There is not much to say about Underworld. It has rarely had any activity, serving mainly as refuge for the displaced people in Hell. There is no regional culture here asides from the culture of Hell, and, despite having a 9-year history, it is still largely inactive, filled mainly with puppet nations.
As a new player, based on your nation size and your aforementioned statements, you have no idea of the significance of Underworld as it relates to Hell. For many years, before the advent of Fortrusses and Frontiers, Underworld was the entrance to Hell where many, including myself, completed the labors of Satan to gain entrance to Hell.
