A group of pandas watch new trees grow for their habitat.
"As the pandas of Rukine freely explore the lush forest full of bamboo a kind woman walks up planting many trees. The lush forests of Rukine remain friendly for the Pandas. As a Panda swims through the marine oceans as a tiny fish follows along singing with a soft voice saying "I couldn't swim without moving, I could not cry without making a sound, We all can fly believe I you, and I will just believe in me so now you see." The Panda swims up to catch some air while grinning. "That was awesome!" said the panda while swimming with the tiny fish.

The panda decided to take a break and swam back onto the beach. He shook himself free of his dampness and noticed that a small Tonkinese cat was quietly watching him,
"Why are you here?" The panda asked the cat.
"The region of Warzone Australia as we know it is in danger. And we need you and your leader to help." The cat said blandly.
The panda now had to make a decision, listen to the cat or arrest it for treason...
As the panda takes a second to think the panda decides to help the Tonkinese Cat. Sure! I will go tell my leader. The Tonkinese Cat smiles and enjoys the sun. As the panda goes to his leader he gets a bit hungry so takes a minute to eat some bamboo. When the panda was done with his little snack he continues his walk to his leader. The panda arrived at his leader saying "Hey! I was swimming with a fish then took a little break when a Tonkinese Cat came saying "The region of Warzone Australia as we know it is in danger. And we need you and your leader to help.". The panda's leader decided to help. The Pandas relax on the shining sun of Warzone Australia.
The mayor sips some tea while sharing a quote with some citizens of Rukine.
The cat gathered the mayor and the army of pandas and said,
"When the time is right, I will tell you to to attack the Grand overseer and we will find a new leader to lead the phoenix islands. And since the Phoenix islands is the head of warzone australia their new leader will be the head of the region.
(Just wanna say I'm not trying to replace Southern phoenix islands this is purely for RP purposes.)
"Land travel is fairly difficult for a mermaid." Sami shrugged. "We need to wait for my little friend."

"I have an important thing for this Emperor Trieu that he absolutely needs to see." Crepuscule stated, though he was certainly confused at the Governor and the Duchess. "It's extremely important that he sees and listens to what we say."

It was twilight over the Phoenix Islands now, and the stars looked dimmer than ever. Pua could feel her heart race a little faster. A sick feeling rose from her stomach to her throat. She panted despite not having done much that hour aside from study some ancient books by the waning sunlight.
"Aube, are you there?" Pua whispered to herself, pausing when she felt something stir within. In the next moment, Pua could feel a sense of relaxation wash over her as a pure white bird with bright orange down emerged from within herself, landing its ghostly body on the ground in front of her. The bird looked to the skies and sighed, its wings drooping discontentedly.
"It's getting worse, isn't it." Aube moved her gaze towards Pua solemnly. "We don't have much time left. When the stars fade, the magical barrier comes down, and Ahitereira will be exposed to all sorts of beings from beyond."
"Auntie Sirin can't be stopped. We're doomed."
"Child, the way to stop Sirin is by reuniting me with Crepuscule, or permanently destroying the both of us. Sirin cannot use magic without Crepuscule, and therefore whatever she's been doing cannot continue."
"But Crepuscule is still missing." Pua once again looked at the fading sunset, shivering with dread. The bird hopped over to where Pua sat, and rested her ghostly self on Pua's shoulder. A soft, gentle glow rose from the bird's feathers, a comforting pale orange that lulled Pua into a short nap.
The cat rolled his eyes.
"You're bird friend is less powerful than he realises, even if he reuintes with his other half he will never fully kill Sirin. But If we work together with some others then I know a way I can exile her. She immortal so whether we like it or not she's going to come back, unless we exile her. And I know a thing or two about exiling people to other realms. If we can make her injured enough I can use my powers to exile her to the underdimension."

"Look; Bird. You have to book in a meeting with the emperor if you wish to talk to him. And no-ones allowed to see him on Thursday mornings." The governor said.
"That's not entirely true." The duchess chimed in, "I have been, dating the emperor for quite some time and the guards allow me to visit him some thurday mornings."
The governor's eyes widened and his mouth dropped.
"Please don't get angry father." She begged.
"Quite the contrary. My little daughter is going to be an empress!" He exclaimed.
There was an awkward silence but the duchess broke it saying,
"The bird and I are going to go now, but good luck with the announcement."
They left and within the hour the bird and duchess had reached the palace. The guards let them in and told them that the Emperor had gone down his garden path. So they went down the garden path and reached the beach to find a cat talking to a mermaid.
"By the name of the mighty Emperor Trieu I demand to know why you are here at this sacred and private beach!" Shouted the duchess.
"Who are you?" Sami asked. "How do you know who Sirin is, and why do you think she's immortal?"
When the Duchess and Crepuscule arrived on scene, Sami jumped at the harsh words. She recollected herself, showing the dead body of the missing minister.
"Apologies if we're not supposed to be here. But we found the missing minister and escaped the Phoenix Islands before we could be caught and detained by the Grand Overseer himself."

I am not familiar with proposal writing honestly, That is the one area in the game I haven't dabbled in quite yet. But on the NS forums, there are forums for the General Assembly and the Security Council. The General Assembly deals with making laws sorta, if you've seen what goes to vote there. The Security Council deals with commends, condemns, and liberations, which recognize individual players for their contributions to the game (commends and condemns) and liberations actually prevent imposing a password on a region (and remove an existing password), mostly used to prevent raiders from passwording a region so that defenders can't save the region.

There are several Q&A threads and also where people place their proposal drafts for constructive criticisms and general improvements before submitting. I would highly recommend just lurking through those threads and seeing how things are done to avoid submitting illegal proposals though.
The duchess's mouth dropped and the cat's eyes twinkled.
"I'm Duchess Kikimo and this is some random bird that landed on my shoulder. Who are you?" asked the duchess.
Sami was about to reply but before she could the cat stepped forward and said something in East overworldian. Once he'd finished talking the duchess bowed and said to Sami,
"We are sorry Sami, I did not know...." Began the duchess.
The cat meowed loudly, stopping her from finishing their sentence. The cat began to walk along the beach,
"Follow me."
The cat led them to a along the beach, up a mountain and when they reached the top they found a small, ancient wooden building.
"This is our way to the underdimension." The cat said as he walked inside.
They all went inside the building and saw that inside was bare and empty, other than the torii gate against the wall that had swirly red in the middle of it,
"Walk through here." The cat ordered them.
The duchess walked in and disappeared into the swirly red gate. The cat approached Crepuscule and Sami,
"Well, are you going in?"
