Okay, it means you should go into the region administration tab, reachable through this link: page=region_control and set yourself as a regional officer with every power checked. Vice-delegate does it by default, you can't get the executive or World Assembly powers as a regional officer but you can get everything else, which you should. That way we're safe even if you lose your endorsements and stop being delegate.

You have them all because you're the delegate right now. But, if something happens to the nation that's endorsing you, you'd lose the delegate position, and with it, all the powers. With a regional officer position, you get to keep that even if you lose the delegate position, so it's worth giving yourself one regardless.

So, because I am so busy in life and this place has gotten a bit quiet I wanted to see if anyone would like to be appointed Governor as per the new NS rules on the news page.
