I do not consider this to be named after a sovereign territory (a sovereign territory is either a nation, state or territory that has some degree of local autonomy), thus it will not be placed on my embassy matrix list. I consider it to be on the same level as a county of Australian Capital Territory. It certainly does not qualify as having major city status, either. I am still working on that part of my matrix list.

Reason: Not even close to Anarchy
