departments of the Secretariat are carried out;
3. prepare reports for submission to each Meeting of the Conference concerning matters which call for consideration and decision;
4. inform the Chairman and other Members of the Conference of all activities of the Secretariat, of all studies undertaken and of the progress of the implementation of the Resolutions of the Conference; and
5. ensure the due performance of the duties which may be assigned to the Secretariat by the Conference or the Conference.

Article 22

A. The Directors of Divisions and Heads of Departments shall be appointed by the Secretary General with the approval of the Conference.
B. Officers of the Secretariat, upon nomination by their respective Government or by direct recruitment, shall be appointed by the Secretary General in accordance with the Staff Regulations. In making such appointments, the Secretary General shall give due consideration, as far as possible, to an equitable nationality distribution among Members, but such consideration shall not be allowed to impair the efficiency of the Secretariat.

Article 23

The staff of the Secretariat are international employees with an exclusively international character. In the performance of their duties, they shall neither seek nor accept instructions from any government, or from any other authority outside the Organization. They shall refrain from any action which might reflect on their position as international employees and they shall undertake to carry out their duties with the sole object of bearing the interests of the Organization in mind.

Article 24

A. The Secretary General shall be assisted in the discharge of his duties by a Division of Research, a Division of Support Services, his own Office, and any division or department the Conference may see fit to create;
B. Notwithstanding the provisions of Article 33, and where the efficient functioning of the divisions and departments of the Secretariat so requires, the Conference may, upon recommendation of the Secretary General, authorise the Secretary General to transfer functions or units from one division or department to another.

Article 25
A. The Division of Research shall be responsible for:
1. conducting a continuous programme of research, fulfilling the needs of the Organization, placing particular emphasis on energy and related matters;
2. monitoring, forecasting and analysing developments in the energy and petrochemical industries, and the evaluation of hydrocarbons and products and their non-energy uses;
3. analysing economic and financial issues of significant interest, in particular those related to international financial and monetary matters, and to the international petroleum industry;
4. maintaining and expanding data services to support the research activities of the Secretariat and those of Member Countries; and
5. contributing to the coordination of OPEC Member Countries in international negotiations.
B. The Division of Support Services shall:
1. be responsible for all organization methods, the provision of administrative services for all meetings, personnel matters, budgets, accounting and internal control;
2. study and review general administrative policies and industrial relations methods used in the oil industry in Member and other countries, and advise Member Countries of any possible improvements;
3. keep abreast of the current administrative policies and/or policy changes occurring in the international petroleum industry which might affect the Organization or be of interest to it;
4. be responsible for presenting OPEC objectives, decisions and actions in their true and most desirable perspective;
5. be responsible for disseminating news of general interest regarding the Organization and the Member Countries on energy and related matters; and
6. be responsible for carrying out a central information programme and identifying suitable areas for the promotion of the Organization’s aims and image.

Article 26

A. The Secretary General shall commission consultants, as necessary, to advise on special matters or to conduct expert studies when such work cannot be undertaken by the Secretariat.
B. The Secretary General may engage such specialists or experts, regardless of nationality, as the Organization needs, for a period to be approved by the Conference, provided there is a provision for such appointment in the Budget.
C. The Secretary General may at any time convene Working Parties to carry out any studies on specific subjects of interest to the Member Countries.

CHAPTER IV Consultative Meetings and Specialised Organs

Article 27

A. A Consultative Meeting shall be composed of Heads of Delegations of Member Countries or their representatives.
B. In case a Conference is not in session, a Consultative Meeting may be convened at any time at the request of the President of the Conference.
C. The Agenda of each Consultative Meeting shall be prepared by the President of the Conference, unless it has been previously specified by the Conference itself.
D. The Consultative Meeting may pass decisions or recommendations to be approved by the next Conference, unless otherwise authorised by a previous Conference.

Article 28

A. The Conference may establish specialised organs, as circumstances require, in order to assist in resolving certain problems of particular importance. The specialised organs shall function in accordance with the Resolutions or Statutes prepared to that effect.
B. The specialised organs shall operate within the general framework of the Secretariat of the Organization, both functionally and financially.
C. The specialised organs shall act at all times in accordance with the principles of the Organization, as set out in the Resolutions of the Conference.

CHAPTER V Financial Provisions

Article 29

A. The Budget of the Organization shall be drawn up for each calendar year.
B. The Conference, in accepting any Associate Member to the Organization, shall ask it to pay a fixed annual subscription, to be considered as its financial contribution to the Organization.
C. Budget appropriations shall be apportioned on an equal basis among all Member Countries, after taking into consideration the annual subscriptions of the Associate Members.

