Member nations of the Philippines are encouraged to join the World Assembly to be eligible to vote in the alliance elections. At least one from our region, Lanaograd, is an incumbent (Head of Public Affairs). If anyone is interested to run for a position, kindly also inform us in the regional government so we can also help you in ways we can. Mabuhay!

January 2021

Incumbent delegate secures second term
The Winter Elections this year were the most hotly contested the region has seen for some time. Four candidates in all ran, though two - Mauryavarsha and former acting-delegate Holly United - dropped out mid-way through, endorsing incumbent Panther and former delegate Densaner respectively.
The final results were: Holly United: 1; Mauryavarsha: 2; Densaner: 3; Panther: 20. Thus, with a resounding 77% of the votes, Panther will remain Delegate of South Pacific for a further six months.

Foreign Ministry reorganised
The Department of Foreign Affairs saw reorganization following the inauguration of the delegate’s second term. Americatain was brought into the government as “Foreign Affairs Commissioner,” a position which will take point in all dealings with our embassy regions and interact with his counterparts in their ministries. Rongorongo, the former Deputy Minister of Foreign Affairs, will handle things behind the scenes, such as organizing and maintaining the various embassies and ambassadors. Killiningo, the former Minister of Foreign Affairs, will stay on in an advisory capacity to assistent the new officers.
In this way, the hope is that it makes the Department of Foreign Affairs more flexible and efficient, allowing for those with less experience to get involved and contribute to the running of the government.

On the 13th of January 2020, Ainland (founder of Social Liberal Union) removed and ejected the democratically elected government of that region. His reasoning behind this ‘coup’ was his belief the region shouldn’t have an embassy with North Korea, who openly “support” the real life DPRK government. The democratically elected government of the region, exiled from their home, luckily had a back up region. Although SLU was previously a close friend of South Pacific, we have decided to cut ties from the couped region. To reflect this, we have commenced the destruction of our embassy there, and have formed a new embassy in its successor, The Social Liberal Union. We value their friendship greatly, and look forward to strengthening our regional bonds.

Roleplay region founded
Following a poll held in August, it was agreed that a Roleplay would be initiated for those interested in the region, and on November 4th, the RP region was founded: Dreamtime, inspired by the popular name to refer to Australian Aboriginal mythology. This is not the name of the in-character land, so a new poll was made in order to name that land. Among five options, the name chosen was “Mayburra”, which means “many” in an Australian Aboriginal language. On November 11th, the roleplay applications were opened. November 12th was supposed to be the official launch, but this was postponed due to last-hour discussions about the land. The date was then set to November 26th, but it was delayed again, this time due to the region being ‘featured’. Panther then had to make a “cleaning” at the RMB due to the amount of comments congratulating the region for being featured, and to eject nations which were not interested in the roleplay but moved there just due to the region being featured. On November 30th, the RP was finally launched. The region currently has ten members, and was founded through a puppet of the present delegate, Panther.

In case you missed it, upon concluding a series of deliberations and consultation, as well as the approval of our Delegate and President Ariusgrad, I have officially announced my candidacy as Vice President of our alliance, URA. I believe this will not only be a platform for the Philippines to continually raise its profile in the international stage, but also bolster our commitment to this growing alliance. I don't know if I can afford promises, yet I will surely do my best in service of our member nations. I am hoping for the full support of our kababayan in this region, and I hope you can attest to my track record for those who are unaware of our work. Don't forget the date to elect your new alliance officers. It will be this January. And of course, in order to actually vote, you will have to be a World Assembly member, too.

Firstly, the Republic of Bukidnon strongly expresses its support for Homeland Officer and Regional Affairs Minister Lanaograd. With that being said, the Republic believes it is an imperative for Philippines to bolster its efforts to have its members join the World Assembly. As of today, January 11, 2021, there are only 11 member-countries of this Region that are members of the World Assembly. That just translate to 10.78% of our regional population. To bridge that concern, the Republic wishes to call for a regional domestic affairs program that will see to it that all qualified member-states are admitted to the World Assembly. Not only that this can help secure our region from any possible foreign aggression, this will also help to improve our standing in the international stage and in our alliance in the URA.

Secondly, the Republic inquires Lanaograd if he is going to run under a ticket. Several presidential candidates have already contacted me and asked me for their support. Brokering support from presidential candidates may improve Lanaograd's standing in the URA elections.

Lastly, the Republic inquires if the Philippines will be voting as a block in the coming URA elections.

I am indeed aware of the situation. We have gone through worse, but I agree to veer of the side of anticipatory caution. I therefore call on the Regional Congress, of which Republic of Bukidnon is a member, if they would be amenable on legislation to strengthen the Philippine Defense Force. I believe having a formal legal backdrop for our defense program will be a good boost to our cause. Are you up to it? Seludong Vesilen Island

As for our extended deterrence, I believe it would be more prudent to keep the technical details within the regional government. We cannot risk making public what we have been doing for our defense network. For the meantime, I strongly encourage member nations to join the World Assembly, not only for regional welfare, but also for your individual progress.

I also reiterate my approval of Lanaograd running for Alliance Vice President, which it has already announced earlier. I believe in its credentials, and its invaluable work ethic would be an asset for the URA. I don't think Lanaograd is currently running under any ticket, and so far, only one presidential candidate had a vice presidential partner. Lanaograd did secure the endorsement of the current Alliance Vice President, Honeydewistania, and I think that is a big development.

