The nearby railroad is quiet yet after some 20 minutes, a train rattles by somewhat quietly (though probably quite loud to the quiet wilds). It is nothing more but a mail train, heading off to make sure the mail is delivered on time. No one notices the three Aerlanicans.

Border of Tusporan waters & Azulakassian Waters
The RANS Lea-Wing floats steadily on the Azulakassian waves, keeping a bit back from the ship containing Aerlanican agents. It quietly watches as the ship drops its equipment for fishing. "Its a bit odd that they're so far out..." a sailor says to another, who quietly agrees but nothing really comes out of it. Meanwhile, deep under the waves a submarine like vehicle keeps a closer watch, though also not reporting anything too suspicious.

Just would like to point out that Azulakas has no cars, nor is there an Azulakas City, the capital is Port Aluszia. Also a little confusion on the times? 3:12 pm is not 21 minutes after 2:51 am...

Borinton proceeds to sign the document and shake hands with the delegates. He then leaves the building and returns to the Mannor of Consantine (The Lawithonian eqivilant of the White House)

Thanks for pointing out the cars and the time, I'll amend those right now.

As for the Azulakas City, yes, it doesn't exist.

But it's intentional; During C.O.U.R.I.E.R. operations the operatives use substitute names. In this instance, because Port Aluszia is the capital of Azulakas they call it "Azulakas City" because it is the main "City" of "Azulakas". Likewise, if they were headed for a mining town they'd call it Oreville, or Fisher's Paradise for a city that has a lot of fisheries. This is used to throw any people who acquire documents with information on them from precisely finding out where they were bound to or to ensure that any intercepted messages have at least a hard time pinning down where they're going.

But apparently you didn't have that much trouble figuring out where they were headed ;).

(I'll also make the jargon a bit more obvious next time to avoid unnecessary confusion)

With no president at the helm, and the legislature dismissed to tend to domestic matters at their home divisions, the nation was basically a loose confederation of the 15 islands & 'states' at the time. After many hours of searching for any missing boats or persons listed, none really match the broken up row-boat found in the waves earlier that morning. Nothing too alarming as of yet though.

An emergency alert is sent out to multiple Roxium fleets and Sparanoda that a Kaizen fleet has taken a Sparanodan fleet hostage.
At roughly the same time, another Kaizen fleet has arrived in another part of the solar system. They just so happen to warp in near a Zeon space colony, and mistake it for a Roxium space colony. The Kaizen fleet proceeds to lay siege to the Zeon space colony. (Paging WonGya, the Gundam expert and person that controls Zeon)

Azulakas, Port Aluszia, 10:02 am, 7 hours, 50 minutes after arrival.

John Smith looked out the window at the rally.
"Margaret," he said, turning to the female agent, "get down there and mingle, find out what he's pushing."
With a curt nod, she slipped her pistol into her hidden holster. To anyone she was now just a regular citizen who wanted to lend an ear to the political speech currently taking place.
A lunar cycle, John thought, Must be a month then, can we hold out for that long?
John Smith thought deeply.
Can we even trust the government that enters?
John Smith sighed and opened the window, wanting to get some of the information himself and get some fresh air, which was in short supply back home. He pushed the thoughts of uncertainty regarding the government to the back of his mind as he gazed out over the crowd of people, wanting to know more about this political personality.

In the Aerlanican House of Representatives

"this allegation is completely outrageous!" Jonathan spat at the Leader of the Opposition, "there is no evidence of this."
"The people of Aerlanica have the right to know what the government is doing-"
"And they do Mr Tyler," Jonathan argued, pointing to the representatives and the people visiting the parliament, "they very well do know what the government is going."
"But what of the clandestine activities," William Tyler replied "that your government is keeping from the eyes of the public."
"And from the eyes of the NAP terrorists and any external agents." Jonathan replied, his voice filled with anger. He then turned his attention towards the people of Aerlanica.
"Do you want me to fold to the Conservative Party of Aerlanica?" Jonathan asked, "and reveal all the hidden movements of our troops to the NAP terrorists? how about I lend them information where we are moving the secret stockpiles of weapons? or even better, how about I tell them a list of all the agents we've infiltrated into their ranks?"
He swept his eyes across the crowd of people.
"Sure, let us tell them all the cards we have," Jonathan said sarcastically, "and watch as they run circles around us, slaughter our brave men and women in the field and resupply at their own behest, let's play their game on their turns, instead of ours on our turns; it seems like an ingenious idea."
His firm eyes with their withering stare turned back to William Tyler.
"I dare say, Mr Tyler," Jonathan said, his voice filled with enough malice to put the devil in it's place, "that with all this talk pushing towards helping the Terrorists, are you sure your old allegiances are truly buried?"
The house turned into uproar as each side battered and berated each other with a slew of insults and slurs. The Socialist Aerlanica Party was with the Aerlanican Progressive Party in slinging words such as “Fascist” and “Traitor”. The Conservative Party of Aerlanica was calling the two left wing parties “Communists” and “Enemies to Democracy”. The Liberals were slamming both sides as “Childish” and “immature” while the Centralists, ever neutral, stayed silent.
The argument was broken up by a gavel slamming repeatedly and the cry of “Order” by the Chairkeeper, an elderly woman who was old enough to be everyone’s grandmother.
“We are not savages,” she scolded, “left to squabble between each other and sling insults around.”
She looked to both the Prime Minister and the Leader of the Opposition.
“Well, tell the four-eyed communist,” William Tyler spat, “to get his head out of his ass.”
William Tyler turned and left, followed by several members of his party. Jonathan Blinds smiled internally as he watched them leave the house.
“I see no purpose in continuing this discourse.” The Chairkeeper stated. “This session is dismissed.”
People began to file out as Jonathan stifled a cough. Once again he had stymied the opposition and prevented the discovery of both Project Daedalus and Operation Silent Guardian. However, he either lost some approval or gained even more. But approval didn’t matter, he needed to rebuild Aerlanica, and he was running out of time.
Politics, he sighed to himself, never simple but always necessary.
He just hoped Bureaucracy didn’t end his tenure prematurely.

(TL:DR. The agents want to know more about politics, Jonathan insulted an individual and kept the state secrets...well...secret.)

Some theories are made, and conspiracists go a little crazy, but no official response is made and the event is forgotten for a while.

A Revolyutsiyan spy satellite catches a glimpse of an extremely strong ultraviolet pulse and an expanding electromagnetic wave, as well as a streak of fire approaching the northern lands of the Cape before it suddenly shuts down. The satellite's handlers are a little worried, and news slowly filters up the chain of command.

1:42 am; the nations of Lees nur, Pogzdan, and Tersia nors

Seismographic instruments of all three nations detect a fmoderate tremor originating from the heart of an unoccupied (well, previously unoccupied) territory boarding the polar ice caps. No damage is done in any of the countries, but as the area is not known to have earthquakes, the public speculates about a volcanic eruption or asteroid impact.