Article 30

A. Each Member Country shall bear all expenses incurred in sending delegations or representatives to Conferences, Consultative Meetings and Working Parties.
B. The Organization shall bear the travelling expenses and remuneration of the Secretariat who attend the Meetings of the Conference.

CHAPTER VI Additional Provisions

Article 31

Amendments to this Statute may be proposed by any Member Country. Such proposed amendments shall be considered by the Conference which, if it so decides, shall recommend their adoption to the Conference.

Article 32

All Resolutions contrary to the context of this Statute shall be abrogated.

Article 33

This Statute shall be applied from 1 June 2020

Pascal III to reopen the Index Librorum Prohibitorum
In an Apostolic Constitution released today, Pope Paschal III has decided to re-establish the Sacred Congregation of the Index, a subordiate dicastery to the Inquisition whose job is to censor and forbid certain works. In a statement earlier today Pascal III said, "While certainly there are a number of works too great for it to be reasonable to attempt to review every single one, it was decidedly imprudent of my predecessor to altogether disband the Index. As such, it will continue to review major creative works of all kinds, and provide a general set of rules to Catholics throughout the world to determine what may be offensive to the faith."

Most notably, the Index will be renamed to the Index of Forbidden Works, as it has now been authorized to review and censor media and online works in addition to print. Paschal III further encouraged Catholics who wish to produce creative works to seek a nihil obstat declaration from their Bishop, which has been expanded in scope to include all types of works. He also announced that the imprimatur could be granted to other types of works including film and television if it is particularly beneficial to the Faith. One such work, a dramatization of the apparition of Our Lady of Fatima, is rumored to be in the process of getting a Papal imprimatur on the heels of this announcement.

The Southern Africa Trade and Transport Summit.

Last week in the Cape town International Conference Center delegations from Tranxilva and Infiny come together to discuss Trade and Transport in the region. Although the invitation for the summit came from the royal household, the king did not attend the meetings. King Timulon III was present for the press picture moment but left afterwards. Negotiations were led by the minister of transport, mister Transvale. The summit lasted for about 4 hours after which a press conference was scheduled. As expected, a railway renewal plan was announced. The plan first suggested by the Tranxilvan government was finalized during the summit. The railways connecting Tumolia with Tranxilva will be modernized to support larger and more frequent trade. Infiny agreed to replace old railways connecting to Tumolia. Further plans to build a railway line between Tranxilva and Infiny have been proposed but further negotiations are expected before construction can begin. The results of this summit come only days after both Tranxilva and Tumolia have announced to join the NAM.

A bomb has exploded at the Kathelion market square. At 10.03 AM an explosion was reported. It is at this moment unclear how many people have been killed. The Market square is one of the busiest places in the city and is was crowded with people on the moment of the explosion. Witnesses claim at least 3 people were killed instantly, but official numbers have not been released. At least 10 people have reportedly been wounded. The explosion comes weeks after an explosive device was found on the Freedom park in Cape Town. it’s unclear if there is any connection between the two events.

Kyoji stepped out as the visitor stepped in. She went to speak, but was quickly cut off by Shimamoto. "Who are you to claim to be my non-existent sister? One who would step in front of me without fear of consequences of such lies? Speak and explain yourself!" he commanded. The woman looked down and smirked. "Mother said this would happen. Listen, I'm not here to make up stories. I'm not here to harm you, as I can tell you're thinking that. I'm here to help you, brother. As a Higashikuze, we must stick together as Amaterasu commands." she said. Without showing emotion, Shimamoto spoke again. "Anyone can know our lineage and our family name. Your base of knowledge is public." he judged. "Out! Guards!" boomed Shimamoto.

"Don't do this Kageaki!" she exclaimed. Shimamoto raised his hand to stop the guards. When he lowered it, his face showed surprise and confusion. "What did you just call me?" he asked. She smirked. "Answer!" he commanded. She nodded and proceeded to speak. "Higashikuze Kageaki, better known as Lord Emperor Shimamoto, or Lord Emperor of Japan. My older brother. The first born of Higashikaze Koyomi." she said while staring him in the eyes.

"I retract my statement. Your knowledge base isn't just public knowledge. Why did I not know of your existence until this very moment?" he asked. "Mother. It had to do with our mother." she quickly answered. Shimamoto thought to himself for a quick minute. He then nodded at her and spoke. "We have much to discuss." he said.

