Realistically, any geographically large nations with large populations are almost guaranteed to not be able to test as much, for all of the reasons you can think of and more. Even under the best of circumstances, even a nation with infrastructure and wealth like the US would likely not be able to test as much as health experts might like under the best of circumstances. Mix in incompetent leaders and a disaster is born.

Not just incompetent, but downright criminal. The slums in Brazil are infamous, and they don’t even know how many are actually dead in a hovel waiting to be discovered. I really don’t understand the idea of not treating something like this seriously.

Our economy was in a stage, where it was developing very quickly, and in a few years, we would have been on par with Eastern and Central Europe. And then COVID happened.

The plague went away eventually, you know. Oh, and smallpox! We got rid of that one entirely. Diseases just do such things. It's not as if it took years of carefully coordinated international efforts advised and lead by leading health professionals and massive financial support to get rid of it.

It just went away one day, and so will COVID.

You just have to believe.
