The CEO of Black Mesa and the Nigerian Government would be surprised how they figured out that Black Mesa existed, but the Black Mesa CEO would accept the transfer of money. Both parties would work to make sure that Black Mesa was way, way more secure due two leaks somehow in the fact it existed. The Initial billion would be split between investment to get Nigerians on Xen and safe and the other on security.
