Interesting paper. Kind of like the format, but the contents have no real bearing upon me or my empire, but it is still a good read. Thanks.
As for Massachusetts being the best. I like Michigan more than Massachusetts. So Massachusetts cannot be the best. I had not even mentioned the other 48 states. Mind you, it isn't the worst either. That goes to Mississippi or Wyoming. Not sure which. Had not been in Utah or Nevada long enough to tell how they rank, but they may be worse than Wyoming. And then there is New Jersey. :)
