Well, the way I look at it, if those raiders put up a password and lock the region down as a trophy, there's zero chance of a community forming there. And the raiders get another region to gloat over. If it's liberated, perhaps in the future something will happen there again, and a community will form. It's a solid region name, so I could see folks being attracted to it and moving there.