Present Day

In the Imperial Dining Hall, Emperor Shimamoto and his sister, Higashikuze Sumiko, sat across from each other. Shimamoto wasn't seated with his family as he needed time to catch up with his sister and what she has been living through. She explained that she was born a few years after he was, but their mother didn't want the competition in the family so she sent her off to live with relatives in the southern areas of Japan. She spoke of how she later how she'd come to hate him, but learned it wasn't his fault for her being sent away. Her resentment turned towards her mother, but she passed away before she could act against her. The conversation culminated into a discussion about current tensions across Japan.

"Despite my leadership and strong hand, parts of Japan are splintering. Even though they are small areas, they are apart of Japan nonetheless." explained Shimamoto. Sumiko thought for a second. "The Democrats?" she asked. Shimamoto nodded at this. "Yes, but also the communists and fascists to the south. I feel they wish to challenge Mother Amaterasu's will for her own bloodline to rule this land. I doubt they see past scars anymore." said Shimamoto.

"These scars that bind us are nothing more than vanity at this point. They sense a shift in power and they are acting in preparation for a day they understand will come. That is the day, or perhaps, time you will be tested. If you come out victorious, then they would have to submit and your power would be absolute." explained Sumiko. An expression of anger crossed Shimamoto's face. "I am the Lord Emperor! Supreme Ruler of Japan! They will not test my power in such a way that demeans this throne." he exclaimed. Sumiko sat back and crossed her arms. "I feel this test will come whether you like it or not. This was working its way forward even before the world wars, I hear. With the Oni Incidents, it just hastened the build up. People lost focus of it until then." she explained to Shimamoto. He looked more annoyed than anything else at this point.

"I can delay it." he said. "How? It's inevitable. All you need to do is focus on proving the point as to why we are leading this glorious nation." she said. Shimamoto shook his head while still bearing the annoyed expression on his face. "Respective prefecture police units will get permission to deal with these threats to my throne. It will be over before it starts." he said, smirking at the end. "I wouldn't be so sure of that, brother." said Sumiko. Shimamoto looked at her as their food arrived from the kitchen. "We shall see which one of us is right. May Mother Amaterasu guide us." he finished.

Reports coming in that two new explosions have taken place. In the harbor of Port Elizabeth at 10.15 AM an oil tanker has reportedly exploded damaging large sections of the harbor. it is expected that the entire crew consisting of around 40 people were killed by the explosion.
the Cape Town news network reports that at the Cape Town central station a suicide bomber has exploded himself on a passenger train that was in the process of leaving the station. Less than a minute after leaving the station the last wagon of the train reportedly exploded in a blaze.
The explosions come minutes after an explosion in Kathelion was reported. a link between the three events is likely.

Reports are coming in that an airplane has been hijacked by an unknown assailant. It is unclear if the hijacking has any connection to earlier reports of explosions.

The army press network has announced that the Tumolian Airspace has been closed. All airplanes are grounded until further notice. It is likely that a terrorist attack is unfolding in the nation. The hijacked airplane is still in the air and is heading towards the Capital.

An explosion in the business center of Kathelio. An enormous explosion is reported in the business center of Kathelio. It is unclear what caused the explosion, but it is expected that the hijacked airplane was involved.

The Army press network has confirmed that the hijacked airplane has in fact crashed into the Tumolian Exchange building. First responders have begun to safe the people still inside the building. Army personnel has been sent to Kathelio to take care of the situation. The passengers of the commercial aircraft are expected to have been killed by the impact. Official causality numbers are still unclear.

The Army news network has announced that people are recommended to stay at home and to not go outside. An official state of emergency has been announced. The first minister has closed the border and all public transport is halted.

A firefight has taken place at the Parliament building in Cape Town. A person has been shot and killed at the building. The unknown assailant was holding an object and was shouting while he ran towards the building. He was shot immediately. The first minister has announced a press conference at 12 O'clock

The First minister along side Admiral-general Rockford of the Tumolian armed forces are holding a press conference. They state that a terrorist attack is unfolding in the nation. The army has been deployed to take care of the situation and to secure public safety. First minister Grapefield continued by saying that everybody should stay home and avoid public places. He said the country is in an official state of emergency. It is unclear if the election that was scheduled to take place in two days can continue. Admiral-General Rockford made clear that all aircrafts currently in the air are accounted for and no threat is expected by the Air-Force.

