You will always be able to fix these things by answering more issues, some will even let you outright reverse decisions you regret. In settings, you can also make it so issues require extra confirmation, so you don't pick anything bad on accident.

Flying aircraft carriers are redundant. Flying boat carriers would make much more sense.
