Grand High Minister Tower, Yokohama, Japan

GHM Kyoji: A power struggle is brewing across Japan. We have Lord Emperor Shimamoto in this region of Honshu, the rebels in the north of Honshu, and we have two other smaller factions on the islands of Kyushu and Shikoku. Does anyone know what this means?

High Minister Aomi: It means we need better enforcement of power over those who do not wish to submit. Those who deem themselves against this Empire will be shown why that stance is idiotic.

Kyoji: Exactly. They have questioned the leadership of this nation which stretches back over a thousand years. They wish to change our ways. They must not soil our traditions.

Aomi: What should we do to make sure they don't step further out of line, sir?

Kyoji: Since we are not at conflict with anyone and we have a surplus of soldiers here in Japan with relatively no job, we move them out. Contact War Minister Higashikuni.

High Minister Aomi contacts WM Higashikuni and summons him to the Minister Room

Higashikuni: Grand High Minister Kyoji?

Kyoji: I have word for you to give out to the men and women of our nation who fight to protect the integrity of the Empire. I feel that our hold on Japan will soon be challenged.

Higashikuni: What is it that you wish to be done?

Kyoji: I want checkpoints placed on the major roads that connect to Kyushu Island and Shikoku Island. Smaller, unimportant roads can be closed for the time being. We can use those checkpoints to control what goes in and out. Every cargo truck must be searched along with every car. The only ones that are permitted through the checkpoints without a full search are military personnel with valid identification cards and government officials. If we can break supply chains, even if they aren't present right now, it could crash an insurrection before it happens.

Aomi: What about the rebels to the north of us?

Kyoji: I'd rather worry about one foe than three. They can sit there peacefully while we strangle out the insurrections to the south before they're in full force. A preemptive strike before they can gather themselves.

Higashikuni: Do you believe this could work?

Kyoji: It has to. Otherwise, Japan as we know it will struggle and may fall to the hands of rebels or anarchists. We must prevent those thugs from gaining power. Like I said, make the checkpoints. If we need to move to their base of operations, we will. If they strike against us, we will strike back ten-fold.