Following the Terrorist attacks today King Timulon III has prepared a speech that aired on all news networks in the nation.The speech was held from the Kathelion Grand Palace.
A section of the speech went as followed;
"The 22nd of May 2020 will go down in history as one of the darkest day we have known. The attacks that have taken place today against our people are beyond imaginable. I want to extend my personal condolences to all family and friends of the people involved. I also want to thank or incredible fire fighters and first responders who , without hesitation went inside the dangerous areas to safe their fellow countrymen and women.

Popular Danziger software company, QuikDesk, known for its internationally successful business solutions products including the QuikDesk CRM and QuikMeeting telecommunications platform has announced today that it will be rebranding, restructuring and launching a brand new subsidiary.

The company will be renamed to 'Quik Software' and its various areas of business will be established as individual subsidiaries with Quik Software as their parent company. (Denis Malafeev): But Ms. Shchegolyayeva has been a Royal Appointment since 2001, surely she is the one with the support of the Princely Family?

(Vsevolod Yevstigneyev): No! She was only appointed because she is good with numbers. They don't want a glorified accountant to be the Prime Minister I am sure.

This will give us some time to negotiate the conditions of the loans that you are willing to grant us. However, under current statute law, the Government cannot go into debt. Therefore, we will first announce emergency legislation to make it possible for the Government to do whatever it can and needs to so that we can rise out of this crisis. Engineers and Designers from Effa Rail's Flagship Manufacturing Plant out of Bethlehem (Campinas) popped champagne and rejoyced today as the first 12-car set of RS' High Speed Rail Network rolled out of the factory today. Albeit under the power of a Class 1700 pulling it from the front, it is still nevertheless a significant milestone in the development of High Speed Rail in Rijkenland.

At the official ceremony today, RS Director Vanessa Mars called the rolling out of Albert Kuntz a "significant step" towards realizing Rijkenland's place as having a second-to-none rail network on the global stage.

The first train, named Albert Kuntz after the former populist Prime Minister, rolled out to the sound of fanfare after several months of intensive back-to-back development with other High Speed Rail Projects. Having gone through over 2,500 different modifications to perfect the design for manufacturing and revenue service, the Effa High Speed Mk. 1 Train will be pulled by one of Effa Rail's Class 1700s to the RS Rail Testing Site in Haarward (Goiania), a journey of over 800 kilometres. From there, the train will undergo six months (26 RL days) of intensive testing and examination by officials from RS and the Transportation Office for official certification for manufacturing and sale and in operating on Class A "High Speed (+300 km/h)" Rail, of which is currently under construction. Tests are anticipated to go very smoothly given that the train had been endlessly experimented upon with the help of powerful computer simulations. Certain scenarios even show the High Speed Mk. 1 going up to over 615 km/h in long segments of the De Hemel-Koningspoort HSR Corridor with little to no shaking in the cabin.

Railfans along the corridor that Albert Kuntz will travel are lining up and snapping photos of the train, hauled by Effa's Class 1700, with many excited to see what is perhaps the most innovative high speed rail design yet.

When asked about possible sale to international countries (competing with the likes of the Siemens Velaro, Shinkansen, Chinese CR and Avelia Liberty), Effa has stated that sale of the innovative trains are "most definitely on the table," should the High Speed Mk. 1 pass rigorous testing by RS and the Transportation Office. The company has reportedly opened a new hotline for corporate or governmental inquiries for future sales of the innovative rolling stock.

The Board of Rites is interested in entering a fisheries agreement with Japan.

This fisheries agreement, named the East Asian Fisheries Policy, is an economic agreement which will manage Japan and the Qing's fishing grounds. The EAFP will set quotas for how much of each species can be caught in the Sea of Japan and the East China Sea on an annual basis.

It also bans any expansion of pre-existing fishing fleets' tonnage. Under the new policy, a maritime register of all legal fishermen in both countries will be drafted, alongside all associated vessels and their tonnage. Fishermen will not be allowed to increase their fishing tonnage, unless they are able to compensate and remove tonnage elsewhere (either by retiring a boat or destroying one). Hence, it ensures that the fishing fleets of both nations remain constant, and limits the fishing capabilities of each nation to ensure sustainability.

This policy also bans the discarding of bycatch or dead fish. Punitive measures are also applied to noncompliant vessels, which are based on a point system and pegged to a vessel. Said points are nontransferable and permanent.

The policy was proposed due to concerns of overfishing in the area, which may drive population stocks of fish downward - by limiting catch and fishing capabilities, fishing can be sustained in the long term, permitting a more sustainable approach to economic productivity for the 2 neighbours.
