After the annexation of South Africa into the Equestrian Empire, a temporary military governor was placed in charge, along with a council of 3 other officers to oversee the stabilisation of the region. However, disagreements on the method of reconstruction would arise between the four generals, leading to two of them resigning their posts.
Word of these issues would reach the Milkdromeda Colonial Council, the supreme Equestrian authority over all Equestrian territories in Milkdromeda which operated under the Archduchess, concerned about the instability the Council would issue the Edict of Durban, which would see the centralised power of the Junta divided into a special Dömmar or council known as the Grand Dömmar of Durban, headed by one Joun Martin Purrédyn (Pronounced: Yoon Martin Poorredeen), a prominent figure and landowner in the region.
The Grand Dömmar would seek to establish order among the landowners and Goucherí (Farmers/Herders) of the region, as such the Commission for the Lands would be formed in order to oversee taxation of land and solve potential land disputes. Another commission would be formed to address the construction of new infrastructure, particularly the establishment of a new rail network, which would be handled by EquiRail and funded by local investors.

Soviet intervention?
The Soviet Union has noted the conflict between the equestrians and the untecnans.
As a result a large amount of Soviet forces in Central Siberia have moved to the untecnan side of Kazakhstan, the total number ranging anywhere between 600,000 or a million.
Soviet forces have been making unknown preparations for the past few days now, but then a few V5 missiles and disposable T-22 drones are launched into Kazakhstan.
The Soviets were probing the defenses and so directly launching their missiles at military targets even if they had a low chance of hitting, close air support drones aka the T-22's were working on locating anti air defenses and chipping at them if they are able to be found.
As it appears currently the Soviets have not made many moves and are simply probing the defenses of the area

The Kremlin had these beautiful walls built out of bricks and beautiful gardens Behind the Walls along with it the Kremlin was actually a few different structures behind these walls but the main one stood in the middle.
The other structures purposes ranged from administrative offices and Military communication centers.
A few of the Kremlin guards what also proceed to escort them inside the building which was very well decorated and had many pieces of important soviet history.
But soon enough they would be escorted to a specific room which served as a meeting room for foreign officials and the Kremlin guards would simply stand outside of it allowing them to enter the room themselves if they wished.

Notes: Formerly a high ranking General in the Kingdom of Herzikland, the once heroic and widely known Katjrin was quick to turn tails to the Columbians the minute the capital fell, surrendering her army and offering to collaborate, the General was always like this however, stuck up in almost feverish nationalist conservative view, and always viying for power, had it not been for the Columbian invasion she would have likely launched a coup if she ever got the chance. but now being a Collaberator and given vast autonomy. she has been able to declare herself Prime Minister, which will do for now to feed there lust for power. under her the country is quickly spiralling into a Psudeo Fascist Dictatorship that will be loyal to Nova Wooloo.

The Emperor would also be presently surprised, it was much more lavish then the Columbian Palace, which was built around comfort more then looks, he was also decedently surprised that a Communist country would allow anything like this. however he decided to just continue following the guard until they entered the room where the soviet premier was waiting for them, walking into the room he would immedtialy move to greet the soviet primer.
