Indeed, my experience is that it is rather random if they will stay or not. If they drop in during some kind of event the chances are far higher and if they drop in on a slow day far smaller.
More experienced players tend to research the region before doing anything (I honestly had TWC as the first region I would move to for a year before I actually moved here).

It stings a bit that he moved to a region named after a salad though. ;)
