Hello, I am a colony of Yi bd. I just have a question. Does this alliance branch out to this specific colony. If not I want to propose an official alliance with Oneid

Brancaland united are going nuclear. They are planning on making 100 nuclear missiles to bomb my capital as well as yours. You may not take them seriously but they are going against their own rules (they banned WMDs for a while) to destroy the foundation of both of our nations. They have enough natural resources to make the bomb. I have a plan to get rid of secret nuclear lab but I can’t say it right now for fear of them finding out.