Our official endorsement of Lanaograd's candidacy, however, will not translate to the rest of the candidates. I understand we have been able to vote solidly together in certain moments, as with the past proposal to commend me, and I am grateful for this show of force. Still, I appeal to the conscience and the wisdom of our World Assembly members in this regard. Our commitment to democratic principles remain, as with our vision for solidarity, sustainability, and anticipatory governance. I will make an official telegram emphasizing our endorsement once Lanao releases its campaign agenda.

Speaking of telegrams, I have observed that some member regions in the alliance have voiced their concerns about using it as a medium for campaigning. Lanaograd and I have been pushing for fair election campaigning through official channels, one of which would be via the URA Tribune, the alliance's publication produced by the Public Affairs Council under Lanao's inspired leadership. We believe every candidate should have ample platform to reach the voters, especially since only WA members will be eligible to vote. Don't forget, save the date. Maraming salamat!

Taking off from the trail blazed by the URA Harbinger, the Tribune is the official publication of the United Regions Alliance.

Constitutional Convention Ongoing Along With January Elections


January 2021 will be featuring the biannual election cycle of the URA, with the field already showing potential for hotly contested races. The presidential election already has four announced candidates, the most since the alliance was founded. Member nations are highly encouraged to vote. World Assembly membership is required to be eligible. To recall, the last election in July 2020 almost doubled the previous voter turnout.

This as the Constitutional Convention, assembled in November 2020, continues to deliberate on amendments to the alliance charter. The convention and its outcome is seen to loom large in the upcoming campaign, as some of the candidates' pledges cross into the prevailing issues.

One of the presidentiables, URA Armed Forces Marshal Allangoria, has declared, "The URA has grown way to(o) fast as far as government structure. We have seen the creation of so many councils, committees, and so many unattended projects. The URA does not have a true identity." The incumbent President, Suvmia, stressed how the alliance needs to set its long-term goals straight "to create a better future for the URA." Meanwhile, presidentiable The pir has promised greater economic output and boosting the defense budget.

World Assembly Voting Reform Act Overwhelmingly Passed by Civic Council


With 20 affirmative and no negative votes, the World Assembly Voting Reform Act was passed by the Civic Council on January 1, 2021. Authored by Alliance President Suvmia and Alliance Founder Ellenburg, the act aimed to keep a conscientious balance between the voting powers of the larger and the smaller member regions of the URA.

The new system apportioned votes to regions directly based upon Delegate Endorsements and number of WA Members in each region. It is seen as an innovative step towards sustaining the alliance as a solid World Assembly voting bloc.

United Regions Alliance Celebrates First Anniversary


The URA was established by Ellenburg as a World Assembly alliance to bring together like-minded regions as a powerful voting bloc in the NationStates world. Initially, there were few members, but the alliance has seen significant growth in the past year. The URA is comprised of over 30 regions, representing more than 1,000 World Assembly members at the time of its anniversary. To celebrate the URA’s full year of existence, the alliance’s administration decided to organise a festival. The week-long festivities, named the ‘URA Anniversary Festival’, ran from November 9, 2020 (the URA’s founding day) to November 15, 2020.

In describing how the URA has grown in the past year, Alliance President Suvmia has this to say, "We are building a strong foundation to stand on for many years to come; a foundation of democracy, and unity. A foundation of free and fair elections; one of strong community, and camaraderie."

The Chess Tournament, meanwhile, held centre stage for the entire week. URA members have a reputation for enjoying chess, so it naturally featured heavily in the alliance’s celebrations. The tournament consisted of seven matches. The final was between URA Representative Scalizagasti and The Labyrinth player Moneygoodland. The latter resigned to the former and Scalizagasti won with a score of 127/-102. The Bronze Match went to Suvmia when Ellenburg forfeited the game.

Regional News: Anteria Implements Civil Service Revisions


The Anterian Civil Service is a means for citizens who are not necessarily involved in the Directorate directly to become involved in the day-to-day operations of Anteria, filling in the gaps where the founder and directors cannot always perform their duties, or would prefer to help share the ability to participate in their Directorates.

Until recently, the Anterian Civil Service was relatively underdeveloped and disjointed between departments. However, under a new initiative started by the region's Founder Emiline every Directorate in Anteria will now have a structure for joining.

The expansion now centralizes the application process for joining the Civil Service to one dispatch, and expands the service in several departments. For example, the Directorate of Recruitment has now absorbed the greeters, a group of citizens who greet new members as soon as they join the Discord server.

Regional News: First Commendation Proposal of URA Delegate Sparks New Committee


A landmark commendation proposal backed no less by the World Assembly Secretary General Kuriko focused on one of the longstanding WA Delegates of the alliance, Ariusgrad of the Philippines. Although eventually failing the vote, this was regarded as the first ever commend of any current delegate of the URA. Ariusgrad is currently the longest serving WA Delegate and President of the Philippines, being first elected in 2012.

A known defender in international circles, Ariusgrad emphasized that the Philippines is more than a founderless region which had long resisted invasion attempts, "More than our military portfolio, we have also committed ourselves to other noble pursuits such as sustainable and innovative development, upholding rights and freedoms, diplomatic missions, and of course, creating a loving, caring, and sharing community for all. What we have is a shared world, a shared economy, a shared dream. Our collective energies can do so much more when we all work together in one spirit."

Despite the losing proposal, the alliance was empowered to raise its profile from a WA voting bloc into a WA drafting bloc as well. This led to the creation of a Resolution Writing Committee which has since attracted talent across member regions. It is actively recruiting willing members who would be interested to participate.
