Resolution Analysis
Although the proposal seeks to replace "Preventing the Execution of Innocents" with a direct ban on capital punishment, this is likely infeasible, as proven by previous attempts. Thus, a repeal would likely only serve to remove the important protections that are put in place by the resolution. Furthermore, a repeal is not necessary to pass a complete ban on capital punishment, as the target resolution states explicitly that "member nations are permitted to sentence and carry out capital punishment within their jurisdictions", thus eliminating any potential issue of duplication.
For these reasons, the ministry recommends a vote Against this repeal proposal.
